Parsons is looking for a highly accomplished Executive Director to provide executive leadership and strategic oversight for the Project Management Consultancy (PMC) services for a luxury hospitality and entertainment development in Qatar. The development is a state-of-the-art entertainment hub, set to attract millions of visitors annually with its immersive experiences and diverse attractions.
The Executive Director will serve as Parsons' executive representative to the Client and executive stakeholders, ensuring the successful delivery of this landmark mixed-use hospitality and entertainment destination. The role provides overall governance, executive decision-making, commercial oversight, and strategic leadership across all phases of the project from design completion through construction, testing & commissioning, handover, and the Defects Liability Period.
The Executive Director shall ensure the Project is delivered in accordance with the Client's objectives for quality, schedule, budget, safety, sustainability, governance, and operational readiness while maintaining strong relationships with senior Client representatives, developers, operators, investors, authorities, and executive stakeholders.
SPECIFIC RESPONSIBILITIES:
Provide executive leadership for the overall PMC commission.
Act as the primary executive representative between Parsons and the Client's executive management.
Establish the overall project governance framework and executive decision-making processes.
Provide strategic direction to the Project Director and senior leadership team.
Ensure alignment between project objectives, commercial strategy, risk management, and delivery priorities.
Lead executive-level meetings with the Client, developers, operators, investors, and government authorities.
Provide executive oversight of project performance across schedule, budget, quality, HSE, risk, procurement, and stakeholder management.
Review and endorse major project decisions, recovery plans, procurement strategies, commercial recommendations, and contractual matters.
Support resolution of major commercial, contractual, technical, and stakeholder issues.
Provide executive oversight during key project milestones including design approvals, procurement, construction commencement, testing & commissioning, handover, and DLP.
Champion proactive risk management and executive escalation of critical project issues.
Promote collaboration across all project participants to achieve successful project outcomes.
Ensure implementation of international project management best practices and Parsons' governance standards.
EDUCATION & SPECIFIC ROLE REQUIREMENTS:
Bachelor's Degree in Engineering, Architecture, Construction Management, Project Management, or related discipline.
Master's Degree preferred.
Professional registration or certification (PMP, MRICS, PE, CEng or equivalent) preferred.
Minimum 20 years of experience managing major hospitality, mixed-use, or destination developments.
Extensive PMC/Programme Management experience on luxury hospitality developments.
Proven executive leadership of large multidisciplinary teams.
Strong experience representing Clients on major international developments.
GCC experience is highly desirable.
SKILLS/COMPETENCIES:
Comprehensive knowledge of executive leadership, governance, and Programme Management principles for large-scale hospitality, mixed-use, and destination developments.
Strong understanding of project delivery across design management, procurement, construction, testing & commissioning, handover, and Defects Liability Period.
Extensive knowledge of commercial management, contract administration, change management, risk management, and executive financial oversight.
Proven ability to lead multidisciplinary teams comprising consultants, contractors, operators, and specialist stakeholders across complex programmes.
Strong understanding of corporate governance, strategic planning, performance management, and executive decision-making processes.
Excellent stakeholder management, negotiation, presentation, and communication skills with executive-level Client representatives and authorities.
Strong analytical and problem-solving capabilities with the ability to resolve complex commercial, contractual, and project delivery challenges.
Ability to provide strategic leadership while fostering collaboration, accountability, and delivery excellence across large multi-organizational environments.
