The Vice President, Government Affairs & Public Policy role will build and lead Chapters Health’s Government Affairs & Public Policy function, shaping the development and execution of federal and multistate government affairs strategies to advance Chapters Health’s strategic priorities and mission.

Reporting to the COO, this executive will serve as a key advisor to senior leadership and partner cross-functionally to proactively identify and address government policy risks and opportunities. The Vice President will play a critical role in elevating Chapters Health’s reputation among policymakers and ensuring the health system has a strong and influential voice in public policy decisions related to healthcare innovation, patient access, Medicare and Medicaid policy, reimbursement, regulatory frameworks, and other emerging healthcare reforms impacting the system.

This leader will also provide strategic oversight of Chapters Health’s external lobbying relationships and political action committee (PAC), ensuring advocacy resources and activities are effectively managed, compliant, and aligned with the organization’s strategic priorities.

Qualifications

  • This leader must exemplify Chapters Health’s core values, including a strong commitment to patients, impeccable integrity, and outstanding teamwork and collaboration.
  • 15+ years of progressively responsible experience in government affairs, public policy, advocacy, or a related field within the healthcare sector.
  • Bachelor’s degree required; advanced degree (MBA, MPH, JD, PhD, or related field) strongly preferred.
  • Demonstrated success developing and executing federal and multistate government affairs strategies within a complex, highly regulated environment.
  • Strong influence and negotiation skills with demonstrated success influencing federal and state healthcare policy, legislation, and regulatory matters.
  • Deep expertise in U.S. healthcare policy, including Medicare, Medicaid, reimbursement, healthcare regulation, and relevant federal agency requirements.
  • Demonstrated experience overseeing and managing external lobbyists, government affairs consultants, and other advocacy partners across federal and/or state markets.
  • Experience with PAC strategy, governance, compliance, contribution strategy, and fund management strongly preferred.
  • Strong political judgment and demonstrated ability to build effective bipartisan relationships with policymakers, regulators, government officials, and other external stakeholders.
  • Exceptional executive leadership, communication, and stakeholder engagement skills, with demonstrated ability to operate effectively in ambiguous, complex, and rapidly changing environments.
  • Proven ability to build and lead high-performing teams and collaborate cross-functionally within a complex, matrixed organization where influencing without direct authority is essential.

Key Responsibilities

  • Develop and lead a comprehensive federal and multistate government affairs strategy aligned with Chapters Health’s strategic and business objectives. Provide strategic direction and coordination of state government affairs activities, ensuring state-level priorities are aligned with federal strategy and broader system objectives.
  • Proactively lead, shape, and influence federal and state legislation and policy related to reimbursement, Medicare and Medicaid, regulatory frameworks, tax and innovation incentives, patient access, and other emerging healthcare reforms, safeguarding the system’s ability to deliver transformative, high-quality healthcare.
  • Represent Chapters Health in Washington, D.C., and key state markets, including participation in coalitions, trade associations, public hearings, and other policy forums. Build and maintain strong bipartisan relationships with key policymakers, congressional staff, state officials, agency leaders, and key federal agencies, including HHS, CMS, and FDA.
  • Lead strategic engagement with Congress, key committees, federal and state agencies, legislatures, and relevant regulators. Coordinate executive participation in hearings, briefings, and policy forums and prepare senior leaders for high-stakes government and policy interactions.
  • Provide strategic oversight and direction to external lobbyists, government affairs consultants, and advisors across federal and state markets. Establish clear priorities, expectations, and accountability for external partners and ensure lobbying activities are coordinated, effective, and aligned with Chapters Health’s legislative and policy objectives.
  • Provide strategic oversight of Chapters Health’s political action committee (PAC), including governance, compliance, contribution strategy, stakeholder engagement, and responsible stewardship of PAC resources. Ensure PAC activities support the organization’s government affairs strategy and are conducted in accordance with applicable federal and state laws, regulations, and organizational policies.
  • Collaborate closely with the COO and senior management team, as well as Legal, Compliance, Clinical, Medical Affairs, and other key stakeholders, to assess legislative and regulatory developments and proactively identify policy risks and opportunities.
  • In partnership with Corporate Affairs, translate organizational priorities, healthcare advancements, and emerging issues into compelling policy narratives that support government engagement, advocacy, and public policy efforts.
  • Establish metrics, reporting mechanisms, and other measures of effectiveness to evaluate government affairs, lobbying, PAC, and advocacy activities and communicate outcomes and emerging priorities to executive leadership.
  • Build, lead, and develop a high-performing federal and state government affairs team capable of supporting Chapters Health’s continued growth and expanding geographic footprint.
  • Serve as a visible and credible external leader, strengthening Chapters Health’s reputation and relationships with policymakers, agency officials, trade associations, lobbyists, healthcare organizations, community partners, and other stakeholders across the healthcare ecosystem.

Compensation Pay Range:

$30,000.00 - $700,000.00
