Position Summary
The Billing Specialist is responsible for supporting the accurate and timely billing of telecommunications construction projects while maintaining the documentation necessary to ensure completed work is properly captured, approved, and invoiced.
This position works closely with Project Managers, Construction Managers, field personnel, subcontractors, customers, and accounting staff to verify production, resolve billing discrepancies, and maintain accurate project records.
In addition to billing responsibilities, this position will assist with utility locate requests and ticket management for projects throughout Illinois, Indiana, and Michigan. The Billing Specialist must be highly organized, detail-oriented, comfortable working with multiple projects and systems, and able to follow up consistently to keep both billing and locate activities moving.
Key Responsibilities
Billing & Production
- Review daily production reports, field documentation, maps, redlines, and other supporting information for accuracy and completeness.
- Enter and maintain production information within company and customer tracking systems.
- Prepare customer billing based on approved production, contract pricing, units completed, and applicable purchase orders.
- Verify quantities, rates, project codes, locations, and supporting documentation before billing submission.
- Ensure all billable work is captured and submitted within required customer billing cycles.
- Track production from completion through customer approval and invoicing.
- Identify missing, incomplete, or rejected production and work with the appropriate Project Manager, Construction Manager, or field personnel to resolve issues.
- Research billing discrepancies and assist with corrections, resubmissions, and rejected invoices.
- Maintain organized billing records and supporting documentation for each project.
- Track unbilled production and aging items to prevent completed work from remaining unbilled.
- Assist with customer billing portals, spreadsheets, purchase orders, work orders, and other project-specific billing requirements.
- Communicate billing deadlines and outstanding documentation needs to project teams.
- Assist management with billing reports, production summaries, and reconciliation as needed.
Utility Locate Requests – IL, IN & MI
- Submit and manage utility locate requests for active telecommunications construction projects throughout Illinois, Indiana, and Michigan.
- Coordinate locate tickets through the appropriate state One Call/811 systems.
- Review project information, maps, addresses, work areas, and construction schedules before submitting locate requests.
- Maintain accurate records of locate ticket numbers, submission dates, expiration dates, statuses, and required updates.
- Monitor active tickets to ensure locates remain valid throughout construction.
- Submit renewals, updates, extensions, or remarks as necessary to prevent ticket expiration.
- Communicate locate status with Project Managers, Construction Managers, supervisors, and field crews.
- Follow up on incomplete, delayed, or questionable utility responses and escalate issues when necessary.
- Assist field personnel with obtaining ticket information and documentation when requested.
- Maintain organized records of locate requests and related communications.
- Help ensure construction does not proceed without the appropriate utility locate documentation and ticket status.
Project & Operations Support
- Maintain communication with Project Managers regarding production, billing, and locate-related issues.
- Assist with tracking projects from field production through billing completion.
- Help identify recurring documentation or production issues that delay customer approval or billing.
- Maintain customer-specific billing requirements and ensure internal teams understand documentation expectations.
- Support the Operations and Accounting teams with reporting, reconciliations, document organization, and other administrative needs.
- Assist with additional office and operational responsibilities as workload and business needs require.
Requirements
Qualifications
- High school diploma or equivalent required; associate degree in Accounting, Business Administration, Construction Management, or a related field preferred.
- Previous experience in billing, telecommunications, underground utility construction, construction administration, or project coordination preferred.
- Experience with fiber construction, directional drilling, underground utilities, or telecommunications production billing is highly preferred.
- Familiarity with utility locate/811 processes is preferred.
- Strong Microsoft Excel skills and ability to learn customer-specific billing and project management systems.
- Strong attention to detail and ability to identify discrepancies in production and billing documentation.
- Ability to manage multiple projects, deadlines, locate tickets, and billing cycles simultaneously.
- Strong written and verbal communication skills.
- Ability to communicate effectively with field personnel, management, customers, and subcontractors.
- Must be dependable, organized, and comfortable following up with others to obtain required information.

Performance Expectations
Success in this position will be measured by the accuracy and timeliness of customer billing, reduction of unbilled production, completeness of supporting documentation, proper management of utility locate requests, and effective communication between the office and field teams.
The Billing Specialist is expected to take ownership of assigned billing and locate responsibilities, proactively identify missing information, and follow issues through resolution rather than allowing incomplete items to remain outstanding.
Work Location
This position is based in Morris, Illinois and supports telecommunications construction operations and utility locate coordination across Illinois, Indiana, and Michigan.
