The opportunity

This position is a senior leadership role within the Government Relations team, responsible for designing and accomplishing our global plans for external engagement, third-party coalition building, and narrative development. This individual will be the architect of how the organization develops its public policy story externally. They will mobilize allies and manage relationships with trade associations, think tanks, advocacy organizations, and civil society groups. The goal is to promote the company's policy agenda at the federal, state, and international levels. This is a highly visible position that combines policy expertise with communications competence, partner management, and campaign strategy.

What you will do

  • Design and implement a global strategy for engaging third-party organizations including trade associations, NGOs, think tanks, academic institutions, and advocacy coalitions
  • Build, maintain, and activate a portfolio of external allies to advance our public policy priorities across federal, state, local, and international jurisdictions
  • Identify and cultivate new coalition partners and external validators in priority issue areas including technology policy, AI governance, data privacy, competition, and digital infrastructure

Narrative Development & Strategic Communications

  • Lead the development and execution of public affairs narratives and messaging frameworks that support the organization's policy campaigns
  • Oversee original research initiatives — including polling, public opinion surveys, and customer perception studies — to inform engagement strategy and policy positioning
  • Translate complex technical and policy issues into compelling, accessible content crafted for multiple external audiences including government officials, journalists, and the general public
  • Develop and distribute thought leadership content, white papers, briefing materials, and public-facing reports on key policy issues

Messaging and Referenceable Data/Arguments

  • Partner with Communications to build strong messaging around our business and governmental policy initiatives that can be used to advance them publicly and with governments.
  • Work to get our public policies referenced in bills, legislation and regulations you can talk about publicly
  • Work with 3rd parties and research firms to produce outside referenceable material that supports our positions
  • Work with the appropriate parts of the company to get more visible media moments with Adobe and public policy/govt so our voice is bigger and more impactful for the company.

Campaign Strategy & Execution

  • Build and lead coordinated public engagement initiatives that combine grassroots advocacy, earned media, coalition activation, and direct policymaker engagement
  • Manage rapid-response efforts during legislative or regulatory developments, coordinating external partners and internal team members to deliver timely, aligned messaging
  • Track developments globally and assess implications for coalition strategy and narrative positioning

Cross-Functional Leadership

  • Serve as an advisor to policy teams, providing guidance on engagement and coalition strategy
  • Partner with legal, communications, and government affairs leadership to ensure all engagement activities follows lobbying disclosure requirements and company policies

What you will bring

  • 15+ years of experience in government affairs, public policy, political consulting, essential communications, or a related field
  • Demonstrated track record of designing and delivering successful third-party engagement strategies and public affairs campaigns at the national or global level
  • Deep experience managing relationships, advocacy organizations, think tanks, and other external partners
  • Proven expertise in public opinion research, polling methodology, and translating research findings into action
  • Experience working with or within Congress, the Executive Branch, state legislatures, or government bodies
  • Outstanding written and verbal communication skills, with the ability to adapt messaging for a range of recipients such as policymakers, media, and the public
