Job Overview
GENERAL SUMMARY
Under the general direction of the Assistant Vice President, Business Development, performs responsible, professional-level work implementing and administering assigned segments of the Board's Small Business Enterprise (SBE) and other business development programs and initiatives, disseminates information pertaining to contracting and concession opportunities at the Board and monitors contract compliance with requirements; performs special projects of a varied nature.
PRINCIPAL DUTIES AND RESPONSIBILITIES
- Assists in the development and implementation of Business Development program policies and procedures in assigned program areas including 49 CFR Part 23 and 26. Program areas include architectural & engineering, construction, goods, professional and non-professional services, commercial development and/or airport concessions.
- Researches, implements, administers and evaluates assigned segments of the Board's Business Program including certification status, outreach, contract or concession solicitation, monitoring and compliance.
- Serves as liaison between the department and other internal departments and external stakeholders.
- Assists in coordinating and disseminating information on available business opportunities; solicits and promotes business development resources such as in joint ventures, financial, technical and managerial support assistance, workshops and seminars.
- Maintains and updates information for assigned contracts/agreements on an automated comprehensive business database; assists with the production of the Board's vendor listings and related reports.
- Attends pre-bid, pre-proposal and pre-construction conferences to explain program requirements and to respond to questions.
- Monitors assigned contracts for compliance with the Board's Business Development Program requirements; reviews, analyzes and attempts to resolve contractual compliance and technical problems; recommends corrective action.
- Compiles and analyzes statistical data and prepares quarterly and ad hoc reports for assigned area(s).
- Prepares and maintains accurate and up-to-date records and statistical data demonstrating the Board's business development efforts and accomplishments.
- Researches and coordinates analysis and assists in the development of Program policies and procedures, in assigned program areas.
- Prepares Power Point presentations and conducts presentations and speeches at seminars, meetings and civic functions to inform the public of contracting and employment opportunities at the Board.
- Assists in coordinating DFW Airport’s participation, local business community luncheons, dinners, and exhibits logistics to ensure DFW Airport has the highest visibility to the public and business community.
- Assists in coordinating Business Development Department-sponsored events on-airport and off-airport to promote DFW Airport’s business opportunities. Host events and can be a representative and/or point of contact.
- Assists with event logistics as deemed necessary.
MINIMUM REQUIREMENTS
- Bachelor's degree in business or public administration or a related field.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
- Knowledge of basic principles, practices and procedures of contract administration, project/business management and bidding laws.
- Knowledge of federal, state and local equal opportunity and affirmative action laws, ordinances, statutes, etc., as they relate to assigned program area(s).
- Knowledge of submittals, estimates, project specifications and evaluation of bids.
- Proficient in the use of Microsoft Office Suite.
- Ability to compile, analyze and evaluate facts and data, make sound judgments and prepare and present concise oral and written reports and recommendations.
- Ability to communicate clearly and effectively, both orally and in writing, at all levels within and outside the Board.
- Ability to make public presentations and to conduct workshops and training sessions.
- Ability to develop and implement efficient systems and procedures.
- Ability to establish and maintain harmonious and effective internal and external working relationships.
