Combination Building Inspector

Under general supervision, the Building Inspector performs comprehensive field inspections and technical reviews of construction plans to ensure compliance with adopted building codes, zoning regulations, and local ordinances. This role serves as a key point of contact for contractors, design professionals, and property owners. No prior certification is required to apply.  The Department will fully fund all necessary professional training and examination costs.  This FLSA status for this position is non-exempt (eligible for overtime) and subject to a 12-month probationary period.  Field Inspections

• Conduct structural inspections of new and existing residential and commercial structures.   
• Evaluate trade systems including plumbing, mechanical, electrical, and gas framing for proper installation.
• Identify code violations and clearly document findings.  Issue corrections notices or stop-work orders when necessary.
• Maintain detailed digital logs, upload inspection images, and track results in the department’s permit system.
• Assist with the evaluation of erosion and sediment control measures to ensure compliance on land-disturbances and construction sites.
• Provides emergency response for assessments of damaged buildings and structures.

Plan Review

• Examine blueprints and architectural drawings for compliance with life safety, structural, energy, and accessibility standards.  
• Verify code requirements for plumbing, electrical, and mechanical schematics before approving permit applications.
• Provide written feedback to developers, engineers, and architects detailing required revisions.

Public Assistance and Support

• Inform the general public and construction personnel of building regulations and departmental policies.
• Investigate public complaints regarding unsafe structures or unpermitted construction.
• Provides excellent customer service to staff and public.

Other Duties

• Cross-train in related areas, as needed or assigned.
• Performs additional duties as assigned to support operational requirements.

• General knowledge of building construction, materials, and methods.
• Ability to identify building deficiencies, improper installations, and potential hazards.
• General knowledge Virginia construction codes, laws, and ordinances.  
• Knowledge of the typical stages of construction to include inspections and possible violations.

Minimum Qualifications

• Education: High School Diploma
• Experience: Minimum of 2-3 years of experience in a construction trade.
• Driver’s License: Must possess and maintain a valid driver's license to perform field work.
• Physical Requirements: Ability to navigate uneven ground surfaces at construction sites, climb ladders, and crawl into tight spaces.
• Paid Training Plan: If the hired candidate does not hold the preferred credentials, they must complete the department-funded trainings and secure their first core trade certification within 12 months to include the Erosion and Sediment Control Inspector certification.  Combination certification is required within 3 years from date of hire.

Preferred Qualifications

• Certifications: Current International Code Council (ICC) certifications such as a Residential/Commercial Inspector, Plans Examiner, or Erosion and Sediment Control (ESC) Inspector are preferred but not required.
