Parsons is seeking a highly accomplished Executive Director to provide executive leadership and strategic oversight for the Site Supervision Consultancy Services for a luxury hospitality and entertainment development in Qatar. The development is a state-of-the-art entertainment hub, set to attract millions of visitors annually with its immersive experiences and diverse attractions.

The Executive Director will serve as Parsons' executive representative to the Client and executive stakeholders, ensuring the successful delivery of construction supervision services for this landmark mixed-use hospitality and entertainment destination. The role provides executive governance, commercial oversight, and strategic leadership throughout the construction, testing & commissioning, handover, and Defects Liability Period (DLP), ensuring the supervision team effectively fulfills its contractual obligations and supports the successful delivery of the Project.

The Executive Director shall ensure the Site Supervision Consultancy Services are delivered in accordance with the Client's objectives for quality, schedule, safety, regulatory compliance, and operational readiness while maintaining strong relationships with senior Client representatives, developers, operators, contractors, government authorities, and executive stakeholders.

SPECIFIC RESPONSIBILITIES:

  • Provide executive leadership for the overall Site Supervision Consultancy commission.

  • Act as Parsons' primary executive representative to the Client's executive management and key stakeholders.

  • Provide strategic direction and executive support to the Project Director and senior site supervision leadership team.

  • Ensure the Site Supervision team effectively administers the construction contract and monitors contractor compliance with the Contract Documents, approved drawings, specifications, applicable codes, and project requirements.

  • Provide executive oversight of project performance across construction progress, quality, HSE, contract administration, testing & commissioning, handover, and DLP activities.

  • Lead executive-level meetings with the Client, developers, operators, contractors, government authorities, and other key stakeholders.

  • Review and endorse major project decisions, recovery strategies, contractual recommendations, claims, variations, and commercial matters requiring executive management involvement.

  • Support the timely resolution of critical construction, contractual, technical, commercial, and stakeholder issues affecting project delivery.

  • Provide executive oversight during key project milestones including site mobilization, major construction activities, testing & commissioning, substantial completion, handover, and Defects Liability Period.

  • Champion proactive risk identification, executive issue escalation, and effective mitigation strategies throughout project execution.

  • Promote collaboration between the Client, Contractor, designers, authorities, operators, and Parsons' supervision team to ensure successful project delivery.

  • Ensure implementation of international construction supervision best practices, Parsons' governance standards, and compliance with all applicable Qatari regulations and contractual requirements.

EDUCATION & SPECIFIC ROLE REQUIREMENTS:

  • Bachelor's Degree in Engineering, Architecture, Construction Management, or related discipline.

  • Master's Degree preferred.

  • Professional registration or certification (PMP, MRICS, PE, CEng or equivalent) preferred.

  • Minimum 20 years of experience managing major hospitality, mixed-use, or destination developments.

  • Extensive experience leading Construction Supervision, Engineer, Resident Engineering, or Construction Management commissions on major building developments.

  • Proven executive leadership of large multidisciplinary construction supervision teams.

  • Strong experience representing Clients or Consultants during construction delivery on major international developments.

  • Experience with luxury hospitality developments, integrated resorts, theme parks, or entertainment destinations is highly desirable.

  • GCC experience is highly desirable.

SKILLS/COMPETENCIES:

  • Comprehensive knowledge of executive leadership, construction supervision, contract administration, and project governance for large-scale hospitality, mixed-use, and destination developments.

  • Strong understanding of construction delivery, site supervision, quality assurance, contract administration, testing & commissioning, handover, and Defects Liability Period activities.

  • Extensive knowledge of construction contracts, commercial management, claims, change management, risk management, and contractor performance monitoring.

  • Proven ability to lead multidisciplinary teams comprising Resident Engineers, discipline engineers, inspectors, contractors, specialist suppliers, and project stakeholders.

  • Strong understanding of construction quality management systems, HSE requirements, regulatory compliance, and industry best practices.

  • Excellent stakeholder management, negotiation, presentation, and communication skills with executive-level Client representatives, contractors, authorities, and project partners.

  • Strong analytical and problem-solving capabilities with the ability to resolve complex construction, contractual, commercial, and project delivery challenges.

  • Ability to provide strategic leadership while fostering collaboration, accountability, and delivery excellence across large, multi-organizational construction environments.
