Description

Under general direction, plan, organize, direct, and oversee the Police Department's administrative support operations; provides direct managerial oversight of Property and Evidence, Jail Operations, Senior Community Service Officers, Fleet Management, and Facilities and Equipment, ensuring efficient service delivery, operational consistency, regulatory compliance, and accountability. This position develops and implements administrative policies and procedures, manages assigned resources, and ensures adherence to departmental policies, applicable laws, Department of Justice requirements, and professional standards while providing complex administrative support to department leadership. Exercises supervision over the administrative support operations divisions. Duties may include, but are not limited to, the following:
- Balance legal compliance, risk management, and operational continuity across multiple high-liability units, while maintaining effective supervision and standardized practices.
- Direct, monitor, and evaluate jail operations through the administration of formal compliance audits to ensure full adherence to California Board of State and Community Corrections (BSCC) regulations, Prison Rape Elimination Act (PREA) standards, applicable federal and state statutes, court orders, and departmental policies;
- document findings, initiate and track corrective action plans, coordinate with oversight and regulatory agencies, and implement risk-management measures to reduce liability, safeguard inmate rights, and ensure the lawful operation of custodial facilities.
- Direct and manage sworn and non-sworn law enforcement fleet operations to ensure continuous operational readiness and compliance with state vehicle codes, POST-related operational requirements, risk management standards, and departmental policies;
- oversee the procurement, upfitting, assignment, maintenance, and replacement of patrol vehicles, specialty units, and emergency response equipment; ensure vehicles meet pursuit, safety, and evidentiary standards;
- coordinate repairs and vendor services; monitor fleet utilization and costs; and maintain accurate records to support officer safety, operational effectiveness, fiscal accountability, and liability reduction.
- Plan, coordinate, and oversee the maintenance, repair, and operational readiness of all Police Department facilities, including administrative offices, detention areas, and specialized operational spaces.
- Ensure compliance with federal, state, and local building codes, occupational safety standards, and departmental policies.
- Direct preventive maintenance, capital improvement projects, and vendor contracts; monitor facility security, environmental controls, and emergency systems; and maintain accurate records to support uninterrupted operations, fiscal accountability, and legal compliance.
- Plan, coordinate, and oversee the procurement of goods, services, and equipment through competitive bidding processes in compliance with federal, state, and local procurement laws, departmental policies, and risk management standards.
- Develop bid specifications for law enforcement–specific needs, including patrol vehicles, emergency equipment, technology systems, and facility services;
- evaluate vendor proposals; negotiate contracts; monitor performance and compliance; and maintain accurate documentation to ensure fiscal accountability, operational readiness, and legal compliance.
- Provide executive oversight and management of the Property and Evidence unit by supervising the Property and Evidence Supervisor, ensuring the secure receipt, cataloging, storage, and disposition of all evidence and property in compliance with federal, state, and local laws, departmental policies, and chain-of-custody procedures.
- Establish and enforce operational standards, conduct periodic audits, and implement corrective actions to mitigate risk, maintain evidentiary integrity, support criminal investigations, and uphold accreditation standards, including applicable law enforcement regulations.
- Maintain accurate records and reporting to support accountability, legal compliance, and departmental transparency.
- Research, prepare, and submit grant proposals to secure federal, state, and local funding for departmental programs, equipment, facilities, and operational initiatives.
- Ensure grant applications comply with all legal, regulatory, and funding agency requirements, and coordinate with unit supervisors, including Property and Evidence, Fleet, Jail Operations, and Facilities, to identify needs and justify requests accurately.
- Monitor awarded grants, oversee reporting and compliance, and implement funding in accordance with grant terms to support departmental operations, public safety initiatives, and fiscal accountability.
- Prepare complex staff reports, briefings, presentations, programs, and initiatives for internal leadership and external stakeholders, including City Council. Represent the Police Department in public forums, council meetings, and interdepartmental committees. Oversee complex projects, ensuring compliance with legal, regulatory, and departmental standards, while coordinating resources, timelines, and personnel. Collaborate closely with other city departments, agencies, and community stakeholders to support cross-functional initiatives, operational efficiency, and public safety objectives.
- Coordinating and managing multiple high-risk, high-compliance operational areas simultaneously while ensuring legal and regulatory compliance, operational continuity, risk mitigation, and accountability across all units.
Option 1
Education:
- An Associate's degree, or equivalent, from an accredited college or university in business, public administration, criminal justice, or a closely related field.
- Five years of professional administrative experience with a law enforcement agency, including at least two years of supervisory or managerial experience.
Option 2
Education:
- A Bachelor's degree from an accredited college or university in business, public administration, criminal justice, or a closely related field.
- Three years of professional administrative experience with a law enforcement agency, including at least one year of supervisory or managerial experience.
Licenses:
- Possession of a Property & Evidence Custodian certification within 12 months of appointment;
- Possession of, or the ability to obtain, a valid California driver's license at the time of appointment.
Special Requirements:
Essential functions and duties require the following physical abilities and work environment:
- Ability to work in a standard office environment; ability to travel to different sites and locations;
- Occasionally required to sit; climb or balance; and stoop, kneel, crouch or crawl.
- The employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds.
- Ability to work outside;
- Ability to walk on uneven surfaces;
- When driving on City business, maintenance of a valid California driver's license and satisfactory driving record is required.
