Job Appointment: Full time, regular

Work Schedule: Monday - Friday, 8:00 am to 5:00 pm. An alternate schedule may be available

POSITION SUMMARY

The Bureau of Environmental Services (BES) is seeking a Civil Engineer (Engineer- Civil) to join the Treatment and Pumping Systems Division, providing plan review, engineering design and analysis, and supporting the construction and rehabilitation of wastewater treatment facilities and pump stations that protect public health and enhance the resilience of Portland’s wastewater and stormwater systems.


What you’ll get to do: 

  • Perform engineering planning for major capital construction and/or maintenance programs.  
  • Design, review and construct engineering plans and drawings; prepare engineering analyses, calculations, technical reports, and specifications, 
  • Serve as project manager for various engineering and construction projects, overseeing project scopes, schedules, budgets, risks, and milestones in alignment with BES capital project practices.
  • Review and monitor work by outside consultants and administer consultant contracts. 
  • Support construction activities, perform site visits, and help resolving field issues. 
  • Prepare and deliver presentations of technical data and results to technical review committees, bureau staff and other governmental agencies. 
  • Coordinate capital construction projects with multidisciplinary project teams and represent the bureau on multi-jurisdictional projects. 
  • Integrate sustainability, seismic resilience, and equity considerations into engineering solutions and project delivery. 
  • Support change management and ensure smooth transition of new assets to operations and maintenance teams.

 Bureau of Human Resources The following minimum qualifications are required for this position:


  1. Experience reviewing, preparing or directing the preparation of complex plans, specifications and legal contracts.
  2. Knowledge of theory, principles and practices of either civil, structural, electrical, mechanical or chemical engineering design and project management.
  3. Knowledge of modern techniques and equipment used in design, construction and maintenance of water or wastewater infrastructure.
  4. Experience conducting difficult technical research, analyzing complex engineering and mathematical problems, evaluating alternatives, and recommending or adopting effective courses of action.
  5. Skill in clearly communicating scientific and technical matters to diverse stakeholders, including non-technical individuals.
  6. Ability to collaborate effectively within multidisciplinary teams and manage multiple tasks or project assignments simultaneously.


Applicants must also possess:

  • Certificate of registration as a Professional Engineer.
  • A valid state driver’s license may be required for certain assignments. 
  • Oregon State Board of Engineering Examiners and Licensed Surveyors (OSBEELS) PE License required within six months from the date of hire


Education/Training:


A typical way of obtaining the knowledge, skills and abilities outlined above is graduation from a four-year college or university with a degree in civil, mechanical, electrical, chemical, structural, or environmental engineering; 
AND
four years of responsible professional engineering experience; or an equivalent combination of training and experience. Experience in a public agency is preferred.
