SUMMARY
Under limited general supervision, the Risk and Safety Manager develops, implements, administers, manages, and monitors all workplace safety and security programs to ensure a safe and secure workplace. Writes workplace safety and security plans and programs; and prepares and maintains required reports and records. The individual will ensure compliance with CAL-OSHA and OSHA workplace safety regulations and provide written reports regarding compliance with applicable local, state, and federal regulations; conduct inspections of District facilities; monitor legislative changes and recommends changes to policy. On occasion, will serve as the individual implementing workplace safety and security policy. Serves as the primary coordinator for all safety incidents that occur involving district personnel and equipment. Coordinates the creation of and provides training programs that are related to workplace safety and security, as well as training on various workplace safety and security topics to ensure information is broadly disseminated to all personnel subject to district safety and security protocols and procedures.
ESSENTIAL DUTIES AND RESPONSIBILITIES
This is an experienced level position performing Districtwide support work. Incumbent works with limited general supervision, performing a variety of complex analytical, writing, presentation, and recordkeeping assignments. The duties listed below are illustrative only and are not meant to be a complete and exhaustive listing of all the duties and responsibilities of the classification.
- Researches, develops, evaluates, implements, and enforces safety policies and procedures in compliance with all applicable local, state, and federal rules and regulations. Maintains necessary documentation, records, and permits relating to safety, security and risk management procedures and programs. Receives and responds to employees’ inquiries regarding workplace safety.
- Serves as program manager in United Water Conservation District for ensuring adherence to safety, occupational health, and security standards and regulations.
- Prepares or oversees the preparation of all policies, procedures, and forms related to safety and risk management for District employees.
- Responsible for their own safety and the safety of coworkers by recognizing hazards and potentially hazardous situations and has subject matter expertise of safe and best practices to utilize on the job site.
- Develops, coordinates, and conducts employee training on a wide range of safety, security, and emergency response issues, including finding applicable training materials prepared by others or preparing and presenting District-specific presentations. Develops and maintains training documentation to support the safety program as required by State and Federal laws.
- Conducts periodic environmental, health, risk management, safety, and security audits and maintain safety, security, and risk management related records.
- Prepares, coordinates, and implements emergency preparation and response plans.
- Reviews and updates the Districts Emergency Response Plan and all associated documents to assure that it is consistent with Public Health and Bioterrorism Preparedness Act and that it has emergency response procedures for threats identified as vulnerabilities.
- Plans, designs, and executes emergency response drills and desktop exercises, and evaluates the effectiveness of the drills and exercises. Integrates District emergency preparedness plans and programs with other government agencies and the community; participates in annual emergency drills organized by local cities within the district to ensure best practices and to represent the districts interests.
- Monitors health and safety legislative and regulatory changes; evaluates implications for District policies, programs and operations and recommends changes to ensure compliance; stays abreast of industry practices and trends.
- Conducts special and periodic inspections of District facilities, structures, and operations to identify safety and environmental hazards; prepares and follows up on inspection reports of hazards and required abatements.
- Conducts accident investigations. Implement programs, training and equipment changes needed to correct identified causes of accidents, responds to the scene of vehicular accidents, and prepares required reports on employee accidents. Performs or assists in accident investigations as appropriate and coordinates in investigations with local, state, and Federal officials as appropriate.
- Serves as primary contact for the District’s workers compensation, liability, and property insurer; coordinates inspections and tours for the insurer; implements or tracks implementation by others of recommendations from the insurer; and coordinates the processing of certain claims.
- Coordinates an effective response with vendors to ensure prompt evaluation of employees who fall ill or report injuries in the workplace. Assists with the processing of workers' compensation claims.
- Purchases, distributes, and maintains inventory control on District safety equipment.
- Selects, maintains, provides, and documents required training on all Personal Protective Equipment in use by District employees.
- Responsible for the Hazardous Communication program including Material Safety Data Sheets and Proposition 65 Notification program. Provides training on chemical hazards and proper protective measures for all employees.
- Provides on-site safety support for inspection teams evaluating District facilities and structures.
- Provides safety and communication support for pipeline entries as needed.
- Manages the Department of Transportation Random Drug Testing Program and Pull Notice Program.
- Provides an individual dedicated to emergency management and preparedness training.
- Serves to enhance physical security and access control procedures for all Facilities in the district.
- Coordinates when appropriate on annual risk management insurance program responses and manages resources and provides critical advice to Department Managers on all CAL-OSHA and OSHA requirements.
- Develops and maintains record of United Water Conservation District’s commitment to workplace safety, the organizations security protocols, as well as standard operating procedures, to operate and maintain an effective and mature risk management and mitigation program.
- Develops, manages, plans, and uses best practices training to promote workplace safety, security programs, and presents training to employees on emergency responses and security topics through various mediums. These include but are not limited to standard emergency actions, emergency preparedness, emergency procedures, workplace evacuations, active assailant, risk mitigation, medical emergencies, and earthquake preparedness training.
- Coordinates external training with specialized vendors as needed for various departments.
- Implements and oversees all applicable Occupational Safety, Health, and Security administrative practices as they relate to the United Water Conservation District workplace safety standards, security, and risk management programs.
- Manages and serves as the lead UWCD team member in health, workplace safety, and security office committees to promote and provide consistent risk management, safety, and security and in the development and presentation of safety and security related training. Stay engaged and develops best practices for updates on local, state, and federal standards regarding workplace safety regulatory changes or environmental issues that require UWCD policy adaptations.
- Develops and maintains written safety, security, and emergency response plans adhering to regulatory compliance and industry associations (including OSHA, FERC, ASIS, and ASSP) ensuring adherence to all local, state, and federal workplace safety, risk mitigation, and physical security standards.
- Collects, analyzes, and maintains data essential for an effective workplace safety, security, risk management, risk mitigation, and a proper occupational health program design to promote workplace safety.
- Coordinates and conducts work area assessments, surveys, and program evaluations to determine the presence of hazardous conditions or security concerns such as noise exposure, chemical exposure, physical security risks, physical security assessments, indoor air quality, lighting levels, and ventilation issues.
- Analyzes and reviews proposed national standards developed and/or published by public or private agencies or associations to determine appropriate use or adoption by United Water Conservation District executive management.
- Conducts in-depth studies of established United Water Conservation District standards to determine their current applicability and recommends as appropriate their modification or the development of a standard where protocol is in place to prevent deficiencies and increase effectiveness.
- Serves as point of contact for all safety and security issues including those stemming from interactions with: OSHA, CAL-OSHA, Special District Risk Management Authority (SDRMA), and inquiries regarding Safety from the Board of Directors and General Manager.
- Conducts routine audits to ensure compliance with OSHA standards placing an emphasis on Workplace Safety and Risk Management.
- Works with the administration of workers compensation program to determine areas for increased training with an emphasis on workplace safety, security, and accident prevention. Prepares and provides Executive Management statistical and fiscal data on worker’s compensation injuries. Prepares various reports, charts, and graphs to determine trends and requirements.
- Skill in the interpretation of engineer drawings to understand any proposed safety criteria guidance or risk management which include specifications surrounding hazardous control measures, workplace safety, and accident prevention.
- Takes the lead in reviewing, editing, and writing annual revisions to the District safety and security policy manuals. Updates and maintains District’s emergency response plans and all associated documents.

