Job Description
Manager – Terminal Compliance, Risk and Quality
I. BASIC FUNCTION
The primary function is to own compliance, regulatory reporting, and product quality at Canal Terminal Company, and to identify and advise on the compliance and product risks present in terminal operations and in new business. The position maintains the terminal's permits, environmental programs, registrations, response plans, and regulatory reporting; leads environmental and quality incident investigations and corrective actions; owns the Product Quality Management program; and advises and reports on sustainability performance in conjunction with corporate.
In new business, the position evaluates the regulatory and product risk presented by each opportunity and provides a documented recommendation to proceed or decline. The position defines the risks to be mitigated and provides them to the project management function, which determines how they are addressed in system design and project cost.
Risk management discipline is critical in the position. The ability to identify, characterize, prioritize, and mitigate risk is applied across every accountability described below, and much of the resulting work is project oriented and managed as such.
This is a site resident position in Channahon, IL. Success depends on being present in the terminal to respond and react as events occur, and the position is expected to be available to the operation on that basis. Its accountabilities further depend on sustained physical presence and detailed working knowledge of all storage and handling operations for 39 tanks, with inbound and outbound modes of barge, rail, and truck, as well as packaging into totes and drums, and laboratory operations.
II. KEY RESPONSIBILITIES
A. Regulatory Compliance and Permitting
• Own the terminal's regulatory compliance position across environmental, transportation, security, product, and facility requirements, and ensure that every permit, registration, program, and plan required for compliant operation is in place, current, and adhered to.
• Determine regulatory applicability for terminal operations and for changes to them, monitor regulatory and industry developments, and translate new obligations into terminal requirements.
• Own the compliance calendar and the systems that ensure no obligation, permit condition, inspection, or submission lapses.
• Ensure ongoing CTC Responsible Care Partner certification. Serve as Responsible Care Coordinator and represent CTC with relevant industry and trade bodies.
B. Regulatory, Compliance and Incident Reporting and Records
• Own all periodic and event driven reporting to regulatory agencies, and the accuracy, completeness, and timeliness of what the terminal submits.
• Own the terminal's compliance and incident records, including the integrity of the data held in the systems of record and the retention of documentation, so that CTC's compliance position is auditable at any time.
• Deliver compliance and quality metrics and trends to the Vice President of Terminal Services and presents reports to the management team through the Quarterly Review cycle.
C. Audits, Inspections, and Agency Relations
• Own the terminal's audit programs, including internal, customer, and third-party audits as well as compliance with certifications and standards.
• Serve as the terminal's point of contact with regulatory agencies, and manage applications, inspections, information requests, and enforcement correspondence.
• Own the terminal’s air, water and waste management programs, including compliance with regulatory requirements.
• Select, direct, and manage regulatory and environmental consultants, and own the quality and schedule of their work.
D. Incident Investigation and Corrective Action
• Own the incident management process end to end for spills, releases, environmental and compliance events, and customer quality non-conformances, carrying each from reporting and classification through investigation, corrective action, and closure, and uphold the standards to which an investigation is held.
• Determine the investigation methodology and the reporting, tracking, and analysis systems appropriate to each event, and ensure that incident and corrective action data remains complete and consistent across whatever platforms are in use.
• Own the corrective and preventive action register across all sources of findings and verify the effectiveness of corrective action rather than its completion.
• Own the spill prevention and response program required by federal and state regulations, including the associated plans, designations, drills, and notification obligations.
E. New Business, Management Change and Risk Evaluations
• Own the evaluation of regulatory and product risk in new business and provide the Leadership Team with a documented recommendation to proceed, proceed with conditions, or decline.
• Define the conditions of acceptance and the risks to be mitigated, and hand them to the project management function, which determines how they are addressed in system design and project cost. Verify that the required controls are in place before first receipt.
• Own the risk assessment and management of change processes for the facility and provide analyses supporting growth, acquisition, and due diligence activity.
• Own the procedure, training, and documentation prerequisites for accepting a new product, to be completed before the first receipt.
F. Product Quality
• Own the Product Quality Management program.
• Own product quality verification across storage and transfer operations, and the technical management of quality sensitive products.
• Own customer quality non-conformance investigation and resolution.
• Serve as the technical link between the laboratory, terminal operations, logistics, business development manager, and customers on matters of product quality and product risk.
G. Sustainability
• Own CTC sustainability measurement and reporting, including Scope 1 emissions.
• Advise the Leadership Team on sustainability matters, and advance CTC sustainability initiatives in conjunction with corporate.
H. Project Management
• Manage the work of this position as projects, including permit applications and renewals, regulatory program builds and remediation, certification cycles, management system implementations, consultant participation in projects, and initiatives arising from audit and corrective action findings.
