Summary
JOB SUMMARY:Reporting to Executive Director, People, the Director, People & Human Resources Partnerships is accountable for the overseeing strategic planning and operational requirements for multiple teams responsible for providing human resources, labour relations, compensation and classification services and HR transactional services to PHC. Works collaboratively with PHC clinical and corporate leaders, team members, and other key stakeholders to define the strategic goals and objectives and develop short and long-term plans for the portfolio to drive service change and improvement to meet organizational strategic and operational needs. Successfully builds and integrates the concept of HR working in partnership with is customers to meet its business needs into PHC's culture. Ensures the provision of expert employee and labour relations and compensation advice to PHC leaders in relation to union and non-contract staff, timely communication of policies, procedures and practices, and delivery of conflict management and dispute resolution options. Directs the implementation of human resources standards, collective agreement(s), compensation strategies, accountable compensation and performance management, and government and regulatory requirements. Working with Senior Manager and Executive Director, manages overall organizational risk associated with employee and labour relations disputes. Oversees the implementation and maintenance of provincial compensation and classification plans, including authority to represent PHC on compensation and benefits decisions, both locally and in provincial forums. Leads the development of systems, processes and new methods of communication and knowledge transfer that enhance our managers/leaders abilities to manage staff and improve service delivery to our customers.Provides leadership to the People & HR Partnerships team by providing expertise and innovative thinking in the delivery of human resources related programs and services. Develops, in conjunction with the Executive Director, the operating and capital budget for the area, recommends allocation of resources, and prepares business cases to support new and existing initiatives and services.QUALIFICATIONS:EducationA level of education, training and experience equivalent to a Masters' degree in Industrial Relations, Human Resources or other relevant field, plus ten (10) years of recent experience than includes significant management/leadership experience including experience with collective agreement interpretation and compliance, legislation, and policies governing employee and employer relationships in a unionized work environment.Skills and AbilitiesBroad knowledge of health care delivery systems in primary, acute, and community settings.Comprehensive knowledge of applicable HR processes and applicable legislation, relevant collective agreements and principles of union/management relationships. A broad understanding of best practices and policies for applicable portfolio area. Demonstrated advanced project planning, implementation and management skills, knowledge and experience. Strong critical thinking and analytical skills.Evidenced change and transformative ability to lead, plan, direct, implement, organize and problem solve. Demonstrated ability to work diplomatically and persuasively to establish and maintain effective work relationships with internal and external stakeholders.Ability to communicate effectively both verbally and in writing. Strong strategic planning skills Demonstrated ability to manage budgets and staff resources and to provide direction and guidance to staff.Demonstrated commitment to the value of continuous learning.Ability to work under pressure, prioritize workload, and meet deadlines.Demonstrated presentation, facilitation, and teaching skills including the preparation of instructional and procedural documents.Ability to productively use spreadsheet, word processing, database software and other relevant computer software applications.Physical ability to carry out the duties of the position.Works collaboratively with the Executive Director, other People Directors and leaders across the organization to formulate, implement, and evaluate strategic plans, goals and objectives for Human Resources and Compensation & Classification consistent with PHC's strategic plan and the mission, vision and values. Promotes the development of strong business partnerships with customer department/programs and identifies opportunities for improvement through regular contact with senior clinical and corporate leaders. Encourages dialogue and provides advice and guidance to facilitate resolutions of issues. Ensures the development, maintenance, communication and organizational compliance with PHC's human resources policies and procedures.Directs the development, implementation and compliance with human resources standards, collective agreement(s), employment terms and conditions, government and regulatory requirements, and essential service preparations across the organization. Ensures HR and Comp/Class teams provide necessary communications, advice and training to PHC leaders and staff to properly follow and comply with applicable rules, policies and practices to minimize opportunities for conflict and disputes. Oversees policies and processes within PHC for mediation and conflict resolution.Supports the Executive Director, Senior Manager and other People Directors in planning, directing and evaluating the implementation of complex human resources-related change initiatives (e.g., reorganizations, transfers, amalgamations, government directives, etc.). Provides expert advice, guidance, strategic and tactical input and makes decisions on a wide-range of complex issues.Leads the development of programs, systems and processes increase our Manager/Leaders capacity to manage their workforce in a unionized environment. This may include HR-LR training programs, improved online resources, and partnerships with other teams such as Organizational Development covering topics such as recruitment & selection, new hire orientation, role development, coaching and feedback, conflict and grievance handling and other foundational HR skills for managers.Promotes and leads the development and implementation programs, training and strategies to improve working relationships and reduce conflict within the organization both between management and staff and between staff members.Leverages available sources of data, information and systems to assist the organization in maximizing operational efficiencies in the application of collective agreement provisions, grievance management, performance management, and pay administration.Leads quality improvement initiatives to improve how we deliver our services and the availability of timely and accurate information for leaders to make decisions on matters such as internal vacancies, selection, promotions, performance and pay administration.Working with Senior Manager and Managers, provides leadership and direction in the overall management of advanced disputes including grievances, third party arbitrations, and civil suits relating to wrongful termination, more specifically those that have significant reputation, precedential or cost implications for the organization. Ensures assessment of risk and advises Executive Director on risk management.Ensures the effective implementation of provincial collective agreement and non-contract compensation and classification plans and directives ensuring PHC meets its' obligations in a timely fashion. Handles escalated matters by consulting with appropriate stakeholders; and as required negotiates and facilitates consensus to resolve issues. Develops, builds and maintains mutually beneficial working partnerships, represents PHC and its interests across various stakeholder groups, and collaborates and liaises within PHC and with external groups including health authorities, Health Employers Association of BC, union partners, government agencies, and provincial/national associations. Fosters relationships of trust and respect with our union partners.Negotiates both internally and externally to PHC on a formal basis. Provides guidance to Senior Manager/Managers/HR Partners/Comp-Class Advisors and/or enters into contracts and letters of understanding on behalf of PHC.Establishes and monitors Key Performance Indicators (KPIs) and Performance Scorecards for services within the portfolio. Oversees designated staff by providing support, consultation and guidance to staff, establishing clear definitions of responsibility for each employee, reviewing assignments and adjusting work to ensure levels meet operational requirements. Monitors performance, provides ongoing feedback and completes reviews of staff. Investigates work and staff issues and where necessary initiates disciplinary action up to and including termination. Develops and manages the associated capital and operating budgets including developing budget forecasts, allocating resources, monitoring expenditures and reporting on variances.Keeps abreast of new initiatives, developments and trends in human resources, employee and labour relations, compensation and classification through literature review, contact with peers at other organizations, industry leader groups, professional associations and attendance at seminars, workshops and education programs.Performs other related duties as assigned.
