Project Overview
The AFGHS-Jhpiego project is funded by the U.S. Department of State (DoS) to support the delivery of lifesaving, comprehensive maternal, newborn and child health (MNCH) and malaria services across Mainland Tanzania and Zanzibar. It aims to improve service and data quality, strengthen health-system integration and resilience, facilitate effective transition, and promote local ownership and accountability for sustained health outcomes.
Jhpiego works closely with the Ministries of Health in Mainland Tanzania and Zanzibar, the Reproductive and Child Health Section (RCHS), the National Malaria Control Programme (NMCP), the Zanzibar Malaria Elimination Programme (ZAMEP), and Regional Administration and Local Government (RALG) structures to align implementation with national priorities and strengthen locally led implementation and oversight.
The Field Team Leader (FTL) is a hybrid technical and regional leadership position that provides overall leadership, coordination, and management of AFGHS-Jhpiego field implementation across assigned regions, while also providing technical leadership and hands-on technical assistance in one designated area of expertise: Maternal and Newborn Health (MNH), Child Health and Nutrition (CH+N), or Malaria. The Field Team Leader (FTL) provides overall leadership, coordination, and management of AFGHS-Jhpiego field implementation across assigned regions, covering both malaria and MNCH activities where both are implemented within the same region. The FTL works closely with regional and council government counterparts to co-design implementation approaches that respond to local priorities and support achievement of agreed project milestones and results. The FTL facilitates joint planning, implementation, monitoring, and problem-solving with government stakeholders, while progressively strengthening government leadership and ownership of project-supported activities. The FTL also supports implementation of transition and sustainability plans, working with government and other stakeholders to systematically transition appropriate program activities, capacities, tools, and responsibilities to designated institutions and structures to sustain results beyond project support.
The FTL directly supervises and coordinates field team members, ensuring they are organized, supported, and accountable for delivery of approved activities. Working closely with MNCH and malaria technical teams, MERL, program, and operational teams, the FTL identifies and addresses implementation bottlenecks, monitors progress and ensures timely follow-up on agreed actions. The FTL serves as the primary project counterpart to regional and council health management teams, ensuring alignment with government structures, effective partner coordination, and responsive engagement.

Responsibilities
Regional Field Coordination and Oversight
- Provide overall coordination and oversight of field teams and implementation across assigned regions.
- Serve as the primary regional point of contact for project implementation, coordination, communication, and partnerships.
- Collaborate with regional and council authorities to co-design, co-implement, and monitor activities aligned with government priorities, plans, and systems.
- Ensure activities are delivered within approved work plans, budgets, scope, and timelines and contribute to achievement of project milestones and targets.
- Coordinate with Department of State (DOS) partners and other stakeholders to promote integration, complementarity, and cost efficiencies.
Supervision and Team Management
- Supervise and coordinate technical, community engagement, MERL, and operations field staff within the region.
- Ensure strong linkages of project field team with regional and district/council health management teams to co-design and co-implement all project funded activities
- Ensure clarity of roles, performance expectations, and effective coordination of technical and administrative reporting lines for all field personnel.
- Promote government lead programming, collaboration with stakeholders at all levels, teamwork, accountability, and timely problem-solving across field teams.
Technical Leadership and Assistance
- Serve as a regional technical resource in the FTL’s designated area of expertise while leading integrated field implementation.
- Provide hands-on technical assistance, mentorship, and supportive supervision to RHMTs, CHMTs, health facilities, and other stakeholders to strengthen service quality and implementation of national standards.
- Work with project and government technical teams to identify performance gaps, co-design solutions, and translate national guidance into effective field implementation.
- Use routine data to target technical assistance, support quality improvement, and monitor achievement of technical milestones.
- Strengthening government capacity and ownership to progressively lead and sustain technical interventions and transition appropriate responsibilities to government systems
Government and Partner Engagement and Coordination
- Serve as the primary project counterpart to RHMTs, CHMTs, and other regional and council-level government stakeholders, fostering strong government leadership and ownership.
- Facilitate joint planning, co-design, co-implementation, and monitoring of project activities with government counterparts, aligned with government priorities, work plans, and systems.
- Coordinate engagement with DOS implementing partners and other stakeholders to promote complementarity, address implementation gaps, and avoid duplication.
- Integrate project activities into existing regional and council planning, coordination, performance review, and accountability mechanisms.
- Facilitate regular government and partner reviews to assess progress, resolve implementation bottlenecks, and ensure timely follow-up on agreed actions and milestones.
Operational and Logistical Coordination
- Coordinate regional operational and logistical needs in collaboration with the Sr Operations Manager.
- Ensure timely requisition, distribution, and utilization of resources to support uninterrupted field activities.
- Facilitate dissemination of technical guidelines, job aids, communication materials, and monitoring tools.
Monitoring, Data Use, and Reporting
- Participate in regional monitoring, quality assurance, and learning activities, including data review meetings.
- Use routine data and field feedback to track progress, identify implementation challenges, and support corrective action.
- Prepare and submit regular regional updates on implementation progress, performance against targets, and emerging issues.
Communication and Escalation
- Maintain regular communication with field teams, partners, and government counterparts.
- Escalate critical implementation risks, delays, or performance issues to the Program Manager with proposed solutions.
- Lead follow-up on agreed actions from coordination and review meetings.
Required Qualifications
- Bachelor’s degree in medicine, Nursing, Midwifery, Public Health, Nutrition, or another relevant health-related field required, with demonstrated technical expertise in Maternal and Newborn Health (MNH), Child Health and Nutrition (CH+N), or Malaria. A master’s degree in a relevant health or public health field is preferred.
- At least 6-7 years of progressively responsible experience managing or coordinating large-scale health program implementation in Tanzania.
- Demonstrated experience working with RALG structures, including RHMTs and CHMTs, and coordinating with multiple implementing partners.
- Strong experience translating approved work plans into coordinated regional implementation, tracking progress, and addressing operational bottlenecks.
- Demonstrated familiarity with use of routine health data and field reports to monitor performance, support problem-solving, and inform corrective action.
- Demonstrated technical experience in Maternal and Newborn Health (MNH), Child Health and Nutrition (CH+N), or Malaria, including provision of technical assistance to government and health service delivery teams.
- Proven experience working on U.S. Government–funded or other donor-funded health projects, with familiarity with compliance, reporting, and accountability requirements.
Preferred Qualifications
- Strong analytical, communication, and report-writing skills.
- Fluency in Kiswahili and English required.
- Proactive, self-motivated, and able to work with minimal supervision
- Experience in training facilitation, supervision, and quality improvement.
- Proficiency in MS Office applications.
- Strong teamwork and interpersonal skills.
- Ability to undertake regular travel within the assigned region and provide periodic support to other project-supported areas, as required.
