Emergency Medical Services Training Officer

General Definition of Work
Performs difficult technical and administrative work coordinating the emergency medical services program to include maintaining comprehensive training and credentialing records; does related work as required.  Work is performed under the general supervision of the Emergency Medical Services Director.  

Essential Functions/Typical Tasks
Planning, organizing and directing emergency medical services in-service training programs; providing technical assistance; preparing and maintaining files and records; preparing reports;

Assures staff skills are adequate; evaluate new and existing employees’ skills in the field.
Revise and develop medical protocols and procedures as needed.
Analyzes agency response and methods to increase efficiency and effectiveness in the delivery of services.
Evaluates service delivery by quality improvement reviews of calls; reviews written patient care reports for compliance with standing orders, on-line medical control, state regulations, federal laws and regulations, and agency policy and procedures; recommends changes for new policy, procedures and guidelines.
Develops and conducts the EMS in-service training program for new employees and remediation training for all employees on skills, equipment, protocols, etc.
Oversees medical supplies and inventory and assists in the reordering of supplies.
Responds to calls in cases of staff shortages, natural disasters, major incidents, or any situation deemed necessary by the EMS Director; observes department employees’ performance.
Prepares a variety of complex and/or confidential reports requested; maintains confidential files.
Performs related tasks as required.Knowledge, Skills, and Abilities
Thorough knowledge of emergency medical services administration, practices and procedures; thorough knowledge of emergency medical treatment; thorough knowledge of laws and regulations pertaining to emergency medical services; ability to express ideas effectively, orally, and in writing; ability to operate various software applications including word processing, spreadsheets, and data management programs; ability to establish and maintain effective working relationships with medical agencies, community organizations and the general public; Has general knowledge of County geography and street system.

Education and Experience
Any combination of education and experience equivalent to graduation from an accredited community college with major course work in medical technology or related field and considerable experience including supervisory experience in emergency medical services with a minimum of 5 years of experience as a Paramedic.Physical Requirements
This is very heavy work requiring exertion in excess of 100 pounds of force occasionally, in excess of 50 pounds of force frequently, and in excess of 20 pounds of force constantly to move objects; work requires climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, and repetitive motions; vocal communication is required for conveying detailed or important instructions to others accurately, loudly, or quickly; hearing is required to perceive information at normal spoken word levels; visual acuity is required for depth perception, color perception, night vision, peripheral vision, preparing and analyzing written or computer data, use of measuring devices, operation of machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions, noise, vibration, hazards, atmospheric conditions, and oils.  The worker may be exposed to bloodborne pathogens and may be required to wear specialized personal protective equipment.

Special Requirements
Possession of an appropriate driver’s license valid in the State of North Carolina.   Possession of EMT-Paramedic certification from the North Carolina Office of Emergency Medical Services; Possession of or completion of NIMS 700 and 800; ICS 100, 200, 300 and 400 within 12 months of employment.
