Under direction, performs a wide variety of complex and professional emergency management duties involving planning, coordination, implementation, and administration of Citywide emergency preparedness, response, recovery, mitigation, and resilience programs; coordinates emergency management projects, grant-funded initiatives, and training programs; conducts research and analysis related to emergency management operations and regulatory compliance; serves as a liaison with local, regional, state, and federal agencies; represents the City on assigned committees and working groups; and provides highly responsible and complex staff assistance to management; and performs related duties as assigned.


SUPERVISION EXERCISED

Receives direction from assigned management personnel. May exercise technical and functional direction over staff.

 

Plans, coordinates, and monitors emergency management projects, programs, and initiatives; establish milestones, timelines, performance objectives, and reporting requirements; tracks progress and recommends corrective actions to ensure successful implementation.


Coordinates and administers assigned emergency management programs and initiatives; develops program goals, work plans, schedules, performance measures, and implementation strategies consistent with City objectives and regulatory requirements.


Develops, implements, maintains, and evaluates emergency management plans, annexes, procedures, and continuity of operations plans; recommend improvements based on regulatory changes, after-action reports, hazard assessments, and industry best practices.


Analyzes emergency management program needs, operational issues, and preparedness priorities; identifies alternative solutions and evaluates potential impacts; and recommends and implements approved actions in support of City goals.


Coordinates and conducts emergency preparedness, response, and recovery training for City employees, volunteers, and the public, including CPR, First Aid, Community Emergency Response Team (CERT), and related programs.  


Administers emergency management grants and funding opportunities; research funding sources; assists with grant applications; monitors expenditures and compliance requirements; prepares reimbursement requests and required reports; and coordinates grant-funded projects and activities.


Analyzes emergency management program performance, preparedness metrics, grant deliverables, training outcomes, and operational effectiveness; prepares reports, presentations, and recommendations for management, committees, and City leadership.


Conducts research and analysis of emerging emergency management issues, legislation, and best practices; develops recommendations and assists in the preparation of policies, procedures, operational guidelines, and City standards.


Coordinate the procurement, tracking, and administration of emergency management equipment, supplies, services, training resources, and grant-funded materials; assist with requests for quotes, vendor coordination, contract documentation, and compliance tracking.


Coordinates Community Emergency Response Team (CERT) and related programs, including registration, instruction, equipment readiness, recordkeeping, and reporting.  


Administers City-wide volunteer application processing, including application review, Live Scan coordination, documentation management, and referral to departments.  


Coordinates Emergency Response Force volunteer activities, including recruitment, onboarding, training, scheduling, communication, and documentation.  


Assists with planning, conducting, and documenting emergency exercises, drills, workshops, and emergency operations activities.  


Coordinate assigned Mass Care and Shelter planning and operational readiness activities, including training, documentation, supply coordination, resource tracking, and support for shelter activation and demobilization.


Responds to the Emergency Operations Center or emergency incidents when assigned and serves on an on-call basis during emergencies, as directed. 


Serves as Citywide coordinator for assigned emergency management initiatives; facilitates collaboration among City departments, divisions, and outside agencies; provides staff support to commissions, committees, and task forces, as required. 


Provides technical and specialized assistance to management staff; prepares reports and correspondence concerning new or ongoing programs and program effectiveness; prepares statistical reports as required; establishes and maintains working and official program files; ensures proper documentation of operations and activities. 


Maintains accurate records of services and activities. 


Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of emergency management and disaster preparedness.


Observes and complies with all City and mandated safety rules, regulations, and protocols. 


OTHER JOB RELATED DUTIES

Knowledge of:
Principles of providing functional direction and training.

Principles and techniques for working with groups and fostering effective team interaction to ensure teamwork is conducted smoothly.  

Principles and practices of project and program management.

Emergency Operations Center management principles and the Standardized Emergency Management System (SEMS) and National Incident Management System (NIMS).

Principles and practices of emergency management across mitigation, preparedness, response, and recovery phases. 

Emergency preparedness training curricula, including CERT, CPR/First Aid, and related materials.

Principles of grant development, administration, compliance, and fiscal accountability. 

Research methods, data analysis, and program performance measurement.

Budget development, monitoring, and expenditure control.

Applicable federal, state, and local laws, codes, and regulations as well as industry standards and best practices pertinent to emergency management and volunteer programs.

City and mandated safety rules, regulations, and protocols. 

Techniques for providing a high level of customer service, by effectively dealing with the public, vendors, contractors, and City staff.  

The structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar.  

Modern equipment and communication tools are used for business functions and programs, projects, and task coordination, including computers and software programs relevant to work performed.

Skill to:
Use emergency management systems, communication tools, databases, and software applications relevant to assigned functions.

Operate modern office equipment including computer equipment and software.

Operate a motor vehicle safely.

Ability to:
Plan, organize, and coordinate the work of assigned staff. 

Effectively provide staff leadership and work direction. 

Analyze administrative, operational, and emergency preparedness issues and recommend effective solutions.

Coordinate and deliver emergency preparedness and response training effectively to diverse audiences.  
Monitor budgets, grant expenditures, and project schedules.

Interpret and apply applicable policies, procedures, and grant requirements. 

Interpret and apply complex federal, state, and local emergency management regulations and guidance.

Evaluate program effectiveness and develop recommendations for operational improvement.

Prepare and deliver presentations to management, committees, community groups, and external agencies.

Prepare clear and concise reports, correspondence, documentation, and other written materials.  

Use tact, initiative, prudence, and independent judgment within general policy and procedural guidelines.
 
Independently organize work, set priorities, meet critical deadlines, and follow-up on assignments. 

Communicate clearly and concisely, both orally and in writing, using appropriate English grammar and syntax. 

Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.
 
Effectively use computer systems, software applications relevant to work performed, and modern business equipment to perform a variety of work tasks.

Experience:
Two (2) years of increasingly responsible experience in emergency management, disaster preparedness, emergency operations, public safety program coordination, or similar capacity.   

Training:
Bachelor’s degree from an accredited college or university with major coursework in public or business administration, emergency management, or a related field.

License or Certificate:
Possession of an appropriate, valid driver's license and insurability at regular rates for the City’s automobile insurance, to be maintained throughout employment.
Possession of a valid American Heart Association CPR/First Aid Certification, to be maintained throughout employment.
Possession of a valid Federal Emergency Management Agency (FEMA) Certification (IS Series), to be maintained throughout employment. 

Special Requirements:
Essential duties require the following physical skills and work environment:

Ability to work in a standard office environment; ability to sit, stand, walk, kneel, crouch, stoop, squat, crawl, twist, climb, and lift 50 lbs.; exposure to mechanical hazards and electrical hazards; ability to travel to different sites and locations.
