 Job Title: Senior Planning and Cost Control Engineer – Offshore Island Project

KBR Abu Dhabi PMC Team  is currently looking to fill a position of Senior Planning and Cost Control Engineer  for an Offshore Island Project to be based in UAE ( Abu Dhabi) as soon as the administrative processes are completed, will then relocate to Spain Office and then return to Abu Dhabi .

Job Purpose

The Senior Planning & Cost Control Engineer is responsible for the development, monitoring, analysis, and control of project schedules, costs, progress measurement, and reporting for ADNOC Offshore EPC, Brownfield, Shutdown, Maintenance, and Capital Projects. The role ensures that project execution aligns with ADNOC standards, contractual requirements, project milestones, budget targets, and HSE objectives.

The position plays a critical role in providing management with accurate project performance data, forecasting project outcomes, identifying risks and opportunities, and recommending corrective actions to achieve successful project delivery.

Key Responsibilities

Planning & Scheduling

• Develop detailed EPC project schedules using Primavera P6 in accordance with ADNOC project control procedures.
• Establish Project Work Breakdown Structure (WBS), coding structure, calendars, and resource loading.
• Prepare baseline schedules for Engineering, Procurement, Construction, Hook-up, Commissioning, and Start-up activities.
• Monitor critical paths, near-critical activities, and schedule performance indicators.
• Perform schedule risk analysis and prepare recovery plans where required.
• Review contractor and subcontractor schedules for compliance with project requirements.
• Conduct delay analysis and extension of time (EOT) assessments.

Cost Control & Budget Management

• Establish project cost control systems and procedures.
• Prepare and maintain project budgets and cost breakdown structures (CBS).
• Monitor project expenditures, commitments, accruals, and forecast costs.
• Analyze cost variances and recommend corrective actions.
• Prepare monthly cost reports and management dashboards.
• Monitor change orders, variation requests, and claims impact on project cost.
• Support management in project cash flow forecasting and budget reviews.

Progress Measurement & Earned Value Management

• Implement project progress measurement methodologies.
• Monitor engineering, procurement, and construction progress against approved baselines.
• Perform Earned Value Management (EVM) analysis.
• Calculate and monitor:
  • Schedule Performance Index (SPI)
  • Cost Performance Index (CPI)
  • Planned Value (PV)
  • Earned Value (EV)
  • Actual Cost (AC)
• Identify schedule slippages and forecast completion dates.

Reporting & Performance Analysis

• Prepare weekly and monthly project control reports.
• Generate S-Curves, productivity reports, manpower histograms, and progress dashboards.
• Present project status reports to ADNOC Offshore, PMC, and senior management.
• Develop project KPIs and performance metrics.
• Maintain project control databases and reporting systems.

Change Management & Claims Support

• Evaluate schedule and cost impacts of changes, variations, and scope growth.
• Support preparation and review of claims and contractual correspondence.
• Conduct forensic schedule analysis for dispute resolution when required.
• Assist commercial teams in claim substantiation and entitlement assessments.

Risk Management

• Identify project risks affecting schedule and cost performance.
• Participate in project risk workshops and mitigation planning.
• Monitor implementation of mitigation and recovery actions.
• Maintain project risk registers related to schedule and cost.

Stakeholder Coordination

• Coordinate closely with Engineering, Procurement, Construction, Commissioning, and Commercial teams.
• Interface with ADNOC Offshore representatives, PMC consultants, subcontractors, and project management teams.
• Participate in progress review meetings and management presentations.

Minimum Qualifications

• Bachelor's Degree in Mechanical Engineering, Civil Engineering, Electrical Engineering, Construction Engineering, or related discipline.
• Professional certifications such as PMP, PMI-SP, CCP, or AACE certification are preferred.
• Primavera P6 Professional Certification is highly desirable.

Experience Requirements

• Minimum 10-15 years of experience in project planning and cost control.
• Minimum 5 years' experience on ADNOC, ADNOC Offshore, Saudi Aramco, QatarEnergy, or major Oil & Gas EPC projects.
• Proven experience in:
  • Offshore Oil & Gas Facilities

Technical Skills

• Expert knowledge of Primavera P6.
• Advanced proficiency in Microsoft Excel.
• Experience with Power BI and reporting tools.
• Strong knowledge of Earned Value Management (EVM).
• Familiarity with ADNOC Offshore project execution procedures.
• Understanding of EPC contracting and project lifecycle management.
• Sound knowledge of:
