Job Title: Senior Operations & Maintenance Manager
Job Purpose
The Senior Operations & Maintenance Manager is responsible for coordinating with the Client, Project Management Consultants (PMCs), and contractors for planning, coordinating, and leading identification of operations and maintenance requirements for acceptance verification, commissioning, and transfer of completed assets to End-users / Operators and Maintainers ensuring safe, efficient, and compliant operations and maintenance of completed assets.
The role provides technical leadership during final acceptance testing, commissioning, start-up, performance testing, handover with training, and operations phases, ensuring that systems are tested, commissioned, integrated, and transferred into operations in accordance with project specifications, operational requirements, HSE standards, and Client expectations.
Primary Duties/ Scope of Responsibilities
Responsibility is to coordinate with the Client to identify operational and maintenance requirements for inclusion within design requirements. The Senior Operatiosn and Maintenance Manager coordinates with Testing & Commissioning Managers from Project Management Consultants (PMCs) and contractors to deliver safe, successful, and timely Operation Maintenance regimes. Guide and direct resolution of project operations and maintenance difficulties and complex control problems. Interact with the Client to understand the operational philosophy with requirements for Enterprise Asset Management (EAM) / Computerized Maintenance Management System (CMMS). Closely monitor and report upon testing and commissioning activities in advance of final acceptance for transfer of assets to End-users / Operators and Maintainers with receipt of training, operations maintenance manuals, BIM and GIS models, asset tagging data, and spare parts inventory.
Operations and Maintenance Leadership
Proactively coordinate with End-user / Operators and Maintainers to identify operational requirements and strategy for engaging suppliers.
Develop and implement operations and maintenance strategies, execution plans, procedures, and schedules.
Coordinate multidisciplinary commissioning activities to ensure seamless system transfer.
Coordinate among numerous PMCs and contractor personnel for training, acceptance testing, and receipt of operations and maintenance manuals, asset tagging inventory, and spare parts.
Ensure operations and maintenance targets and project milestones are achieved safely and efficiently.
Start-Up & Operational Readiness
Coordinate witness of system energization and start-up activities.
Witness commissioning sequences and start-up procedures.
Coordinate operational readiness reviews.
Support performance testing and system acceptance activities.
Ensure all systems meet design intent and operational requirements.
Facilitate smooth transfer of facilities to Operations with development of an operations and maintenance regime.
Interface & Coordination
Coordinate with Engineering, Construction, QA/QC, End-users / Operator and Maintainer, HSE, Vendors, and Client teams.
Participate in commissioning meetings, readiness reviews, and management progress sessions.
Interface with package vendors during testing, start-up, and troubleshooting activities.
Resolve technical issues impacting commissioning schedules and system performance.
Coordinate with contractors for remedy of defects during the Defects and Liability Period (DLP).
HSE Responsibilities
Ensure all operations and maintenance activities comply with HSE requirements and company procedures.
Lead operations and maintenance risk assessments, operations reviews, and Job Safety Analysis (JSA) activities.
Ensure proper implementation of Permit-to-Work (PTW) systems.
Promote a strong safety culture during operations and maintenance phase.
Participate in incident investigations and implementation of corrective actions.
Strong Health, Safety & Environmental ethos.
Quality Assurance
Verify compliance with operations and maintenance requirements, procedures, and industry standards.
Review test records, commissioning reports, and completion documentation as part of acceptance testing regime.
Ensure proper documentation of operational results and system performance.
Support quality audits and client inspections.
Ensure accurate as-built and turnover records are maintained.
Qualification & Experience:
Education
Bachelor's Degree in Mechanical Engineering or related Engineering discipline.
Preferred Certifications
PMP Certification
NEBOSH or Equivalent HSE Certification
Experience
Minimum 10 years of experience in facilities management with strengths in FLS, Mechanical, Electrical and Plumbing within infrastructure and buildings projects.
Minimum 5 years in a Lead Operations and Maintenance Engineer or Senior Operations and Maintenance role.
Proven experience in:
Utility Systems
Mechanical Packages
Brownfield Modifications and Tie-Ins
Establishing operations and maintenance regimes with implementation of EAM / CMMS.
Supporting commissioning, start-up, and operational handover phases.
