Description

The Facilities Management Department is responsible for the maintenance and operation of more than five (5) million square feet of the City of Mesa’s vertical assets and exterior facilities. This responsibility is carried out through a combination of contracted services and City personnel who specialize in a wide range of building systems and skilled trades, including HVAC, building automation systems, plumbing, electrical, roofing, locksmith services, carpentry, and irrigation systems.

This position plays a critical role in our Building Automation Systems, specifically the HVAC systems for City of Mesa owned buildings and facilities. 

The first review of all applications will be on Monday, October 26, 2026, and weekly thereafter until the vacancy is filled.

A Heating, Ventilation, and Air Conditioning (HVAC) Controls Specialist is responsible for the Networked Energy Management for Building Automation Systems (BAS), including the HVAC systems for City of Mesa owned buildings and facilities.  Duties include:  oversight of, and participation in, the installation, troubleshooting, and repair of software programming for the City's Energy Management Systems (EMS); designing, developing, and updating energy management programs with computer aid for HVAC systems; sharing information with appropriate personnel for repairs, and participating in troubleshooting and maintenance of hardware for the computerized EMS system; communicating verbally and in writing with contractors, vendors, and employees; representing the department on various projects related to this system; making recommendations related to proper EMS management practices; responsibility for City buildings with electrical controls, instrumentation equipment, electronic metering devices, computer process control equipment, and peripheral equipment pertaining to Building Automation Systems; working with the City's Department of Innovation and Technology (DoIT) to coordinate IP addresses and associated tasks for the EMS hardware on the City's internal Ethernet system to plan, develop, and implement software programs to control City owned facilities; working with the City’s Energy Resources Department to develop and update a Citywide Energy Management Plan; operating building facilities EMS through the Ethernet network throughout the City; monitoring, adjusting, and repairing equipment as necessary to maintain optimum building control efficiency; maintaining optimum level of operation; and writing reports for the purpose of identifying, implementing, and maximizing energy savings for City buildings. 

This class is distinguished from the Facilities Equipment Technician II by its responsibility for performing work on equipment used to operate and monitor the City's Energy Management Systems and level of technical knowledge and expertise.  This class receives general supervision from the Facilities Operations Manager who reviews completed work for performance and compliance with installation, maintenance, and repair specifications and standards.  An HVAC Controls Specialist is subject to 24-hour call-out.  Employees are required to use appropriate safety equipment and procedures in performing assignments.  This class is FLSA nonexempt.

Minimum Qualifications Required.  Any combination of training, education, and experience equivalent to graduation from an accredited college with an Associate’s Degree in Computer Science, Information Systems, HVAC Controls, or related field; and extensive (5+ years) full-time work experience in commercial, journey-level HVAC maintenance, installation and repair, including two years developing and/or maintaining a computer-based HVAC system for an energy management program. 

Special Requirements.  Must possess a valid Class D Arizona Driver's License by hire or promotion date.  Must possess a Universal EPA Section 608 certification by hire or promotion date.  Due to the required access to all City buildings for this position, an individual receiving a conditional offer of employment from the City of Mesa must pass a background investigation through the City of Mesa Police Department, the Arizona Department of Public Safety, and Federal Bureau of Investigation prior to commencing employment with the City of Mesa to allow escorted access to police facilities.

Preferred/Desirable Qualifications.  Experience in setting up Transmission Control Protocol/Internet Protocol (TCP/IP) addresses on an Ethernet Local Area Network (LAN) system.  Working knowledge of the following controls:  Trane Controls, Automated Logic, Alerton Building Automation, or Johnson Controls.  Five years of experience programming building automation controllers.https://apps.mesaaz.gov/JobDescriptions/Documents/JobDescriptions/cs5324.pdf
