Job Summary:

The STO, Systems Developer, leads the design, development, integration, enhancement, and maintenance of electronic supply chain management information systems that support the efficient management of health commodities and logistics operations. Working closely with the Ministry of Health (Mainland Tanzania & Zanzibar), implementing partners, supply chain teams, and program staff, the incumbent will develop and support innovative digital solutions that improve data visibility, inventory management, forecasting, reporting, interoperability, and evidence-based decision-making. The position provides technical expertise in software development, database programming, API development, system integration, and digital health technologies, ensuring that all systems and processes comply with the requirements and standards of the U.S. Department of State (DOS), FHI 360, and the Government of Tanzania. The incumbent will report to the Senior Technical Advisor, HMIS & Digital Health.

The role supports the implementation, optimization, and interoperability of supply chain information systems and national digital health platforms, including Electronic Logistic management Systems (eLMIS), Health Information Exchange (HIE), Health Data Universal (HDU), Electronic Medical Records (EMRs), ZanEMR, GoTHOMIS, UCS, DHIS2, and other relevant systems. Working under limited supervision, the role will collaborate with government stakeholders, technical teams, product owners, and end users to analyze requirements, develop and support software solutions, strengthen data quality, and enhance system performance and user adoption. The role will provide technical assistance, oversee system integrations and digital innovations, ensure secure and well-documented applications, and contribute to the scalability, sustainability, and continuous improvement of supply chain and digital health systems in support of program objectives and national health priorities.

Accountabilities:

 Technical Requirements:

  • Leads the design, development, customization, testing, deployment, maintenance, and continuous improvement of supply chain management information systems and related digital solutions
  • Oversees application and database performance, security, and availability through troubleshooting, debugging, upgrades, optimization, and maintenance, ensuring reliable and sustainable system operations.
  • Supports the continuous improvement of data quality, reporting processes, system functionality, and information management practices to facilitate evidence-based decision-making and effective monitoring of supply chain program performance.
  • Applies sound technical judgment to collaborate with stakeholders in identifying requirements and implementing effective, innovative digital solutions, selecting and adapting appropriate technologies, tools, and development methodologies to enhance supply chain operations and meet business and programmatic needs with minimal supervision.
  • Develops and maintains technical documentation, system specifications, user manuals, and standard operating procedures to support system implementation, maintenance, and user adoption.
  • Performs other duties and responsibilities as assigned by the supervisor in support of project goals and organizational objectives

Project Design, Implementation, Monitoring and Evaluation:

  • Leads the design, development, deployment, maintenance, and continuous improvement of supply chain management information systems and digital health solutions, ensuring they are secure, scalable, interoperable, and aligned with organizational and MoH standards.
  • Analyzes business, functional, and technical requirements and translate them into effective software applications, databases, integrations, APIs, and interoperability solutions that support health commodity and logistics management.
  • Manages and optimizes application performance, databases, and system infrastructure through monitoring, troubleshooting, upgrades, debugging, and technical support to ensure reliability, security, and availability.
  • Strengthens data quality, reporting, and information management by developing dashboards, reporting tools, technical documentation, and system resources that support evidence-based decision-making and user adoption.
  • Collaborates with government counterparts, project teams, vendors, and other stakeholders to implement system enhancements, digital innovations, and integrated solutions that improve supply chain and digital health operations.
  • Provides technical assistance, mentorship, and capacity strengthening to stakeholders, participates in relevant technical working groups and digital health initiatives, and supports other assigned activities that advance project and national health system objectives.

Business Development and Client/Funder Support:

  • Contributes to the development of technical reports, work plans, system designs, and implementation strategies that strengthen supply chain information systems and improve program performance.
  • Supports the development of technical proposals, budgets, project plans, and implementation frameworks for supply chain digital health, health information systems, and strategic information initiatives.

Operations Management

  • Supervises, mentors, and builds the capacity of ICT staff and other stakeholders on the effective use, administration, and maintenance of supply chain information systems and digital solutions.

Project/Program Reporting:

  • Maintains and oversees the functionality, integrity, performance, and continuous improvement of supply chain information systems, databases, and reporting platforms to ensure accurate, timely, and reliable data for program monitoring and decision-making.
  • Supports the development, review, and adaptation of SOPs, job aids, and operational guidelines to strengthen the effective use, management, and sustainability of supply chain information systems, including eLMIS.
  • Monitors systems development, enhancement, and implementation activities, ensuring timely delivery of project milestones and adherence to established quality standards.
  • Develops and maintains dashboards, automated reports, and data visualization tools to support supply chain performance monitoring, planning, and evidence-based decision-making.
  • Collaborates with supply chain, M&E, and other technical teams to define reporting requirements, performance indicators, and information needs.
  • Supports data extraction, transformation, analysis, validation, and reporting using appropriate databases, information systems, and business intelligence tools.
  • Ensures data accuracy, completeness, consistency, timeliness, and quality across all supply chain information systems and reporting processes.

