WATER TREATMENT PLANT OPERATOR

Currently, the City of Belleville has an exciting opportunity for a highly motivated, strategic, and dynamic individual to join our Environmental Services Department as a Water Treatment Plant Operator.

Hours: 40 hours per week; 8-hour shifts, evenings, nights, weekend and Statutory Holiday work is required.

Salary: rate of pay is in accordance with Certificate Level:
            WTP Operator OIT                    $33.56
            WTP Operator Level 1              $37.00
            WTP Operator Level 2              $37.80
            WTP Operator Level 3              $40.86
            WTP Operator Level 4              $42.02

PURPOSE AND SCOPE:
Reporting to the Supervisor of Water Treatment Operations, the position involves the operation of a Level IV Water Treatment Plant and associated facilities under supervision, transitioning to independent operations through progressive training. The position will support smooth plant operations by learning tasks, assisting operators, and eventually executing tasks independently. Potential for solo operation during rotating shifts and participation in on-call (24 hours, 7 days, on a year-round basis) rotation, ensuring continuous water treatment operations.

KEY DUTIES AND RESPONSIBILITIES:
  • Independently and collaboratively operate a Level IV Water Treatment plant on a rotating shift schedule (24/7/365)
  • Monitor and adjust operational parameters both manually and by Supervisory Control and Data Acquisition (SCADA) operations.
  • Make and implement operational changes to ensure that water quality and quantity meets the legislative requirements as per the SOWA and associated Regulations as well as City requirements.
  • Install, maintain and calibrate instrumentation and facility equipment as per industry standards and standard operating procedures.
  • Repair and replace equipment as required.
  • Perform analytical sampling and laboratory work for plant and distribution operations.
  • Maintain proper and legible records and logs of operations.
  • Prepare reports and summary data.
  • Clearly and effectively communicate operational information at shift changes.
  • Handle, decant and receive chemicals.
  • Work in confined spaces and from heights when required.
  • Clean and maintain work environment in a hygienic state.
  • Troubleshoot and assist with plant optimization.
  • Order and receive required bulk chemicals.
  • If assigned - perform On-call duties (24/7) under direction from the Operator-in-Charge (OIC).
  • Be available within 20 minutes response time when on-call.
  • Handle customer complaints as per applicable Standard Operating Procedures.
  • Administer emergency after-hours calls from Ontario One Call.
  • Participate in Joint Health & Safety Committee and Quality Management Systems audits and inspections.
  • Maintain facility and facility grounds as required.
  • Communicate professionally, and effectively with stakeholders and members of the general public, promoting a high standard of customer service.

QUALIFICATIONS
MINIMUM EDUCATION:
  • High School Diploma
  • Valid OIT in Water Treatment Subsystem MECP Certification as per OREG 128/04, with the ability to obtain licensing to the level of the Facility (WTP level 4).
  • Valid Class G Driver’s license with safe driving record, to be held and maintained.
  • Current Satisfactory Criminal Record Check (“CRC”) prior to commencing work at the City of Belleville.
ASSET EDUCATION:
  • Successful completion of a two (2) year post-secondary program in Civil Engineering, Environmental, Electrical or Mechanical field or other suitable equivalent that would enable operator certification up to the level of the facility (in accordance with 0. Reg. 128/04 as amended from time to time).
  • Ability to obtain licensing to the level of the Facility (WTP Level 4)
  • Thorough knowledge of SCADA and/or PLC and Network systems.
  • Knowledge of Ontario Drinking Water Quality Management Standards
  • Training on Hach analytical equipment.
MINIMUM EXPERIENCE:
  • One (1) year of operational experience in a Large Municipal Residential System or Industrial, mechanical, or electrical maintenance exposure.
  • Demonstrated exceptional mechanical aptitude.
  • Proficient in the use of hand and power tools.
  • Ability to complete tasks involving heavy pushing, pulling, and lifting on a regular basis(up to 22.5kg)
ASSET EXPERIENCE:
  • Three (3) years of experience in industrial, mechanical, or electrical maintenance.
  • Exposure to SCADA environment.
  • General maintenance and troubleshooting experience.
  • General lab experience for turbidity, chlorine, fluoride and bacteriological sampling and testing.
  • Experience in Generator operation and maintenance.
  • Experience in instrument calibration and maintenance.
  • Shift and on-call experience.
  • Experience working independently
  • Ability to work alone in operational decision-making situations and implement changes to treatment processes.
  • Working knowledge of provincial Safe Drinking Water legislation.
  • Demonstrated record keeping, time management, organizational skills.
  • Excellent communication verbal and written skills.
  • Computer proficiency including MS Office, Excel, Outlook.
