Description of Work

The primary purpose of this position is to research availability, obtain pricing/quotes, developing written specifications, create and post solicitation documents (RFQs, IFBs, and simple RFPs), identify potential vendors for solicitations, evaluate Vendor responses with regards to the prices offered, quality of goods or services, reputation and performance capabilities of the vendor, conformity to the specifications, transportation charges and delivery dates, and delivery schedule for the procurement of goods and services for the North Carolina Community College System Office.

Knowledge Skills and Abilities/Management Preferences

This position provides information to the staff; contract/business owners in the development of purchase requisitions. Responsible for the review and processing of purchase requisitions for accuracy of information and ensuring procurement is processed by or through the correct means. Research Statewide Term Contracts, Agency Term Contracts, and obtain quotes. Authority to process e-requisitions up to $5,000 without Purchasing Director’s approval. This position also provides technical assistance to the individual community colleges with regards to purchasing.

The person in this position must maintain a working knowledge of current laws, policies and procedures related to North Carolina State procurement processes and procedures administered by the North Carolina Department of Administration, Division of Purchase and Contract and North Carolina Department of Information Technology, Statewide IT Procurement Office. This person must have the ability to communicate the appropriate policies and procedures orally and in writing to system office staff, oversight agencies contacts, contractors, and vendors; the ability to analyze problems and make decisions based on the law and current policies and procedures.

This position provides technical assistance, information, and guidance in the areas of purchasing regulations, e-procurement, equipment inventory control procedures/practices and disposition to the community college’s purchasing and equipment personnel. This position will assist with the coordination and classroom training on the use of the NC E-Procurement System for System Office and Community College staff.

This position will serve as the Security Administrator for the NC e-Procurement System to set up and maintain user requests.

Minimum Education and Experience

  • Demonstrated proficiency in procuring goods and services, including developing and processing Statements of Work (SOWs), RFQs, IFBs, and simple RFPs.
  • Working knowledge of North Carolina State procurement laws, general statutes, administrative code, and purchasing requirements for both IT and non-IT commodities and services.
  • Knowledge of procurement and supply management principles, including market conditions, economic factors, transportation methods, purchasing policies, procedures, contract administration, document tracking, and reporting requirements.
  • Proficiency with Microsoft Office applications (i.e., Word and Excel) and the ability to create, maintain, and manage purchasing records and files.
  • Strong verbal and written communication skills with the ability to effectively collaborate with clients, internal stakeholders, and coworkers to plan, schedule, and support procurement activities.

Bachelor’s degree from an appropriately accredited institution, or Associate degree in business or related field of study from an appropriately accredited institution and two years of procurement experience; or equivalent combination of education and experience.