Quality Assurance:

  • Monitors supply chain performance using quality improvement tools and data analytics to identify gaps, track corrective actions, and generate actionable insights for continuous performance improvement.
  • Supports facilities and warehouses in implementing supply chain quality improvement practices, performance dashboards, and regular data review processes to strengthen evidence-based decision-making and commodity availability.
  • Promotes the routine use of supply chain data to improve forecasting, inventory management, distribution, and overall health commodity management across supported sites.
  • Ensures the availability and effective use of SOPs, guidelines, job aids, and other reference materials to strengthen supply chain operations, data quality, reporting, and continuous quality improvement.

Applied Knowledge & Skills:

  • Comprehensive knowledge of software development methodologies, Software Development Life Cycle (SDLC), Agile practices, DevOps principles, and secure software development standards.
  • Strong knowledge of health supply chain systems, logistics management processes, health commodity management, digital health architectures, and health information system ecosystems.
  • Demonstrated proficiency in software development technologies and programming languages such as .NET, Java, Python, PHP, JavaScript, or equivalent platforms.
  • Experience in designing, developing, and supporting enterprise, web-based, distributed, and database-driven applications.
  • Proven expertise in systems integration, interoperability, and API development, including RESTful web services and interoperability frameworks such as HL7 FHIR, OpenHIE, JSON, XML, and OAuth2.
  • Strong experience in relational database design, development, administration, and optimization using platforms such as SQL Server, PostgreSQL, MySQL/MariaDB, Oracle, or equivalent technologies.
  • Knowledge of cloud computing, enterprise architecture, and deployment technologies, including Microsoft Azure, AWS, Google Cloud Platform, and containerization tools such as Docker and Kubernetes.
  • Experience with digital health platforms such as DHIS2, eLMIS, OpenHIE, EMRs, and other health information systems is an added advantage.
  • Proven experience in developing dashboards, reports, and data visualization solutions using Power BI, Tableau, Excel, and other business intelligence and analytics tools.
  • Strong analytical, quantitative, systems design, troubleshooting, problem-solving, and data management skills.
  • Knowledge of data governance, data quality, privacy, confidentiality, information security principles, and cybersecurity requirements.
  • Experience with source code management, version control, and software release processes using platforms such as Git, GitHub, GitLab, or Azure DevOps.
  • Excellent communication, technical documentation, stakeholder engagement, and interpersonal skills, with the ability to effectively communicate complex technical concepts to both technical and non-technical audiences.
  • Demonstrated project management and organizational skills, including the ability to plan, prioritize, coordinate, and manage multiple assignments and deliverables within multidisciplinary teams and fast-paced environments.
  • Adaptability, innovation, and the ability to leverage emerging technologies to support evolving organizational and programmatic needs.

Supervision Given/Received:

  • Provides technical supervision, guidance, and mentorship to Systems Developers, ICT Officers, consultants, and other technical personnel supporting supply chain digital solutions.
  • Provides technical guidance and recommendations to project teams, government counterparts, consultants, and other stakeholders.
  • Collaborates closely with Digital Health Advisors, Systems Administrators, business analysts, and external development teams.
  • Reports to the Senior Technical Advisor, HMIS & Digital Health.
  • No direct supervisory responsibility.

 Education: **

  • Bachelor’s degree in Computer Science, Computer Engineering, Informational Technology (IT), Health Informatics, Data Science or related fields with at least 6 years working experience.
  • A Master’s degree in Data Science, Public Health, Information Systems, Health Informatics, Computer Science, Computer Engineering, Monitoring and Evaluation (M&E), or a related field will be an added advantage.

Experience: **

  • Minimum of six (6) years of progressively responsible experience in software development, systems integration, enterprise application development, digital health systems, or related technical roles.
  • Knowledge of health supply chain systems, logistics management processes, health commodity management, and digital supply chain solutions.
  • Demonstrated proficiency in software development and database management, including programming languages such.
  • Knowledge of cloud-based technologies, system architecture, software deployment, version control, release management, and software quality assurance methodologies.
  • Experience in designing, developing, customizing, testing, deploying, and supporting web-based, enterprise, and digital health applications.
  • Proven experience in systems integration, interoperability, API development, and implementation of interoperability standards and frameworks such as HL7 FHIR, OpenHIE, and related technologies.
  • Experience supporting digital health and health information systems, including DHIS2, eLMIS, OpenMRS, OpenLMIS, GoTHOMIS, Afya eHMIS, UCS, ZanEMR, HDU, HIE, or similar platforms.
  • Experience in application development and support, including testing, user acceptance testing (UAT), troubleshooting, technical support, and performance optimization.
  • Strong analytical, systems design, problem-solving, and data management skills, with experience developing dashboards, reports, and data visualization solutions using Power BI, Tableau, Excel, or similar tools.
  • Knowledge of information security, data privacy, data governance, and cybersecurity best practices, with proficiency in Microsoft 365, SharePoint, Teams, and other collaboration platforms.
  • Excellent communication, stakeholder engagement, project management, and technical documentation skills.
  • Experience supporting public-sector digital transformation, donor-funded programs, and national health information systems

The expected hiring salary range for this role is TZS 68,000,000 - 90,000,000 for annual  basic salary. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay,  and budget. For internal candidates, salary placement will also follow FHI 360’s current promotional increase guidelines.