• Collaborate on risk assessments and the management of change process supporting capital projects owned by others.
I. Programs, Procedures, and Other
• Own the standard operating procedure system, including version control, review cadence, approval routing, and the link to training records. Operations authors and revises task content; this position owns the system and sets the cadence.
• Own compliance and quality policies and programs.
• Perform other duties as required and directed by the Vice President of Terminal Services, and carry out the Business Philosophy, Code of Conduct, and Mission of Canal Barge.
III. TRAITS & ATTRIBUTES
• Sound Judgment and Analytical Rigor: Reaches a defensible position on incomplete information, characterizes risk accurately, and develops practical corrective action in addition to documentation of the problem.
• Influence and Integrity: Carries authority and supervises other functions, secures action from operations and leadership through credibility, and maintains a compliance position under commercial or schedule pressure.
• Clear Communication: Explains technical and regulatory matters effectively to executives, Agencies, customers, and terminal staff (logistics, lab and operators).
• Organized and Records Disciplined: Holds a full compliance calendar and a multiple project portfolio without loss of accuracy and maintains records that withstand agency and customer review.
• Proactive and Adaptable: Anticipates regulatory and operational change and responds effectively when priorities shift.
• Present and Responsive: Works routinely in the terminal rather than from a desk, is available to respond and react as events occur, and is known and trusted by the Terminal team.
IV. ORGANIZATIONAL RELATIONSHIP
The Manager of Terminal Compliance, Risk and Quality reports to the Vice President of Terminal Services and works closely with the Terminal Operations Manager, Laboratory Manager, Business Development Manager, Project Manager, and the safety function.
Boundaries of the position: the safety function owns the terminal safety program, including occupational exposure. The project management function owns the design, scoping, and cost of projects arising from identified risk, and asset engineering and integrity work. This position owns compliance, regulatory reporting, product quality, and the identification and evaluation of compliance and product risk, and it advises the safety, project, and operations functions within their areas.
The position is dedicated to Canal Terminal Company. Enterprise risk management, enterprise compliance program development, and the corporate regulatory interface reside with Canal Barge corporate functions, and this position coordinates with those functions and adopts enterprise standards.
Accountability for the terminal specific permits, registrations, response plans, programs, and reporting described in this document rests with this position and is exercised on site. This position verifies and closes corrective actions, and reports closure, status, and overdue or recurring actions to the Vice President of Terminal Services.
V. EXPERIENCE & EDUCATION
• Bachelor's degree in engineering, chemistry, environmental science, or a related technical discipline.
• Minimum of seven years of experience in bulk liquid terminal, chemical plant, refinery, or comparable operations, including at least three years in a regulatory compliance or risk management capacity.
• Demonstrated risk management background, including formal risk assessment methodology, risk ranking, and evaluation of regulatory and product risk in new business. This is the central requirement of the position.
• Working command of environmental and transportation compliance, including RCRA generator requirements, air permitting and emission calculation, NPDES and stormwater, SPCC and facility response planning, EPCRA and Tier II, FIFRA establishment registration, MTSA facility security, and DOT and PHMSA requirements. • Experience managing regulatory and environmental consultants, including scope definition, technical direction, and cost oversight.
• Familiarity with sustainability reporting, including Scope 1 emissions accounting, preferred.
• Professional certification such as Certified Hazardous Materials Manager, Certified Safety Professional, or equivalent is preferred.
• Current 40 Hour HAZWOPER and hazardous waste training, valid driver's license, and ability to obtain a Transportation Worker Identification Credential.
• Ability to travel to the Canal Barge corporate office in New Orleans on at least a quarterly basis, with limited additional travel for industry meetings, training, and other company locations as required.
VI. PHYSICAL REQUIREMENTS
This position involves regular outdoor work in extreme heat and cold, including routine climbing of bulk storage tanks of up to one hundred stairs, reaching into rail cars and barges, and accessing sampling and inspection locations throughout the facility. The position must be capable of opening manways and placing and removing equipment weighing up to sixty pounds and carrying that equipment where a vehicle cannot travel. The work environment includes industrial and laboratory chemicals, wastewater samples, uneven surfaces, confined spaces, elevated areas, and moving decks.
VII. OUTCOMES
Success in this position is a terminal that is rarely surprised by itself. Regulatory obligations are met on time and without reminder, and the records behind them withstand agency and customer review. Compliance and quality issues are identified, investigated properly, and corrected in a way that keeps them from returning. New business is evaluated early enough so that commercial decisions are made with a clear understanding of what handling the product will actually require, which allows CTC to say yes with confidence. Over time, the measure of this role is that fewer problems arrive unannounced, and the ones that do are met by someone who already knows where to look.
