Location: Summit Station, Greenland. Depending on the specific assignment and project needs, work may also be performed from Kangerlussuaq, Greenland, remotely/off-site at contractor facilities, or through occasional meetings at NSF Headquarters in Alexandria, Virginia
Period of Performance: Up to 5 years, consisting of a 1-year base period plus four 1-year option periods, subject to the exercise of options

Position/Project Overview:
Project Solutions Inc. is seeking a Commissioning Agent to support the National Science Foundation (NSF) Summit Station Modernization and Recapitalization (SuMR) Project in Greenland, involving the engineering and construction of an elevated research station to replace existing surface structures. The project requires owner-side construction management, project oversight, quality assurance, commissioning, and coordination to support successful project execution. The Commissioning Authority (CxA) will provide commissioning planning and oversight for the SuMR Project’s design, construction, and commissioning activities. The role will support technical oversight of facility systems, including HVAC, electrical, controls/BAS, emergency power, life safety, TAB verification, and integrated systems.
This role is contingent upon award of project.
Responsibilities and Duties:
- Provide commissioning planning and oversight services throughout the project.
- Provide technical support for oversight, commissioning, and quality assurance of project design, construction, and commissioning activities.
- Provide technical expertise to support project activities, including deployment to project worksites when required.
- Support and provide recommendations regarding quality assurance surveillance of project planning, integration, execution, and inspection activities.
- Review reports from third-party testing and inspection services covering project facilities and equipment components.
- Provide subject-matter expertise for peer reviews and specialty reports related to project technical requirements.
- Support commissioning activities involving major facility systems, including HVAC, electrical, controls/BAS, emergency power, life safety, Testing and Balancing (TAB) verification, and integrated systems.
- Coordinate commissioning activities with the project team and other project teammates as required for successful project execution.
- Assist with research and development technical management and oversight as required by the project.
Required Education, Knowledge and Skills:
Education/Certification:
- Bachelor’s degree in Mechanical Engineering, Electrical Engineering, Architectural Engineering, Building Science, Construction Engineering, or a related discipline
- Relevant professional certification(s) preferred, such as ASHRAE BCxP, AEE CBCP, AABC Certified Commissioning Authority (CxA), or other relevant specialty credentials
Experience:
- Minimum 10 years of progressively responsible commissioning experience
- 5+ years of experience directly performing or leading commissioning in polar environments is preferred
- Demonstrated commissioning experience with major HVAC systems
- Demonstrated experience commissioning electrical systems
- Experience with controls and Building Automation Systems (BAS)
- Experience commissioning emergency power and life safety systems
- Experience with Testing and Balancing (TAB) verification
- Demonstrated experience with integrated systems commissioning
- Federal/DoD experience is strongly preferred, with USACE/NAVFAC experience highly desirable
