As Senior Manager, Regulatory Counsel, you will play a critical role in providing strategic legal guidance on product and materials regulations, supply chain sustainability and due diligence, government funding and contracting requirements, and other global regulatory and compliance matters affecting Lam's business.In this highly dynamic role, you will help Lam anticipate and navigate rapidly evolving regulatory expectations across multiple jurisdictions, translating complex legal requirements into practical, business-focused solutions. You will partner closely with cross-functional stakeholders to identify and manage regulatory risks, support strategic initiatives, and enable responsible growth.
Your expertise will help strengthen compliance readiness across the organization by developing scalable, sustainable, and future-focused approaches to regulatory compliance. You will be expected not only to interpret regulations but also to help design and mature compliance frameworks that support innovation, operational excellence, and long-term business objectives.
As a trusted advisor to executive and senior leadership, you will provide practical legal counsel on complex and emerging regulatory issues, helping shape business decisions in an increasingly regulated global environment. Success in this role requires strong business judgment, intellectual curiosity, adaptability, and a passion for helping the business respond effectively to evolving regulatory challenges and opportunities.
## What you’ll do
- Partner with the Director, Ethics & Compliance and Regulatory Counsel to provide practical, business-oriented legal guidance to the Global Product Group on product regulatory compliance and related matters, including environmental sustainability, health and safety (EHS), disclosure and reporting obligations, third-party due diligence, risk management, and emerging regulatory requirements.
- Help design, implement, and mature scalable compliance frameworks for complex and emerging regulatory areas, including product compliance, sustainability, supply chain due diligence, disclosure and reporting obligations, and other global regulatory requirements affecting Lam's products, operations, and customers.
- Advise on government funding, incentive, and contracting opportunities, including legal guidance on grant funding, pre- and post-award obligations, and compliance with applicable government contracting and procurement requirements.
- Provide legal support to the Global Trade Compliance Team, advise on regulatory developments, legislative initiatives, and policy trends; manage external counsel as appropriate; and partner with product, sales, operations, sustainability, and government affairs teams to continuously improve compliance programs and business readiness.
- Contribute to the broader Ethics & Compliance program by supporting the effective implementation of compliance policies, procedures, third-party due diligence processes, training, communications, internal investigations, and other compliance initiatives.
- Assess and help manage regulatory and compliance risks across global operations; support M&A due diligence and integration; and advise on regulatory inquiries, investigations, audits, and enforcement matters.
- Monitor legal trends, regulatory changes, and industry developments to identify emerging risks and opportunities, and translate complex requirements into clear, actionable guidance for the business.
- Serve as a trusted advisor to business and functional leaders, collaborating with cross-functional teams including product safety, trade compliance, information security, operations, sales, supply chain, logistics, sustainability, and government affairs to drive alignment and support business goals.
- Serve as a member of a high-performing legal team, fostering a culture of excellence, collaboration, and professional development, while supporting and executing Legal department initiatives.
- Bring energy, creativity, and a solution-oriented mindset to complex compliance challenges, helping teams find practical paths forward in uncertain or rapidly changing environments.
- This position reports to the Director, Ethics & Compliance and Regulatory Counsel, is part of a global ethics, compliance, and regulatory team, and must be based in Lam's offices in Fremont, California or Tualatin, Oregon.
## Who we’re looking for
- Minimum of 15 years of related experience with a Bachelor’s degree; or 12 years and a Master’s degree; or a PhD with 8 years experience; or equivalent experience.
- Juris Doctor (JD) degree from an accredited law school.
- Licensed to practice law in at least one U.S. state and, depending on hiring location, eligible to join the Oregon Bar or register as in-house counsel in California.
- 10-15 years of progressive legal experience, including at least 8 years focused on regulatory counseling, with substantial experience advising on regulations affecting industrial equipment, product compliance, material sourcing, and supply chain operations.
- Significant experience advising multinational companies on product regulatory compliance, environmental, health and safety (EHS) requirements, supply chain and third-party due diligence, government contracting, risk management, and corporate compliance programs.
- Demonstrated ability to quickly learn new regulatory areas and translate complex legal requirements into practical, risk-based, and actionable business guidance.
- Proven track record of managing complex legal and compliance matters, working effectively across functions, geographies, and time zones, and providing strategic advice that supports business objectives.
- Strong business judgment, analytical skills, and a pragmatic, solution-oriented approach to managing regulatory and compliance risks.
- Curiosity and a growth mindset, with a demonstrated commitment to expanding expertise in emerging regulatory areas and industry developments.
- Excellent communication, collaboration, and stakeholder management skills, with the ability to influence and build trusted relationships at all levels of the organization.
## Preferred qualifications
- Understanding of global sustainability and supply chain regulations, including carbon accounting and reporting, human rights and environmental due diligence requirements, circular economy and extended producer responsibility (EPR) regulations, product stewardship obligations, and sustainability-related disclosure requirements.
- Experience developing, implementing, or advising on compliance frameworks and governance programs in complex and evolving regulatory environments.
- Prior experience, either in private practice or in-house, supporting the semiconductor industry, industrial technology companies, or multinational high-tech manufacturers. Experience supporting a Fortune 500 company is a plus.
- Experience interpreting and implementing global regulatory requirements affecting products, supply chains, sustainability initiatives, and other emerging regulatory areas.
- A combination of regulatory counseling, transactional, and dispute-related experience, including government investigations, enforcement matters, commercial litigation, and/or contract drafting and negotiation.
- Experience partnering with government affairs, sustainability, supply chain, or product management teams on regulatory strategy, policy engagement, and compliance implementation.
- Active participation in relevant industry associations, working groups, standards organizations, or professional forums.
- Proficiency with legal research tools, contract management platforms, and compliance management systems.
- Strong analytical and creative problem-solving skills, intellectual curiosity, a willingness to continuously expand expertise, and a bias toward action.

CA San Francisco Bay Area Salary Range for this position: $165,000.00 - $348,000.00.
The above salary range for this position is relevant to applicants that reside or work onsite in the California, San Francisco Bay Area only. Salary offers will depend on factors that include the location you work from, your level, education, training, specific skills, years of experience and comparison to other employees already in this role. Actual salary may vary from salary offered due to numerous factors including but not limited to unpaid time off, unpaid leave, company mandated shutdown, and other relevant factors.
