Description
Lead Developer (Tech Lead) – Python / Java / C# / TypeScript, AWS, FHIR and Integration
Healthcare Interoperability Alpha | Brio Partners
Contract: 20 November 2026 to 31 January 2027, with potential to extend into Beta
Rate: Competitive day rate (Inside IR35)
Location: Leeds (hybrid)
Client: National public health programme
Core stack: Python, Java, C# / .NET, TypeScript / Node.js, AWS, REST APIs, asynchronous messaging, FHIR
The opportunity
Brio Partners is working with a national public health programme to appoint a hands-on Lead Developer (SFIA 5) for a high-profile Alpha. You will design and build working prototypes that integrate with national secure messaging services, proving how clinical documents can move electronically between hospitals and primary care.
The programme aims to reduce the administrative burden of manual document handling in primary care. Your prototypes, integration spikes and architecture will form the technical case for Beta.

What you will build and do
- Integration spikes: build and test integrations with a national secure messaging API (REST over HTTPS with mutual TLS), configuring mailboxes and workflows in sandbox and integration test environments.
- FHIR and interoperability: prototype document flows using FHIR, and assess their fit against HL7v2 and SNOMED CT coding.
- End-to-end prototypes: write code in Python, Java, C# or TypeScript on AWS that demonstrates documents moving from hospital to primary care, through to filing and coding in clinical systems.
- Architecture: produce candidate target architectures covering scalability, resilience and cost, and record decisions in Architecture Decision Records.
- Engineering standards: set up Git, code review, CI/CD and automated testing, and share code in the open.
- Security and safety: apply secure-by-design principles using synthetic data, and contribute to DPIAs, threat models and clinical safety work.
- Leadership: act as senior technical voice in a multidisciplinary team, mentor developers and evidence the technical points of a GDS-style service assessment.
Essential experience
- Proven hands-on development in at least one of Python, Java, C# / .NET or TypeScript / Node.js.
- Significant systems integration experience with APIs, message queues and asynchronous messaging.
- Practical AWS experience, plus CI/CD, automated testing and version control.
- Tech Lead or Lead Developer experience on public sector or similarly regulated services.
- Leading rapid prototyping and technical spikes in Discovery or Alpha phases.
- Delivery against the GDS Service Standard or an equivalent public sector standard.
- Clear communication with technical and non-technical stakeholders, including clinicians and senior leaders.
Desirable experience
- Integration with national healthcare messaging or data-sharing services.
- FHIR, HL7v2 and SNOMED CT.
- Primary care clinical systems, hospital integration engines or document-management products.
- Healthcare assurance processes, including data security and clinical safety standards.
- GOV.UK prototype kit.
