Job Summary:
We are seeking an experienced engineer to support the Y-12 Project Management Office (PMO) in monitoring and assessing the technical quality, progress, and execution of major capital construction projects. This role provides independent engineering oversight throughout project planning, design, procurement, construction, testing, and commissioning activities, with significant involvement supporting the Lithium Processing Facility (LPF) project.
The successful candidate will serve as a technical resource to project management personnel, participate in design reviews, evaluate engineering solutions, and design changes, support the Request for Information (RFI) process, and provide objective assessments of project execution and technical risk.
Requirements and Education:
- Bachelor’s degree in engineering from an accredited institution.
- Minimum 10 years of engineering experience supporting large construction or capital projects exceeding $10 million in value.
- Minimum 5 years of experience supporting nuclear, chemical, or similarly regulated industrial facilities.
- Demonstrated oral and written communication skills, including the ability to effectively brief senior management and technical stakeholders.
- Self-motivated, initiative-taking professional capable of working independently in a dynamic project environment.
- Engineering Review and Technical Assessment
- Evaluate engineering analyses, designs, specifications, calculations, and design changes for technical adequacy, regulatory compliance, and conformance with engineering standards and project requirements.
- Analyze complex technical issues and evaluate alternative solutions to support effective decision-making and risk mitigation.
- Serve as a technical resource in support of project planning, execution, and problem resolution activities.
- Design Oversight and Configuration Management
- Monitor engineering and design activities throughout project development, including participation in 30%, 60%, and 90% design reviews.
- Assess design products for quality, completeness, constructability, and compliance with applicable codes, standards, and project requirements.
- Evaluate configuration management processes to ensure design integrity and control throughout the project lifecycle.
- Project Execution Oversight
- Monitor procurement, fabrication, construction, installation, testing, and commissioning activities to verify compliance with approved design requirements and quality standards.
- Support assessment of contractor engineering processes, technical performance, and project execution practices.
- Systems Engineering and Quality Assurance
- Working knowledge of systems engineering principles, including requirements development, requirements flow-down, interface management, verification, and validation.
- Working knowledge of quality assurance requirements applicable to nuclear facilities, including implementation of NQA-1 principles in design, procurement, construction, and testing activities.
- Working knowledge of applicable engineering codes, standards, and regulatory requirements.
- Engineering Experience
- Demonstrated experience developing or reviewing facility, process, utility, and support-system designs, including drawings, calculations, specifications, design modifications, and test documentation.
- Recognized engineering professional capable of exercising sound technical judgment with a high degree of autonomy and responsibility.
- Experience performing technical evaluations, studies, investigations, and analysis supporting project or facility operations.
Preferred Requirements and Education:
- Experience supporting Department of Energy (DOE), National Nuclear Security Administration (NNSA), Nuclear Regulatory Commission (NRC), or other federal capital projects.
- Experience with nuclear safety and safety basis documentation, including hazard analysis, documented safety analysis (DSA), technical safety requirements (TSRs), fire hazard analysis, and criticality safety analysis.
- Deep design engineering experience associated with major facility or process-system projects.
- Experience supporting project management, engineering, or owner organizations in oversight roles.
- Willingness to support a broad range of PMO activities and special assignments as project needs dictate.
