Position Type: Full-time, on-site; contingent upon contract award and funding
Period of Performance: Approximately October 2026 through October 2027 (365 calendar days; exact dates depend on construction activities and schedule) 
Compensation: $85,000-95,000. Compensation decisions depend on a wide range of factors, including but not limited to location, skill sets, experience and training, security clearances, licensure and certifications, and other business and organizational needs.

Position Overview:
Project Solutions, Inc. (PSI) is seeking a full-time, on-site Construction Management Representative (CMR) to support the National Park Service at the Presidio of San Francisco. The CMR will serve as the primary field representative supporting construction oversight, documentation, coordination, quality control, safety observation, schedule and cost review, and contract administration for roadway, parking, drainage, trail, bicycle, pedestrian, and site improvement work. 

The project includes construction of a vehicle turnaround and an approximately 1,100-foot bike path at the West Bluff Trail/Arrival Area; widening Long Avenue by approximately five feet to create dedicated and shared bicycle facilities; rehabilitation of a damaged masonry drainage ditch, guardrail, and fencing; and reconstruction of the Marine Drive intersection to improve cyclist and pedestrian safety. 

This role is contingent upon award of the project. Employment is not guaranteed and will proceed only if the associated contract is awarded and funded. 

Responsibilities and Duties: 

  • Provide full-time, on-site construction management representation and serve as a professional, neutral liaison with the National Park Service Denver Service Center team. 

  • Observe and document construction progress, workmanship, quality, and conformance with contract documents, plans, specifications, applicable codes, and safety standards. 

  • Prepare a daily CMR report for each day of on-site construction activity and include clear, well-labeled photographs, dimensions, observations, and descriptions. 

  • Monitor compliance with the Accident Prevention Plan and applicable safety requirements; document observed safety issues and promptly notify the Contracting Officer’s Representative. 

  • Arrange, attend, and facilitate weekly progress meetings, Government internal meetings, inspections, and negotiations; prepare meeting notes within one business day. 

  • Review and verify that project record drawings are updated weekly and document the review in progress meeting notes. 

  • Review Division 01 submittals, technical and informational submittals, materials, equipment, and Requests for Information for completeness, accuracy, and contract compliance; maintain current tracking logs and facilitate timely review. 

  • Review delivered construction materials and equipment against approved submittals and promptly report nonconforming deliveries. 

  • Review contractor quality-control daily reports and compare them with CMR daily reports; immediately communicate discrepancies to the COR. 

  • Organize, facilitate, and document preparatory, initial, and follow-up inspections under the three-phase quality-control process. 

  • Review baseline and progress schedules monthly, identify discrepancies, evaluate progress, and complete required schedule review checklists and logs. 

  • Review certified payrolls and payroll logs weekly for Department of Labor compliance; identify discrepancies or underpayments, assist with corrections, and complete periodic labor interviews using SF 1445. 

  • Review monthly progress payment requests and supporting documentation and complete the required construction payment request checklist. 

  • Support contract changes and disputes by drafting modification scopes, conducting fact-finding, developing independent cost estimates, supporting proposal analyses, maintaining RFP documentation, and documenting negotiations. 

  • Support substantial completion and closeout, including A/E inspections, deficiency list review, deficiency cost estimating, O&M manuals, warranties, guarantees, and final project documentation. 

  • Use NPS Project Team and standard office/construction software to process, share, track, and store project records, correspondence, submittals, RFIs, photographs, schedules, estimates, and closeout documents. 

Qualifications Required - Education, Knowledge and Skills: 

  • Construction management certification, construction-related degree, or at least five years of relevant construction management experience. 

  • Minimum five years of experience with the three phases of on-site quality control: preparatory, initial, and follow-up. 

  • Completed OSHA 30-hour Construction Safety training. 

  • Ability to read, interpret, and understand construction contracts, drawings, plans, specifications, schedules, and Division 01 requirements. 

  • Relevant field experience with roadway demolition, sitework, drainage, waterline trenching and installation, asphalt paving of roads and parking areas, metal fabrication, prefabricated restroom installation, masonry, concrete, fine grading, and native planting. 

  • Experience observing and documenting construction for quality, progress, contract conformance, applicable codes, safety, and resource protection requirements. 

  • Experience supporting Government Project Managers and CORs with change orders, RFIs, submittals, field observation reports, payment requests, negotiations, and closeout. 

  • Ability to understand and evaluate cost estimates and contractor proposals by labor, materials, equipment, overhead, general conditions, profit, and bonding. 

  • Ability to read and analyze baseline and updated schedules, critical path information, and time impact analyses. 

  • Proficiency with computers and internet-based project platforms, including Microsoft Teams, Word, Excel, Adobe PDF, and Microsoft Project. 

  • Ability to walk and climb daily to observe construction activities in an active field environment. 

  • Ability to maintain confidentiality, avoid conflicts of interest, protect procurement-sensitive information, and work within the CMR’s delegated authority without directing the construction contractor or obligating the Government. 

Preferred Qualifications - Education, Knowledge and Skills:

  • Prior National Park Service or other Federal construction management experience. 

  • Experience implementing Federal resource protection measures to avoid and minimize impacts to natural and cultural resources. 

  • Experience with projects of similar size, scope, and complexity involving public access, multi-modal transportation, active roadway and parking operations, drainage, site utilities, landscape restoration, and visitor safety. 

  • Experience using Project Team or a comparable construction document control platform. 

  • Experience developing independent Government estimates, proposal analyses, schedule analyses, and modification scoping documents within accelerated review periods. 

  • Professional registration or relevant construction, inspection, safety, scheduling, or estimating certifications.

Work Environment and Physical Requirements:
This position is primarily performed on an active construction site and requires routine walking, climbing, standing, field observation, and use of personal protective equipment. The CMR must be able to communicate reliably by phone and internet, participate in virtual and on-site meetings, access and markup electronic plans and specifications, and photograph field conditions.
