Description

This is administrative and technical police work in the direction of all employees and activities of the police department.   Work involves responsibility for the protection of lives and property in the City through the supervision of all police functions.  Work involves the efficient operation of the police department through control of activities, seeing that order is maintained and that laws and ordinances are enforced, and by taking measures to prevent crime and protect lives and property of the public through the planning of activities and the selection, training, assignment, supervision and discipline of all department members.   Work is performed with considerable independence and latitude in the conduct of police operation, and is subject to executive direction by the City Manager.
  • Formulates orders and regulations governing activities of the police department; confers with the City Manager and subordinate offices on the formulation of policies and practices of the department.
  • Formulates and prescribes work methods and procedures to be followed by members of the department; takes necessary steps in improving police operations; takes appropriate disciplinary action as required.
  • Plans and supervises enforcement of traffic and safety regulations and programs of crime prevention and detection.
  • Cooperates with state and federal officers in the apprehension and detention of wanted persons and with other agencies where activities of the police department are involved.
  • Advises and assists police officers in non-routine criminal or other investigations and personally participates in the more difficult problems encountered by subordinates.
  • Attends civic club meetings, churches, schools and other places of public gathering to explain the activities and functions of the police department and to establish public relations.
  • Reviews, presents, and monitors budget for the police department.
  • During occasions of local emergencies this position may be required to report to perform emergency tasks, which may result in extended work hours as well as extended periods of time away from family members. The Incident Commander and the employee’s department Head will make the determination as to who will be required to work.
  • This position if exempt from Veteran’s Preference
  • Performs related work as required.
 
KNOWLEDGE, ABILITY AND SKILLS

  • Thorough knowledge of the principles and practices of modern police administration and police methods; federal, state and local laws and ordinances which are enforced by the municipal police department.  
  • Strong organizational and management skills, bargaining unit and contract negotiations experience. 
  • Considerable knowledge of the scientific methods of crime detection and criminal identification; types and uses of firearms, communications and automotive equipment used in modern police work.  
  • Working knowledge of the principles and practices of modern police administration and organization.
  • Demonstrated success in addressing a number of police issues including crime reduction 
  • Hiring qualified officers in a competitive labor market, retaining experienced personnel, reducing turnover and improving morale, building positive relationships with residents, increasing transparency and accountability, promoting officer wellness and work-life balance  
  • Using intelligence-led data driven policing, cybercrime investigations, de-escalation, active shooter response, maintaining accreditation.
  • Budget management and strategic planning, coordination with community partners, strong relationship with schools, school safety, emergency preparedness, integrity and accountability. 


  • Bachelor’s degree in criminal justice, Law Enforcement, Public Administration from accredited college or university. 
  • A minimum of ten (10) years of career progression and attainment of at least the rank of Lieutenant. 
  •  Combination of training and experience will be considered.  
  • Education/training should include formal training in modern police administration methods and practices and scientific methods of crime prevention and detection
  • Must be able to become certified under Florida Police Standards and Training Requirements within six months.
  • . Attendance at the FBI National Academy, Quantico or Southern Police Institute, Louisville, KY.
This position is safety sensitive and is subject to testing for alcohol and controlled substances in accordance with the City’s current Drugs and Alcohol policy.

DURING OCCASIONS OF LOCAL EMERGENCIES THIS POSITION MAY BE REQUIRED TO REPORT TO PERFORM EMERGENCY TASKS, WHICH MAY RESULT IN EXTENDED WORK HOURS AS WELL AS EXTENDED PERIODS OF TIME AWAY FROM FAMILY MEMBERS.

PHYSICAL REQUIREMENTS:
Although the Police Chief’s duties consist primarily of administrative and managerial responsibilities, the position may require the Police Chief to work under the same or similar environmental conditions and perform many of the same physical activities required of police officers. The Police Chief must be able to:
  • Sit, stand, and walk intermittently for extended periods.
  • Lift and carry objects weighing up to 50 pounds.
  • Possess sufficient manual dexterity, physical strength, and coordination to subdue an arrestee when necessary.
  • Use fingers, hands, arms, legs, and feet effectively to perform essential job functions.
  • Hear and distinguish sounds necessary to perform essential job functions, without reliance on a hearing aid.
  • Possess adequate vision in both eyes, including near and far vision, color vision, and depth perception.
  • Pull, push, crawl, kneel, bend, stoop, balance, jump, run, and throw as required.
  • Operate patrol and other emergency vehicles under stressful and potentially hazardous circumstances.
  • Qualify with and safely handle a firearm in accordance with applicable department requirements.
  • Perform duties primarily indoors, with occasional outdoor work.
  • Work in varying climatic and environmental conditions associated with both indoor and outdoor operations.
  • Work in or around hazardous chemicals and/or gases, noise, contagious or infectious diseases, and potentially violent or confrontational situations.
  • Work in dark, dimly lit, or poorly illuminated areas.
  • Work in or around moving objects, equipment, and vehicles.
  • Work in confined or poorly ventilated areas when necessary.
  • Respond to and perform duties in potentially hazardous, rapidly changing, or emergency situations.
