Description
Eaton’s Electrical sector America, Power Distribution Controls & Assemblies (PDCA) is currently seeking a manufacturing site HR Manager. This leadership role is located at our site in El Paso, TX. Relocation within the US is available.
Reporting to the Plant Manager, and guidance from Division HR Director, strategically plans, designs, administers, implements and coordinates all human resources functions including union/employee relations, internal and external staffing, organizational training and development, compensation, benefits, and employee and community involvement programs in accordance with State and Federal laws and regulations impacting the various disciplines. Clearly demonstrates abilities to plan strategically and aligns HR disciplines with business for competitive advantage.
In this role you will:
- Prepares strategies to align with business objectives by utilizing various HR policies and procedures.
- Acts as the site’s lead Business Partner to the Plant Manager and Plant Staff Members by advising on HR matters and guiding the organization based on business needs.
- Serves as the primary driver of plant culture and employee engagement initiatives.
- Implements and executes all relevant aspects of the EBS Roadmap, Global HR Directives, Country Directives, Division HR Goals, HR Metrics, and HR Strategic Focus daily.
- Coordinates and oversees the Performance Appraisal Process to ensure all salaried personnel receive annual and timely performance appraisals.
- Coordinates and oversees the Leadership Organizational Review and Succession Planning process to ensure talent continuity and development throughout the organization.
- Prepares and submits corporate and/or government-required reports related to employment and employment practices.
- Prepares and administers the annual Affirmative Action Plan and supports OFCCP audits, as needed.
- Recruits, screens, interviews, and provides guidance in the selection of external staffing, including managers, supervisors, non-supervisory, professional, and technical personnel.
- Assists and advises management on internal staffing to ensure compliance with the promotion-from-within policy and affirmative action goals and timetables.
- Administers, formulates, and interprets local and corporate HR Department policies and procedures, as necessary.
- Champions the organization’s community outreach and diversity programs.
- Oversees, advises, plans, develops, and coordinates organizational development and training programs to ensure an adequate supply of qualified personnel and promote a good quality of work life.
- Takes necessary actions to ensure HR systems and processes support business objectives, maintain compliance, and drive increased employee engagement.
Required (Basic) Qualifications:
- Bachelor’s degree in human resources, Business Administration or other related field from an accredited institution
- Minimum of 5 years of relevant experience in Human Resources with increasing scope of responsibility in a manufacturing environment
- Knowledge of HRMS and other HRIS tools/software programs

Preferred Qualifications:
- Master’s degree in human resources/industrial Relations or related field
- Prior direct leadership experience managing people
- Proven ability to influence and work effectively across all levels in a highly matrixed environment
- SPHR/PHR certification is a plus
- Fluent in Spanish both speaking and writing
Your Skills:
- Knowledge of relevant local/state/federal/ employment laws and accepted HR theory, policies, practices, laws, and regulations affecting such areas as: wage and salary administration, employee relations, OSHA, FMLA, benefits administration, and wage structures.
- Commitment to employee engagement and continuous improvement
- Strong drive for results and sense of urgency; data and metrics driven
- Strong project management skills with ability to lead a cross-functional business team
- Experience developing and executing a talent strategy including recruiting for top talent, both professional and production positions.
- Strong employee relations skills with the proven ability to successfully drive change and leadership, ownership, accountability
- Well-developed PC skills and solid/effective knowledge of Microsoft Office, Kronos, HRMS/HRDA

The expected annual salary range for this role is $130000 - $190000 a year. This role is also eligible for a variable incentive program.
