Description

The Staffing Services Manager is responsible for driving the   growth and success of the Staff World Services division through business   development, full-cycle recruitment, client relationship management, employee   relations, and operational oversight. This role partners with clients to   understand workforce needs, develops recruiting strategies to attract top   talent, and ensures exceptional service throughout the staffing lifecycle.

The Senior Services Manager manages the complete recruitment   process—from sourcing and interviewing candidates to onboarding and employee   support—while cultivating new business opportunities and expanding existing   client relationships. This position requires an entrepreneurial mindset,   strong business acumen, and a passion for delivering exceptional staffing  solutions.

Client Relationship and Business 

 . Development Develop, maintain, and expand relationships with existing and prospective clients. 

 · Meet with clients to understand workforce planning, staffing needs, business objectives, and hiring expectations.

· Generate new business through networking, client visits, referrals, marketing initiatives, and sales activities.

· Partner with the Marketing team to execute strategic marketing campaigns utilizing platforms such as LinkedIn,   Salesforce, Mailchimp, and other digital marketing tools.

· Conduct sales presentations, skills marketing, and workforce solution consultations.

· Negotiate bill rates, markups, and service agreements to ensure profitability while remaining competitive.

· Partner with client hiring managers and Human Resources representatives to secure job orders and anticipate future staffing   needs.

· Ensure a high level of client satisfaction by delivering qualified candidates and providing exceptional ongoing service.

· Resolve client concerns promptly and professionally.

Talent Acquisition & Recruitment 

  · Manage the full-cycle recruitment process, including sourcing, recruiting, screening, interviewing, reference verification, offer negotiation, and placement.

· Develop creative sourcing strategies utilizing job boards, LinkedIn Recruiter, social   media, networking, referrals, universities, professional organizations, and AI-assisted recruiting tools.

· Build and maintain talent pipelines for current and future hiring needs.

· Collaborate   with hiring managers to develop accurate job descriptions, candidate   profiles, and recruitment strategies.

· Conduct phone, virtual, and in-person interviews while evaluating candidate qualifications and cultural fit.

· Present qualified candidates to clients and manage interview scheduling and feedback.

· Maintain consistent communication with candidates throughout the recruitment process.

· Ensure compliance with all employment laws, Equal Employment Opportunity (EEO)   guidelines, and company hiring policies.

Employee Onboarding & Workforce Management 

· Coordinate all onboarding activities for temporary employees.

· Facilitate new hire orientation and employment documentation.

· Ensure completion of pre-employment requirements, including background checks, employment eligibility verification, certifications, and other client-specific requirements.

· Maintain accurate employee records within HRIS systems.

· Serve as the primary point of contact for temporary employees throughout their assignments.

· Address employee concerns and coordinate resolutions with Human Resources when   appropriate.

· Support employee engagement and retention initiatives.

Operations & Payroll Administration 

· Maintain accurate employee records and personnel files in accordance with company policies and legal requirements.

· Oversee temporary employee attendance and timekeeping.

· Review, process, and correct employee timecards in Paylocity.

· Coordinate weekly client approval of timecards to ensure timely payroll processing.

· Partner with Payroll and Accounting to resolve payroll, invoicing, and billing   inquiries.

· Maintain confidentiality of employee and client information.

· Ensure compliance with federal, state, and local employment regulations.

Requirements

  Education & Experience 

· Bachelor's degree in Business, Human Resources, Marketing, or a related field preferred; equivalent experience will be considered.

· Minimum of four (4) years of progressively responsible experience in staffing, recruiting, or workforce solutions.

· Demonstrated success in business development, recruiting, account management, and client relationship management.

Experience working within a staffing agency environment strongly preferred.

Technical Skills

· Proficiency with Microsoft Office Suite.

· Experience with Applicant Tracking Systems (ATS) and Human Resource Information Systems (HRIS), preferably Paylocity.

· Experience utilizing LinkedIn Recruiter, Indeed, CRM platforms (Salesforce preferred), and digital recruiting technologies.

· Comfortable using AI-powered recruiting tools and sourcing technologies to improve recruiting efficiency.

· Ability to learn and adapt to emerging recruiting technologies.
