General Summary:

Aligns with internal stakeholders to identify their needs and requirements. Identifies potential service and product suppliers who can deliver best value to Qualcomm and satisfy project goals and objectives. Manages the supplier sourcing process for both products and services. Engages, analyzes, and evaluates supplier responses (e.g., RFP) according to category data, market data, should-cost models, and other analytics for accuracy, competitiveness, and completeness. Conducts negotiations with suppliers to ensure lowest total cost of ownership while achieving mutual goals, benefits, and objectives. Manages supplier contracts including reviewing and executing contracts, and ongoing relationship management activities.

Minimum Qualifications:

• Bachelor's degree in Business, Operations, or related field.
• 2+ years of industry-specific experience in Procurement, Operations, or related work experience.

*Completed advanced degrees in a relevant field may be substituted for up to two years (Master’s = one year, Doctorate = two years) of work experience.

Preferred Qualifications:

• Master's degree in Business, Operations, or related field.

• 4+ years of industry-specific experience in Procurement, Operations, or related work experience.

• 2+ years of experience working in a large matrixed organization.

• 1+ year of work experience in a role requiring interaction with senior leadership (e.g., Director level and above).

Principal Duties and Responsibilities:

• Identifies internal stakeholder needs and requirements for generally defined small to medium projects.
• Identifies potential service and product suppliers who can deliver value to Qualcomm and project objectives based on an in-depth understanding of stakeholder needs and category expertise.
• Stays abreast of market and supplier trends (e.g., cost drivers, technology) by collecting data to support the category strategies.
• Executes go-to-market procurement strategies based upon the needs of the business unit and stakeholder input.
• Develops procurement supplier selection criteria specifications for straightforward products or services that are aligned with stakeholder needs and project goals with minimal supervision.
• Analyzes and evaluates sourcing mechanisms, supplier feedback and responses according to outlined specifications or statement of work; supports the identification and selection of appropriate suppliers.
• Acts as the primary contact with supplier including initiating the relationship, negotiating moderate-complexity commercial and other legal terms, executing the contract, and managing supplier fulfillment.
• Makes decisions as it pertains to one's own area of work; provides feedback on decisions made outside own area.
• Collaborates with individuals inside own team and with other teams to complete project work.
• Manages individual project priorities, deadlines, and deliverables.

Level of Responsibility:

• Works under some supervision.
• Provides some supervision/guidance to other members; does not have direct reports.
• Decisions are moderate in nature. Errors are detected and corrected with relatively minor financial impact or effect on projects, operations, or customer relationships. May require involvement beyond immediate work group to correct.
• Requires verbal and written communication skills to convey information that may be somewhat complex to others who may have limited knowledge of the subject in question. Role may require basic negotiation and influence, cooperation, tact, and diplomacy, etc.
• Works within the prescribed budgetary objectives of the department. Erroneous decisions, failure to achieve results may cause delays in schedules and result in the re-allocation of some resources.
• Some tasks require multiple steps which must be performed in a specific order; directions or manuals can accurately document the steps necessary to perform the task.
• Some creativity may be required to troubleshoot technical problems or deal with novel circumstances.
• Deductive problem solving is required to solve moderately complex problems; most problems have defined processes of diagnosis/detection; some limited data analysis may be required.
• Incumbent's input may be solicited during strategic planning period.
