The Construction Safety Manager is responsible for leading and managing all safety, health, and environmental (SHE) activities across construction sites for the “Liquid Hydrogen Filling Station” and hydrogen refueling station projects. This role establishes and drives site-wide safety programs, ensures full compliance with construction safety laws and regulations, and leads the safety team in delivering incident-free project execution.
The Construction Safety Manager serves as the key safety interface between project management, engineering, subcontractors, and government licensing/regulatory bodies, ensuring that all installation and construction activities are carried out safely, in compliance with applicable laws, and in line with project schedule and quality requirements.

Safety Program Leadership & Site Management
- Lead and manage the EPC(H2) project construction site safety organization, including safety coordinators and specialists.
- Establish, implement, and continuously improve the site safety and health management system for H2 project construction activities.
- Perform and oversee on-site safety inspections and management supervision, including circular inspections, accident prevention, and improvement activities.
- Plan and conduct safety and environment meetings with project management, subcontractors, and site personnel.
Regulatory Compliance & Government Liaison
- Ensure compliance with construction safety laws and regulations, including requirements under the Occupational Safety and Health Act.
- Lead H2 project construction site fact-finding surveys and application plan reviews to ensure compliance with relevant application-related laws and regulations.
- Serve as the primary point of contact for inspections and audits by government agencies such as the Ministry of Employment and Labor, KOSHA, KGS, and the Fire and Disaster Management Agency.
- Oversee legal safety management activities, including safety inspection of hazardous and dangerous machinery.
Risk Assessment & Incident Management
- Direct risk assessments within the H2 project construction site and manage documentation for risk assessment improvements.
- Establish and prepare annual safety and health environment plans, industrial accident investigation tables, and recurrence-prevention plans.
- Lead technical guidance and coordination in the event of a disaster, and prepare and follow up on accident reports.
- Oversee harm/hazard prevention plan review and confirmation inspections in accordance with the Occupational Safety and Health Act.
Training & Safety Culture Development
- Direct and manage safety and health education programs, including regular, new-recruitment, and special safety and health training.
- Build and promote a strong site-wide safety culture, providing direction and guidance to site personnel and subcontractors.
- Develop and deliver H2-specific safety training and site orientation programs.
Documentation & Reporting
- Oversee collection, arrangement, and management of safety management cost settlement data and related documentation.
- Prepare and submit safety documentation to clients and licensing bodies at various stages of the installation process.
- Report construction site safety performance, issues, and risks to project management and senior leadership.
- Perform other tasks as assigned.

- Bachelor's degree in Safety Engineering, Industrial Engineering, or a related field.
- More than 7 years of dedicated safety experience in construction sites, including prior experience in a safety leadership or supervisory role, on projects with a construction cost of over 5 billion won.
- Strong understanding and working knowledge of laws and regulations required under construction safety laws and regulations.
- Proven ability to establish and lead a safety and health management system, including safety training programs (regular/new recruitment/special safety and health training, etc.).
- Experience responding to and managing inspections from government agencies such as the Ministry of Employment and Labor, KOSHA, KGS, the Fire and Disaster Management Agency, and related licensing authorities.
- Experience and knowledge related to legal safety management, including safety inspection of hazardous and dangerous machinery.
- Experience and knowledge of harm/hazard prevention plan review and confirmation inspection according to the Occupational Safety and Health Act.
- Demonstrated ability to lead, direct, and provide guidance to safety teams and site personnel.
- Advanced organizational, multitasking, and leadership skills, with the ability to work under pressure and meet deadlines.
- High level of visual awareness, attention to detail, and experience drafting reports and collating data.
