General Summary:

Responsible for supervising the programs and activities of Traction Electrification Systems (TES) personnel and contractors for Dallas Area Rapid Transit's (DART) Maintenance of Way Department.

Essential Duties and Responsibilities:

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Perform complex duties related to technical area of assignment; responsible for highly complex maintenance projects, and acts as COTR; develops cost estimates, schedules and budgets.

  • Oversees personnel maintaining DARTs TES Section; assist in development and training of Traction Power Maintainers.

  • Develop, monitor, and maintain documentation associated with preventive maintenance programs for the TES Section; prepares a variety of reports for management review.

  • Oversees the TES Section databases/work order system; schedule, oversee, and monitor assignments to optimize utilization of the TES workforce; monitor the performance of detailed maintenance assignments.

  • Oversees system performance and provides solutions to problems.

  • Develops, maintains, and monitors spare parts inventory, equipment, tools, test equipment, and safety equipment.

  • Acts as liaison between Maintenance Department and internal/external contacts involved in TES system maintenance or TES operations.

  • Attends training courses provided by DART.

  • Provides performance support expertise to guide subordinate staff to improve cost and overall effectiveness of ongoing work.

  • Presents new ideas for capital projects and provides a cost analysis; completes capital project within a timely manner.

  • Promote established training, safety practices and procedures; take precautions to ensure staff follows appropriate procedures.

  • Writes work instructions for work performed within the section.

  • Performs other related duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  • Associates degree from an accredited college, university or technical institute in Business Administration, Computer Science, Rail Technology, or other related technical fields.

  • Five (5) years of progressively responsible experience in DC Traction Substations, utility line maintenance, industrial electricity, industrial electronics maintenance, repair industry or related field to include two (2) years of experience supervising the work or support staff and/or subordinate staff in an electric rail transit system, public electrical or utility company; or four (4) years in a Lead TPM position with knowledge in DC Traction Substations, utility line maintenance, industrial electricity, industrial electronics maintenance, repair industry or related field. Knowledge of National Electrical Code and the National Electrical Safety Code is preferred.

  • Must obtain and maintain certifications in compliance with all state and federal regulations applicable to this position.

  • Must have a valid Commercial Drivers License (CDL) Class-A Restricted, and be able to obtain a Texas Commercial Drivers License (CDL) Class-A Restricted within 90 days of employment; no Driving While Intoxicated (DWI) conviction within the last sixty (60) consecutive months, not more than one (1) DWI/DUI on driving record, and not more than three (3) convictions of moving violations within the last thirty-six (36) consecutive months in order to operate DART non-revenue vehicles.

  • Applicants/employees must pass and maintain a Department of Transportation (DOT) physical (medical) examination including pre-employment drug test and must submit to Federal Transportation Administration-required random drug/alcohol testing as a condition of continued employment.

  • Must work in a safe manner and constant state of alertness.

  • Proficiency of PC software applications to include Microsoft Office or other related software applications

  • Must also be able to read and comprehend a variety of work related/required technical manuals, safety rules and regulations.

  • Knowledge of departmental policies and procedures.

  • Analytical skills to solve highly complex civil, mechanical, electrical, and technical problems.

  • Ability to analyze, interpret, research history and communicate reoccurring problems to prevent future problems or to resolve complaints.

  • An applicable business acumen, providing analytic and creative skills to find solutions to interpersonal, technical, and administrative problems resulting in timely and accurate decisions both as an individual and at a team level.

  • Ability to manage and deal equitably and effectively with all races, nationalities, cultures, disabilities, ages and genders.

  • Ability to change direction, handle multiple responsibilities and tasks on a regular basis.

  • Knowledge of test equipment such as hi-pot testers, megger, oscilloscopes, vacuum bottle testers, volt meters, amp meters, recording meters, relay test sets, and specialized testers as recommended by the vendor for equipment maintenance.

  • Subject to 24 hour call-in for emergency or unusual conditions; required to work various shifts.

  • Physical ability to be mobile frequently 50% to 75% of work time, exert moderate physical effort while standing, walking, or lifting materials/tools/objects weighing up to 100 pounds.

  • Must be able to work in crowded, confined and tight spaces in tunnels, manholes and aerial structures.

  • Operate DART non-revenue vehicles as required such as crane and bucket truck, flatbed, trailers, etc.

WORKING CONDITIONS:

Works in an environment where there is exposure to dust, noise, or temperature. May be exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
