Description
- Oversees and coordinates the City’s yearly financial reporting efforts; prepares and produces the City’s Annual Financial Report, State Budgeting, Accounting, and Reporting System (BARS) reports and other financial surveys and reports.
- Coordinates and assists with State Auditor’s Office with completing the annual audit.
- Analyzes and reconciles project and other financial transactions monthly to ensure accuracy and compliance with accounting principles, practices, and standards and related laws and regulations.
- Assists with auditing, grants, liability accounting, reconciling general revenue, payroll, and revenue accounts, and provides recommendations to properly account for unusual and infrequent transactions and resolve discrepancies.
- Conducts cash flow analysis and forecasts cash needs; monitors cash balances and reconciles City bank accounts.
- Supervises assigned Department staff; prioritizes and assigns tasks; conducts employee performance evaluations and training.
- Reviews, updates, and maintains various automated systems access and data; assists in the implementation of new systems and services.
- Analyzes financial and investment data to develop forecasts of expenditures and revenues; performs account reconciliations and subsidiary ledgers; conducts variance analysis on accounting data.
- Performs related duties as assigned.
- Bachelor’s degree in Accounting, Finance, or related field AND five (5) years of professional accounting or financial analysis and three (3) years supervisory experience; OR an equivalent combination of education, training, and experience.
- Municipal experience is preferred.
- Experience overseeing and preparing the Annual Financial Report preferred.
- Applicable local, State, and Federal laws, codes, regulations, and ordinances.
- General office policies, procedures, and equipment.
- Records maintenance and retention policies and procedures.
- Supervisory principles and practices.
- Auditing practices, procedures, and standards.
- Generally accepted accounting and auditing principles.
- Governmental Accounting Standards Board (GASB), Financial Accounting Standards Board (FASB), and Government Finance Officers Association (GFOA) standards, policies, procedures, and practices.
- Public Sector accounting and budgeting procedures.
Skill in:
- Providing effective supervision, leadership, and direction to assigned staff.
- Interacting tactfully and professionally with City staff, outside agencies, and the public.
- Interpreting and analyzing financial data to identify and reconcile errors and compliance issues.
- Reading and accurately interpreting and applying accounting procedures and regulations.
- Analyzing City needs and developing strategies to meet future needs.
- Preparing clear and concise communications, reports, and technical documents.
- Analyzing complex issues and implementing appropriate responses.
- Establishing and maintaining cooperative working relationships.
- Communicating effectively verbally and in writing.
LICENSE AND CERTIFICATION REQUIREMENTS
- Must possess a valid Washington State driver's license.