KNOWLEDGE OF:
- Individual must possess sound judgment and integrity and must be a collaborator whose positive approach motivates employees to maintain an atmosphere of safety throughout the District. Excellent organization skills and attention to detail.
- Candidates possessing CPR Training Certification, Confined Space Training, ARC Flash, and Lockout Tag out audit program experienced is strongly desirable. The candidate would be expected to have or complete these certified training courses within the first nine months of employment if they do not currently possess the certification.
- Completion of FEMA Incident Management Courses (ICS-100, ICS-200, ICS-700, ICS-800)
- Certified Safety Professional (CSP), Associate Safety Professional (ASP), Certified Industrial Hygienist (CIH), Occupational Health and Safety Technologist (OHST), Certified Emergency Manager (CEM), Certified Protection Professional (CPP) and Certified Hazardous Materials Manager (CHMM) designations are desirable. Certification by the Department of Labor as a certified instructor on OSHA standards for construction and general industries is desirable.
- Certifications issued by AWWA and other recognized industrial safety organizations on topics relevant to conducting specific safety training courses and responding to hazardous materials and waste operations and incidents are desirable.
- Knowledge of regulations, principles, policies, practices, and methods for developing and administering a comprehensive risk management program including emergency preparedness, safety, hazardous materials, health, safety, and claims. Ability to interpret those regulations and implement programs and procedures necessary to ensure District compliance.

- Ability to compile, evaluate, diagnose, and analyze complex data and information from current information and historical trends, and be able to recommend and take appropriate actions.

EDUCATION and/or EXPERIENCE
Required: Completion of a High School Diploma or GED program and a minimum of two years of experience in safety, security, and/or risk management. Experience implementing safety programs and risk management programs like those outlined in the duties and responsibilities above.
- A Bachelors or Master’s Degree or considerable experience in emergency management, public or business administration, engineering, safety/risk management, Industrial hygiene, Occupational Health, or Environmental or Public Health is preferable.
- Two years of experience in Safety, Security, Risk Management, Emergency Management, Industrial Hygiene, Occupational Health, Engineering, Environmental or Public Health, or a closely related field.
CERTIFICATES, LICENSES, REGISTRATIONS
Must possess an appropriate valid California Driver’s License. Certified Safety Professional certification or ability to acquire this certification is desired. Current Professional in Human Resources, or Senior Professional in Human Resources certification or ability to acquire this certification is desired. Certified Risk and Compliance Management Professional certification or ability to acquire this designation is desired.
SPECIAL REQUIREMENTS
The individual must possess a current California Operators license and have a safe driving record. A driving record provided by the Department of Motor Vehicles showing less than two (2) points assessed within the last 36 months and/or no serious or multiple traffic violations, accidents, or failure to appear notices within the last 36 months. The applicant will agree to submit to and pass the District's pre-employment, post-offer medical examination including drug and alcohol screening performed by a physician chosen by the District. The applicant will agree to authorize background reference checking with past employers and personal references. The employee must be able to handle and use typical cleaning materials and analytical chemicals used in water quality testing. The incumbent must be able to work around chlorine and other chemicals used in the treatment of water which are classified by Title 8, California Occupational Safety and Health Regulations, Code Section 339 as extremely hazardous materials and copper sulfate which is a toxic material.

WORK ENVIRONMENT

The employee works in the industrial environment of a water treatment plant, wellfields, vaults, pipelines, support structures, and confined space environments; and is exposed to moving mechanical parts.
The work involves working around toxic and hazardous chemicals used in the water treatment process. In this role, the incumbent can occasionally be exposed to interior wet and/or humid conditions; high, precarious places; fumes or airborne particles; toxic or caustic chemicals; risk of electrical shock; vibration and moving mechanical parts. The noise level in the work environment can on occasion be loud. The Risk and Safety Manager must be able to respond to work on short notice to address safety and emergency situations.
