The Federal Reserve Bank of Minneapolis has an exciting opportunity for an experienced professional with either advanced data science skills or deep liquidity risk expertise. The successful candidate will manage the FR 2052a team of data scientists responsible for processing, analyzing, and monitoring liquidity data submitted by Large and Foreign Banking Organizations (LFBOs). This role is ideal for a data scientist looking to apply their skills to liquidity risk management or a liquidity risk specialist ready to lead a data-driven analytical team.

The FR 2052a team works with the Complex Institution Monitoring Report, a critical regulatory dataset that provides quantitative information on assets, liabilities, funding activities, and contingent liabilities. This data supports the Federal Reserve's supervisory surveillance program and enables monitoring of liquidity risk profiles for institutions subject to Category I, II, III, or IV standards under Regulations YY and LL.

The manager will oversee the team's work with very large and complex datasets, lead collaboration with System stakeholders including the FR 2052a team in New York, dedicated supervisory teams for LFBO firms, and staff at the Board of Governors. The individual will guide the team's analytical efforts, ensure high-quality reporting and data validation processes, and provide strategic direction for monitoring liquidity positions during both normal and stress periods.

The FR 2052a, or the Complex Institution Monitoring Report, is a regulatory report that collects quantitative information on selected assets, liabilities, funding activities, and contingent liabilities on a consolidated basis and by material entity subsidiary. The data are used to monitor an individual organization's overall liquidity profile for institutions supervised by the Federal Reserve. In particular, the data serve as part of the Federal Reserve's supervisory surveillance program in its liquidity risk management area and provide timely information on firm-specific liquidity risks during periods of stress. The FR 2052a is filed by banking organizations subject to Category I, II, III, or IV standards under the Board's Regulation YY and Regulation LL.

This position requires a regular on-site presence.

Responsibilities:

  • Manage and lead the FR 2052a data science team, including hiring, training, mentoring, and developing staff to accomplish team objectives and deploy resources effectively

  • Oversee data extraction, cleaning, and organization processes; lead the transformation of large-scale datasets from external to internal systems in a manner suitable for analysis

  • Serve as a subject matter expert on complex liquidity datasets; design, implement, and supervise data quality tests and validation processes

  • Design, maintain, and manage system databases, including ownership of data security protocols, provisioning of database access, and mapping and maintenance activities

  • Collaborate with various System stakeholders to implement database and information system enhancements; support vendor data governance initiatives

  • Lead process automation efforts by identifying opportunities, designing enhancements, and implementing automated solutions

  • Conduct and supervise analyses of complex technical and policy issues involving modeling, data analysis, and liquidity risk; recommend new approaches and strategies

  • Plan, execute, and close projects involving internal teams, supervisees, and external partners

  • Prepare and deliver clear, accurate, and concise communications both orally and in writing to Section/Project Teams, Division leadership, and external stakeholders

  • Present work at forums within and across Divisions to share knowledge and foster collaboration across the organization

  • Work cross-functionally with peers and colleagues at different levels across the Federal Reserve System to solve problems and improve quality and service

  • Manage multiple projects and work processes simultaneously in a timely and efficient manner

  • Perform other duties as assigned

Qualifications:

  • Bachelor's degree in quantitative subjects such as computer science, statistics, mathematics, physics, or engineering OR in finance, economics, or related field with relevant quantitative background

  • Minimum 5 years of related experience in data science, financial analysis, or liquidity risk management

  • Experience with FR 2052a datasets and knowledge of translating the datasets into practical liquidity risk supervisory information OR strong data science background with ability to learn liquidity risk concepts

  • Proficiency in computational/statistical modeling, programming, and mathematics

  • In-depth understanding of financial institutions and markets

  • Demonstrated aptitude for supervising and managing technical staff

  • Project management skills with ability to manage complex procedures, tasks, and project workflows

  • Strong interpersonal and communication skills with ability to interact effectively with stakeholders across the Federal Reserve System

  • Proven ability to communicate expectations clearly and supervise staff in the effective performance of their duties

  • Ability to travel up to 20%, primarily to other Federal Reserve Bank locations; typical travel is expected to be 5-10%

Preferred Qualifications:

  • Master's degree or PhD in quantitative field, finance, economics, or related field

  • Experience with open-source programming languages

  • Proficiency in R and knowledge of R-coding best practices

  • Prior experience in financial services supervision or regulatory reporting

  • Knowledge of liquidity risk management principles and regulatory frameworks (Regulations YY and LL)

Salary & Benefits:

The full salary range is $151,500 - $189,359 - $227,200. The expected starting salary range is $151,500 - $189,359. Salary offer will be based on qualifications/experience of the candidate, alignment with market data, the needs of the position, our total compensation package, and internal equity.
