Program Manager
Veterans Management Services, Inc. (VMSI) is a Service-Disabled Veteran-Owned Small Business (SDVOSB)and we are looking for a highly motivated Program Manager to join our team supporting our client at the Department of Homeland Security.
The Department of Homeland Security (DHS) Privacy Office requires contractor support to analyze, standardize, and transform over 4,500+ legacy privacy compliance artifacts (including PTAs, PIAs, and related documentation) into a modernized Privacy Risk Framework (PRF).
OBJECTIVES
The contractor shall:
- Transform legacy compliance artifacts into structured, analyzable data
- Map content to the Privacy Risk Framework domains and scoring criteria
- Identify privacy risks, mitigations, and control gaps
- Enable future system ingestion and automation
- Support development of repeatable, scalable workflows
- Provide decision-support outputs for leadership
PLACE OF PERFORMANCE
Hybrid – Some remote and some in-office at U.S. Department of Homeland Security Office of Privacy, St. Elizabeths Campus, 2701 Martin Luther King, Jr. Avenue, SE, Washington, DC 20598. Temporary work locations such as alternate office spaces, telework, and virtual offices are permissible in accordance with Contracting Officer written approval.
The Program Manager will be the single point of contact for the Contracting Officer and the COR. The resume of the Program Manager shall be provided to the Government as part of the Contractor's proposal. During the absence of the Program Manager, only one alternate shall have full authority to act for the Contractor on all matters relating to work performed under any order. The Program Manager and all designated alternates shall be able to read, write, speak, and understand English clearly and concisely. Additionally, the Contractor shall not replace the Program Manager without prior written approval from the Contracting Officer. The Program Manager shall be available to the COR via telephone between the hours of 8 a.m. and 6 p.m. ET, Monday through Friday, and shall respond to a request for discussion or resolution of technical problems within two (2) hours of notification. The Contractor shall provide qualified personnel with some knowledge of the PTA, PIA or NIST framework.
Minimum Qualification
- At least a bachelor’s degree.
- At least seven (7) years of experience, most of which must have been in project management from inception to deployment; and demonstrated ability to manage a team.
- Manages long-term projects, performs design evaluations, and works to complete projects within budget and scheduling restraints.
- Must include a proven track record of managing medium-scale federal programs, overseeing staff, subcontractors, and executing risk management strategies.
- Desirable: Project Management Professional (PMP) certification or similar.

Salary Range: The salary for this position is between $110,000 – $120,000 annually. Factors affecting pay within this range may include geography, skills, education, experience, and other qualifications of the successful candidate.
