About this Unit:
The Division of Accounting exists to provide accountable financial information about the Colorado Department of Human services and be of assistance to the management and all programs of the Colorado Department of Human services, the State controller’s Office, the Federal government, county departments of social/human services, Office of the State Auditor, Federal auditors, and others in need. The Division of Accounting is responsible for the following services:
Making payments to clients, staff, providers, and other vendors and recording the corresponding expenditures.
Billing clients, Medicaid, Medicare, and other responsible parties for client care and recording the corresponding revenue, receivables, and cash receipting.
Providing financial information to management and budget and serving as a resource to Program Administrators for policy, budget, and planning for the future.
Managing automated systems that record financial transactions, data, bills, payments, payroll, timekeeping, and other required as well as ad hoc reports.
Recording Federal expenditures and revenue for over 100 grants and providing financial reports to the Federal government and other grantors.
Accounting for the State’s capital assets by recording in the fixed asset system and monitoring the inventory process.
Providing payments to the county departments of social/human services, recording and reporting their expenditures in the State’s accounting system.
Allocating costs for the purpose of providing information, determining charges for services, assigning indirect costs, and capturing revenue.
Ensuring audit compliance and coordination with auditors from the State and Federal governments.
Ensuring that State systems capture the financial information needed for county reimbursements and claiming federal funds.
Reconciling all of the systems data to ensure complete and accurate information.
Establishing and operating district accounting offices to provide accounting services as close to the agencies as possible.
About this Position:
This position supervises the Central Vouchering Unit for the Department of Human Services, and serves as the Department’s expert in providing information and/or instructions for proper accounting practices in accordance with State Fiscal Rules, Generally Accepted Accounting Principles, Fiscal Procedures Manual, and other authoritative guidance as they relate to payable activities. This position is responsible for managing the department’s vendor records and W-9 & 1099 reporting requirements. The position has expanded professional responsibilities for researching proper accounting process for all payable related issues in accordance with authoritative materials and for providing guidance for program staff and program accountants, as well as Central Vouchering Unit staff.
The primary purpose of the Vouchering/Accounts Payable Supervisor is to oversee the daily operations of the unit, ensure accurate and timely payments to vendors, maintain internal financial controls, and manage the unit staff.
Core Responsibilities
Operational Oversight & Efficiency: Direct daily invoice processing and payment runs to ensure maximum accuracy, strict compliance, and optimal workflow efficiency.
Financial Controls & Compliance: Enforce robust internal controls to mitigate fraud risks, prevent duplicate payments, and maintain compliance with relevant financial and tax regulations.
Team Leadership & Development: Lead, coach, and evaluate AP staff, balancing workload distribution and serving as the primary escalation point for complex processing issues.
Documentation & Continuous Improvement: Regularly audit and update standard operating procedures (SOPs) and training materials to ensure team alignment with current best practices.
Quality Assurance & Performance Analytics: Conduct routine quality checks and analyze performance metrics to monitor processing accuracy, track output, and implement targeted process improvements.

Experience Only
Six (6) years of relevant professional accounting experience specifically related to the work assigned to this position, including Accounts Payable, financial reporting, general ledger experience, etc.

- A combination of related education (coursework requires 27 semester hours completed in accounting or auditing) and/or relevant experience in an occupation related to the work assigned equal to six (6) years. Degree emphasis in Business, Accounting, Finance, Mathematics or related degree.
- Current, valid licensure as a CPA by the Colorado Board of Accountancy will count for six (6) years of the requirement
- Analysis of financial transactions to determine accuracy, completeness, and conformance to established policies and procedures and generally accepted accounting standards
- Preparing, analyzing, and interpreting financial reports, statements and records, (e.g. balance sheets, profit and loss statements, amortization and depreciation schedules)
- Assembling data and creating financial projections
- Developing, implementing, modifying and documenting accounting systems
- Reconciliation of accounts
- Calculating and estimating effects of proposed changes in operating programs or accounting operations;
- Auditing processes
- Revenue recognition & contract completion recognition
- Account troubleshooting and problem solving
- Implementing and/or designing of financial controls
- GL system maintenance
- Making account recommendations
COWINS Partnership Agreement: Relevant years of State service should be considered as a preferred qualification and given weight under the process. Part-time relevant years of State service will be prorated.
TRANSFERS ONLY: Relevant years of State service will be considered as a preferred qualification and given the weight of at least 15% of the overall score under the process.

End-to-End AP Processing: 3–5+ years as a senior AP specialist or lead managing full-cycle processing, including 3-way matching (PO, receiving report, invoice), payment runs and 1099 tax filing.
Team Leadership or Coordination: Previous experience supervising a team, acting as a supervisor, or managing daily task allocation, onboarding, and training lower-level AP staff.
Vendor & Escalation Management: Track record of resolving complex vendor disputes, managing critical supplier accounts, and negotiating payment terms or resolving payment holds.
Month-End Closing & Reconciliation: Experience executing AP month-end close, reconciling AP sub-ledgers to the general ledger, and identifying or resolving variance discrepancies.
Internal Controls Execution: Direct involvement in audit preparation (internal/external), enforcing Segregation of Duties (SoD), and fraud prevention routines.
SOP Development: Experience writing, updating, or streamlining AP standard operating procedures and workflow documentation.

CDHS Selection Process Explanation:
