Project and Program Management

Leidos is seeking a dynamic Program Manager to join the National Airspace System Integration Support Contract (NISC).  The position will be supporting the Federal Aviation Administration's (FAA) Mike Monroney Aeronautical Center (MMAC) team with the goal of providing outstanding customer service to FAA customers receiving NISC services throughout the scope of operations.

Primary Duties

The Program Manager reports to the Senior Task Order Manager and performs several vital tasks involving managing programs/projects related to the task orders issued by FAA customers.  The Program Manager is responsible for ensuring the processes associated with NISC task orders are running efficiently and effective communication is maintained with both Leidos employees and the FAA customer.  The NISC team is composed of a very diverse and talented pool of employees with a wide variety of skill sets that support the FAA’s safety mission via the NISC contract.  

• Analyze organizational skill demographics and determine ways to leverage and anticipate existing and future skillsets needed for growth.
• Coordinate employee recruitment, selection and training; to include identifying, reviewing candidate skills, and screening to ensure candidate qualifications match task order performance work statements.
• Determine labor categories and required skill levels to perform tasks by working with the customer and other NISC team members especially for hard-to-fill roles.
• Conduct employee orientations to the MMAC and Washington DC facilities.
• Develop office policies and procedures to facilitate accomplishment of program management and administration objectives.
• Manage NISC resources to meet budget parameters for varying performance periods on the contract
• Monitor, analyze, verify and track task order financial information to include employee travel related expenses.  This may include providing guidance to subcontractors performing work on MMAC/DC task orders.
• Coordinate training/travel and other direct costs related to task order accomplishment.
• Prepare monthly status reports for local and program office use such as the monthly Contract Status Report (CSR) and supporting documentation as required by the FAA.
• Frequent interface with FAA customer personnel, other contractor personnel, FAA Engineering Technical Officers (ETOs), and other FAA customer representatives. 

Basic Qualifications:

• Bachelor’s Degree, and 4+ years of relevant experience, or Master’s degree with 2+ years of prior experience.
• The successful candidate will be versatile and results-driven who can coordinate with multi-disciplined technical teams. 
• Experience conducting research, personnel & process evaluation, studies, and presenting recommendations/solutions related to short and long-term program planning requirements
• Lead team meetings, complete monthly status reports, and participate in national and regional virtual meetings.
• Excellent communication, customer relations, and personnel relation skills
• Provide well-written, organized documentation, consistent with acceptable standards of writing
• Ability to obtain/maintain an FAA public trust clearance
• Travel up to 10% of the time

Preferred Qualifications:

• Good understanding of the FAA/NISC hiring, suitability clearance, and onboarding process
• NISC program operations to include talent acquisition, job skills required, and experience with working alongside MMAC/DC managers and Enterprise Transportation talent acquisition liaisons
• Proven ability to define problems, and work within company and customer policies to determine acceptable courses of action that minimize risk to both.

Pay Range:

Pay Range $73,450.00 - $132,775.00
