Position/Project Overview:
Project Solutions Inc. is seeking a Construction Management Representative to provide on-site construction management services for the National Park Service's project to rehabilitate the parking lot entrance and fee collection facilities at Jacob Riis Park, Gateway National Recreation Area in Queens, New York. The CMR will oversee construction activities, quality control, safety compliance, project documentation, and coordination through construction completion and closeout
This role is contingent upon award of project.
Responsibilities and Duties:
- Serve as the on-site Construction Management Representative (CMR) for the National Park Service during construction of the Jacob Riis Park entrance and fee collection facilities project
- Monitor construction activities to ensure compliance with contract requirements, plans, specifications, approved submittals, and project schedules
- Perform construction surveillance and quality assurance oversight using the Government's Three-Phase Inspection process
- Review contractor submittals, shop drawings, schedules, and other construction documentation, and provide recommendations to the Government
- Prepare and maintain project records, including daily reports, meeting documentation, inspection records, correspondence, and other required project documentation
- Attend and participate in project meetings, inspections, progress reviews, and coordination activities with the contractor and Government representatives
- Monitor construction safety practices and report observed safety issues, hazards, and non-compliance with project requirements
- Track project progress, evaluate schedule performance, identify potential issues affecting cost or schedule, and provide recommendations for resolution
- Support project closeout activities, including punch list verification, final inspections, documentation review, and contract closeout suppor
Required Education, Knowledge and Skills
Education/Certification:
- OSHA 30-Hour Construction Safety Training certification is required
- Demonstrated knowledge of construction practices, building codes, safety regulations, cost estimating, and construction management principles is required
- Proficiency in construction management and project scheduling software, including Oracle Primavera, Microsoft Project, Microsoft Word, and Microsoft Excel, is required
- No specific degree or educational qualification is required for this position.
Experience:
- Minimum 7 years of relevant experience in construction management, construction oversight, or related construction activities
- Minimum 3 years of Construction Management or Construction Quality Assurance/Quality Control (QA/QC) experience utilizing the Government's Three-Phase Inspection Process
- Experience monitoring construction activities to ensure compliance with contract requirements, plans, specifications, and approved submittals
- Experience conducting construction inspections and quality assurance surveillance throughout all phases of construction
- Experience reviewing contractor schedules, shop drawings, submittals, and other construction-related documentation
- Experience preparing technical reports, maintaining project records, and producing clear written construction documentation and correspondence
- Experience coordinating with contractors, project stakeholders, and Government representatives during construction meetings, inspections, and project execution activities
- Experience using project scheduling and construction management tools, including Oracle Primavera and Microsoft Project, to support construction oversight and schedule evaluation
Key Attributes & Skills:
- Strong knowledge of construction practices, methods, materials, and procedures applicable to construction management and project oversight
- Thorough understanding of building codes, safety regulations, and accessibility requirements (ABAAS) relevant to federal construction projects
- Demonstrated ability to perform construction quality assurance/quality control activities and apply the Three-Phase Inspection Process
- Strong technical writing and documentation skills, including preparation of reports, inspection records, meeting notes, and project correspondence
- Ability to evaluate construction schedules, project progress, and cost estimating information to support project oversight and decision-making
- Proficiency with Oracle Primavera, Microsoft Project, Microsoft Word, and Microsoft Excel for project management, scheduling, and reporting activities
- Ability to effectively coordinate and communicate with contractors, Government representatives, and project stakeholders throughout construction execution and closeout
