Role Purpose
To act as the owner's engineering representative for the infrastructure and utility packages of a greenfield specialty chemical plant, working daily alongside the project management consultant and the main contractor to drive design review, site execution, commissioning and handover of the assigned scope.
Scope of Responsibility
Warehouse ventilation, HVAC, pipe rack, cable tray, fire protection system, emergency generator, CCTV and access control system, and Civil works.
Working Relationships
This is an interface-intensive role. The position holder is the owner's day-to-day counterpart to the project management consultant and the main contractor, attends their site and progress meetings, holds them to the agreed programme and quality requirements, and escalates to the Project Manager only what cannot be resolved at working level.
Key Responsibilities
- Represent the owner in daily and weekly coordination with the project management consultant and the main contractor on the assigned packages, including site walks, progress meetings, technical clarification meetings and inspection witnessing.
- Review and disposition shop drawings, material submittals and requests for approval issued through the project management consultant, within the agreed turnaround, so submittal backlog does not become a site progress constraint.
- Challenge and verify the main contractor's method statements, sequencing and short-term look-ahead programme for the assigned packages, and raise early warning where progress or quality diverges from the master schedule.
- Manage interfaces between the assigned packages and the process, electrical, control system and building trades, and maintain the project interface register with the project management consultant.
- Supervise site execution: witness inspection and test plan hold points, raise and pursue closure of non-conformance reports and site instructions with the main contractor, and drive punch list closure package by package.
- Verify fire protection design and installation against NFPA 13, including in-rack sprinkler layout, hydraulic calculations and pump selection, and coordinate IEAT and DIW inspection requirements with the permitting consultant.
- Manage generator scope through factory acceptance test, installation, load bank testing and readiness to support commissioning.
- Coordinate CCTV and access control design and cabling with the IT and OT network scope, through to commissioning and handover.
- Coordinate remaining civil works: footings, flooring, bunding, drainage and chemical containment.
- Support sectional completion, SIMOPS documentation and commissioning status tagging for the areas required at first batch, in coordination with the contractor's safety and construction management team.
- Review contractor variation claims and progress claims on the assigned packages for technical validity, and report cost and change into the project change log and monthly report.
Qualifications and Experience
- Bachelor's degree in mechanical, electrical or civil engineering.
- Minimum 8 years of multidiscipline construction experience, preferably on process plant or industrial facilities in Thailand.
- Working knowledge of NFPA fire protection standards and of IEAT and DIW inspection requirements.
- Demonstrated owner-side or consultant-side supervisory experience, not contractor-side execution only.
- Proven ability to hold a main contractor and a project management consultant to programme and quality commitments, and to resolve technical disputes at working level.
- Working proficiency in Thai and English, and in MS Project.
