The Director of Construction is responsible for developing and executing capital investment strategies across a portfolio of multifamily affordable housing communities. The role serves as the owner's representative and strategic partner to Asset Management, Property Management Companies (PMCOs), consultants, and contractors to ensure capital projects align with business plans, regulatory requirements, operational needs, and long-term asset preservation objectives.

The Director manages all phases of capital planning and project execution, including property assessments, budgeting, forecasting, procurement, construction oversight, risk management, and project closeout. This position requires strong financial acumen, technical expertise, leadership, and the ability to influence internal and external stakeholders across a geographically dispersed portfolio.

What you will do:

·     Partner with Asset Managers to develop property-specific capital strategies aligned with approved business plans.

·     Evaluate property conditions, physical risks, deferred maintenance, regulatory requirements, and operational needs to prioritize capital investments.

·     Develop short- and long-term capital improvement plans that preserve asset value and support portfolio performance objectives.

·     Support acquisition and disposition activities through construction due diligence, capital needs assessments, and investment recommendations.

·     Identify opportunities to improve asset performance through strategic capital deployment, value engineering, modernization, and operational efficiencies.

Budgeting, Forecasting & Financial Management

·     Lead development of annual capital budgets and multi-year capital plans across assigned assets.

·     Maintain accurate project forecasts and identify budget risks, cost variances, and funding requirements.

·     Monitor capital spending and project performance against approved budgets and schedules.

·     Partner with Asset Management and Finance to provide timely reporting on project status, forecast accuracy, budget utilization, and portfolio capital deployment.

·     Recommend reallocation of capital resources based on changing portfolio priorities and project performance.

Project Management & Execution

·     Manage the complete project lifecycle, including project identification, scope development, bidding, contracting, permitting, construction oversight, closeout, and warranty administration.

·     Review scopes of work, contractor proposals, budgets, schedules, and consultant recommendations to ensure project objectives are achieved.

·     Establish clear project expectations and performance standards for contractors, consultants, and property management partners.

·     Conduct site visits and project reviews to verify quality, schedule adherence, budget compliance, and alignment with company standards.

·     Ensure completed work complies with applicable codes, permits, contracts, regulatory requirements, and company expectations.

Vendor & Stakeholder Management

·     Develop and maintain strong working relationships with PMCOs, contractors, architects, engineers, consultants, housing authorities, and regulatory agencies.

·     Lead procurement efforts, including bidder identification, bid solicitation, evaluation, negotiation, and contract execution.

·     Evaluate vendor performance and support strategic sourcing initiatives that improve service quality, consistency, and cost effectiveness.

·     Serve as a trusted advisor and construction subject matter expert to cross-functional teams.

Risk Management & Compliance

·     Identify construction, operational, financial, and compliance-related risks and develop mitigation strategies.

·     Ensure projects are completed in accordance with company policies, funding requirements, applicable regulations, and industry standards.

·     Support portfolio compliance initiatives related to affordable housing programs, regulatory requirements, safety, and risk management.

·     Escalate critical issues and recommend corrective actions when project performance deviates from approved plans.

Data, Reporting & Continuous Improvement

·     Maintain accurate project information within company systems and reporting platforms.

·     Use project and portfolio performance data to support forecasting, resource planning, decision-making, and capital prioritization.

·     Develop and implement process improvements that enhance efficiency, consistency, transparency, and accountability.

·     Support development of construction standards, operating procedures, reporting tools, and portfolio best practices.

Leadership & Talent Development

·     Foster collaboration across Construction, Asset Management, Investments, Compliance, and Operations.

·     Promote a culture of accountability, continuous improvement, customer service, and operational excellence.
