Our employees are not only part of history, they're making history.Northrop Grumman is seeking an experienced and motivated professional for the role of Staff Supply Chain Subcontract Specialist (Level 5) with some experience in supply chain management, or related fields. The successful applicant will become a part of Northrop Grumman’s Multidomain Sensing, Targeting and Survivability (MSTS) Division within the Mission Systems (MS) Sector.
This position is a 9/80 schedule (every other Friday off), working a hybrid schedule out of the Rolling Meadows, IL facility.

• Sourcing and procuring specialized goods and services.
• Owning contractual management for the supplier.
• Coordinate and collaborate with key stakeholders such as contracts, engineering, quality, supplier development, planning, operations, program, and end-users.
• Prepare bid packages, conduct bidder conferences, and analyze and evaluate proposals. Negotiate subcontract provisions, select or recommend subcontractors, write awards, and administering resulting subcontracts.
• Develops subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and services
• In conjunction with quality organization, evaluate and monitor supplier quality and reliability, as well as the supplier's ability to support required delivery schedules.
• Identify strategies and opportunities to reduce costs, improve efficiency, and manage risk through strategic and targeted negotiations.
• Manages the performance of subcontracts, ensures compliance with all public law requirements as well as company (and business) policies and procedures, including import/export regulations.
• Employ sound business practices and assess supplier performance as part of follow-up activities.
• Ensure that appropriate documentation is provided to logistics/transportation & warehouse organization so that proper receipt is recorded.
• Manage and develop strategic/key suppliers. Review and approve supplier payments as needed.
• Strong strategic, innovative, and critical thinking skills.
• Strong verbal and written communication skills.
• Proficient knowledge in the MS Office suite, including MS Teams, OneNote, and Excel.
• Advanced Excel skills, including pivot tables, macros, advanced formulas, and building reports.
The Staff Supply Chain Subcontract Specialist will additionally be responsible for providing subcontracting process and compliance requirements guidance to junior Subcontract Specialists, Supplier Management Teams, and Integrated Product Team Leads. They will provide subject matter expertise in all aspects of supplier and subcontract management. Works in the general direction toward long-range goals and objectives. Assignments are often self-initiated. Performs independently with minimal management oversight.

Basic Qualifications for a Staff Supply Chain Subcontracts Specialist:
- Bachelor’s Degree with a minimum of 12 years of relevant experience in supply chain, business management or related field, or a Master’s Degree with at least 10 years of relevant experience in supply chain, business management or related field
- Experience with Subcontracts, Procurement and/or Contracts
- Experience working competitive and non-competitive US-government procurements/subcontracts
- Experience with SAP or related business application software
- Experience with Subcontract negotiations
- US Citizenship
- Ability to obtain and maintain a secret clearance
Preferred Qualifications for a Staff Supply Chain Subcontracts Specialist:
- Experience with compliance
- Experience managing international subcontracts
- Experience working Terms and Conditions exceptions
- Experience with special payment provisions (Milestones / Performance based payments)
