Position Overview

SUMMARY (Basic Purpose of the Job)

The Director Contract Management establishes and governs the system-wide workflow, policies and internal controls for Capital Health’s agreements, from initial request to final invoice verification. This role leads a team that manages the contract pipeline, facilitates physician contracts in partnership with Legal and partners with Supply Chain leadership to audit vendor invoices and enterprise agreements. The role also serves as a primary resource for healthcare regulations, monitoring compliance trends, resolving complex contract disputes and directly advising senior leadership on institutional risks and legal updates.

MINIMUM REQUIREMENTS

Education: Bachelor’s degree in Business Administration, Healthcare Administration, Legal Studies or a related field. Master’s degree or professional certifications (e.g., CHC, CPC, CCS) preferred. Additional years of experience may be considered in lieu of a formal degree.

Experience: Seven years of progressively responsible, directly related experience, including at least three years in a leadership role, in contract management or healthcare compliance when accompanied by a Bachelor’s degree. Eleven years of progressively responsible, directly related experience, including at least three years in a leadership role, in contract management or healthcare compliance when accompanied by a high school diploma or equivalent. Direct experience in contract compliance is strongly preferred.

Other Credentials:

Knowledge and Skills: Strong working knowledge of federal and state healthcare laws, including Stark Law, Anti-Kickback Statutes, HIPAA, and Business Associate Agreements. Deep understanding of the practical, financial and regulatory requirements of physician contract and medical director agreements, including Fair Market Value (FMV) standards. Strong working knowledge of contract management software, pipeline tracking and routing systems from initial request to digital archiving. Comprehensive understanding of how operations, supply chain, legal counsel and finance departments interconnect during the contract lifecycle. Professional proficiency with the full Microsoft Office suite of applications. Excellent written and verbal communication skills, including the ability to convey complex legal and financial terms clearly to any audience.

ESSENTIAL FUNCTIONS

  • Establish and maintain the system-wide contract operations framework, ensuring all agreements comply with legal policies and healthcare regulatory standards
  • Lead, mentor and evaluate the contract management team, fostering collaboration, professional growth and clear communication across departments
  • Develop and implement practical policies, procedures and daily protocols for system-wide contract administration and compliance monitoring
  • Coordinate with finance, legal, human resources, supply chain, information technology and clinical leaders to ensure contract management strategies support organizational goals
  • Oversee Capital Health’s contract pipeline, tracking the requisition, drafting, execution and storage of physician arrangements and enterprise-wide vendor agreements
  • Design and enforce internal financial audit controls to validate that incoming vendor and physician invoices match approved contract terms
  • Serve as the primary authority and escalation point for internal departments regarding contract terms, processing bottlenecks and compliance questions
  • Drive compliance with healthcare laws, including Stark Law, Anti-Kickback Statutes and HIPAA Business Associate Agreements
  • Direct and certify the documentation process for physician contracts, ensuring strict adherence to FMV and commercial reasonableness standards
  • Develop and implement resolution strategies for complex contract disputes, structural compliance breaches and vendor performance issues
  • Identify and evaluate significant contract compliance issues, escalating matters as needed to legal counsel or senior leadership
  • Advise senior leadership and executive stakeholders on emerging regulatory changes, industry trends and institutional risks associated with hospital agreements
  • Direct the preparation of periodic compliance metrics, risk assessments and pipeline trend reports for executive review
  • Monitor contract performance metrics and industry best practices to drive continuous process improvements across the contracts team
  • Perform other duties as assigned
