Description
St. Louis County is currently seeking an Assistant Manager for the recently merged Office of Retirement & Benefits. This role supports the administration of St. Louis County’s retirement plan and many benefit programs by providing frontline supervision to the team of HR Generalists and Specialists. The Assistant Manager will assist the Retirement & Benefit Manager with planning, organizing, and coordinating operational activities which serve approximately 4,000 current employees and more than 3,500 retirees and beneficiaries.

- Provide daily oversight, scheduling, planning, and coaching for frontline staff.
- Monitor workload distribution, ensure compliance, maintain service levels, and resolve escalated customer issues.
- Train team members on policies, procedures, regulatory requirements, and system updates.
- Foster a collaborative, customer-focused work environment.
- Deliver performance management and exercise progressive discipline (when appropriate) for frontline staff.
- Assist in administering retirement plan and employee benefit programs, including enrollments, withdrawals, compliance tasks, and vendor engagement.
- Ensure accurate and timely processing of retirement and benefit related transactions.
- Maintain up-to-date knowledge of plan provisions, regulatory changes, compliance, and internal processes.
Budget & Financial Support
- Support budget preparation, reporting, documentation, and compliance tasks.
- Monitor contract budgets and vendor spending.
- Develop relevant framework for employee training and related cost.
- Assist in preparing cost reports, reconciliations, and presentations for leadership.
Vendor & Bidding Process Support
- Support procurement initiatives including bid preparation and coordination for services.
- Evaluate vendor submissions, compile comparison data, and support leadership in vendor selection.
- Help maintain relationships with vendors, ensure service standards are met, and support contract renewal processes.
Process Improvement & Compliance
- Recommend process enhancements to improve accuracy, efficiency, and user experience.
- Ensure team compliance in relevant standards.
- Participate in audits, documentation updates, and internal control reviews.
Customer Service & Communication
- Serve as a resource for complex retirement and benefit inquiries from employees, HR partners, and vendors.
- Assist in developing communication materials such as benefits guides, FAQs, and training documents.
- Promote clear, consistent, and employee-friendly benefits communication.
The selection committee will admit to the interview only those persons who possess the most job-related qualifications and may establish admittance criteria beyond the minimum qualifications stated above. The interview will comprise 100% of the applicant's earned grade. A candidate must earn a qualifying grade of 70 or more on the interview to be eligible for appointment.
The five top ranking candidates, based on the final grade, will be certified to the Department Director/Appointing Authority who will make the final decision.
All applicants conditionally offered a merit position will be required to submit to urinalysis to screen for illegal drug use prior to appointment. Screening will be performed by a reputable clinical laboratory. The cost of screening will be covered by the County.
