Senior Utilities Engineer (PWC Specialist)

Qatar

Parsons is looking for an amazingly talented Senior Utilities Engineer (PWC Specialist) to join our team in Qatar! In this role, you will lead and coordinate the mechanical utilities aspects of PWC plants and networks, including design review, construction supervision, testing, and commissioning. You will ensure that all PWC systems are delivered in accordance with contract specifications, industry standards, and safety and quality requirements.

 

What You’ll Be Doing

• Reviewing and approving PWC system designs to ensure compliance with contract specifications, design manuals, related codes, and industry standards.
• Performing complex field engineering assignments involving the development, execution, supervision, and coordination of all technical aspects of PWC-related construction projects.
• Maintaining first-level quality assurance to confirm that the design and installation of all work within the mechanical utilities discipline is in accordance with plans, specifications, and industry standards.
• Supervising construction engineering work and providing technical expertise for mechanical utilities and related disciplines.
• Ensuring that tests and inspections (including factory acceptance tests and site testing/commissioning) are performed, witnessed, and documented in accordance with approved procedures.
• Collaborating with construction management to identify and eliminate hazards that may adversely affect the environment or the safety and health of employees.
• Ensuring that personnel within the assigned group adhere to safe work practices in compliance with site-specific safety procedures and industry standards.
• Establishing and maintaining liaison with design review teams and construction staff.
• Reviewing and interpreting discipline design drawings and specifications to ensure correct revision levels and proper technical execution of the work.
• Providing resolutions for technical engineering problems within the mechanical utilities discipline and coordinating the implementation of solutions.
• Developing discipline construction schedules and monitoring progress; providing schedule and progress appraisal reports to the Project Manager.
• Monitoring material procurement and deliveries to ensure timely support of construction activities and alignment with the project schedule.
• Ensuring that materials received meet specifications and established quality standards.
• Organizing the accumulation of discipline data for final project turnover and reporting.
• Initiating and maintaining records, back-charge procedures, progress reports, and other documentation as required.
• Interfacing with the client and upper-level management as needed on technical and progress-related matters.
• Performing other responsibilities associated with this position as may be appropriate.

 

What Required Skills You’ll Bring

• Bachelor’s Degree in Mechanical Engineering from an accredited institution.
• 12 years of experience in mechanical engineering on utilities PWC projects.
• Proven experience in the design and construction of PWC plants and networks, with strong knowledge of related codes, design manuals, and construction practices.
• Experience in factory acceptance testing (FAT) and other testing and commissioning activities for PWC systems.
• Thorough knowledge of industry practices and regulations related to mechanical utilities and water/wastewater infrastructure.
• Knowledge of current mechanical and utilities technologies and their effective application on projects.
• Demonstrated ability to perform key technical roles, including leading discipline design review, construction oversight, and testing/commissioning.
• Good written and oral communication skills in English.
• MME (UPDA) registration in Qatar is mandatory.

 

What Desired Skills You’ll Bring

• Experience working as a discipline lead or senior engineer on large, complex PWC or similar utilities projects in Qatar or the wider GCC region.
• Strong coordination skills with the ability to work effectively with clients, consultants, contractors, and internal project teams.
• Experience preparing technical reports, progress summaries, and turnover documentation for mechanical utilities systems.
• Proven ability to mentor and provide technical guidance to less experienced field engineering personnel.
• Strong focus on quality, safety, and risk management in the context of utilities and plant operations.
