Title: Technical Coordinator – Technician V (NWS 00936)
North Wind Services (NWS) is a high performing, low risk company with a successful history of contributing to their client’s missions. NWS executes and manages a wide range of technical services such as environmental investigation and restoration, construction, demolition, radioactive and hazardous waste management, public communication/involvement, information management, health and safety, industrial hygiene, and emergency response/HAZMAT services.
North Wind Services is actively seeking individuals who can contribute to national security within the science, technology, and engineering fields as part of our supplemental labor team at vital federal research and development installations supporting the Department of Energy. Qualified applicants must be a US citizen, at least 18 years of age, and able to meet pre-employment requirements including any required physicals, drug screen, and/or background investigation to satisfy clearance requirements from the Department of Energy.
Successful candidates will be employees of NWS supporting the missions of their federal client, Lawrence Livermore National Laboratory (LLNL) in Livermore, CA. Pay, benefits, Human Resources, and employment management functions are all provided by NWS. As an NWS employee working at LLNL, within the client’s environment, you will complete day-to-day tasks, with direction from technical personnel directly employed by LLNL.
The Engineering Directorate has an opening in the Engineering PAD office for a Technical Coordinator – Technician V to develop and manage significant portions of the disaster response program. The successful candidate will maintain service area forms, records, databases, and documents for management decision-making.
Essential Duties
- Provide input to the development and implementation of programs to increase awareness and readiness for emergency situations among employees.
- Oversee effective evacuation procedures and ensure accountability for staff for emergencies from a single building to the entire Laboratory.
- Independently develop significant portions of the disaster response program for over 9,000 employees, including training several hundred volunteers.
- Assist Directorates and Divisions to develop and execute employee-level emergency scenario engagements; document and analyze results and recommend improvements to employee preparedness.
- Support deployment and maintenance of Disaster Self-Help resources at assembly point locations across the site.
- Organize and assist volunteers, systems, and equipment for emergency preparedness exercises with regular reports to management and external partners.
- Manage the Facility Level Emergency Plan (FLEP) Program in compliance with OSHA; maintain and update emergency plans for each occupied building in conjunction with facility and program managers.
- Maintain staffing rosters in all occupied buildings in conjunction with line management.
- Maintain service area forms, records, databases, and documents; prepare custom/ad hoc reports and conduct analysis for management decision-making.
- Perform other duties as assigned.
Essential Skills, Knowledge, and Abilities
- Demonstrated experience and knowledge of emergency preparedness, planning, and response.
- Experience coordinating multiple work activities and internal processes with a high number of trained volunteers.
- Ability to develop and lead emergency response volunteers, form effective teams, and manage building-level and site-wide emergency planning.
- Experience analyzing performance data.
- Experience developing content and implementing emergency training lesson plans.
- Analytical, problem-solving, and decision-making skills necessary to advise, resolve, recommend, and approve appropriate actions to implement solutions.
- Effective communication skills to work independently and collaboratively and to prepare, present, document, and explain information.
- Desktop and systems computer skills associated with emergency management activities.
Desired Qualifications
- Familiarity with DOE Order 151.1D requirements.
- Associate’s degree in a relevant field, or equivalent combination of education and related experience.
- Working knowledge of the National Incident Management System (NIMS) and the Incident Command System (ICS).
- Working knowledge of operations in nuclear and high-hazard facilities.
Special Requirements
Pre-Placement Medical Exam: A job-related pre-placement medical examination may be required.

Anticipated Government Clearance Level: Q (position will be cleared to this level). Applicants who are selected will be subject to a federal background investigation and must meet eligibility requirements for access to classified information or matters. In addition, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship. If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.
