The State Bureau of Investigation’s mission is to serve Sheriffs, Police Chiefs, and District Attorneys as well as State and Federal partners, by investigating crimes and providing technical assistance in order to increase public safety for the citizens of the state of North Carolina. The SBI does so by conducting criminal investigations of allegations in areas of jurisdiction including narcotics, arson, election laws, misuse of state property, environmental crimes, human trafficking, child sexual abuse in day care centers, and threats made against public officials. The SBI provides support to local agencies related to computer crime investigations, use of force investigations, deaths in custody, crime scenes, financial crimes, missing and endangered persons, public corruption, cold cases, K9, special response team, bomb squad, and air wing. The SBI serves as North Carolina's repository of information on criminal history records, fingerprint identification, expungements, sex offender registry, and concealed handgun permits. The SBI manages the North Carolina Information Sharing and Analysis Center (ISAAC), which is the fusion center for the state of North Carolina, as well as the Behavioral Threat Assessment Unit, which assesses and manages threats of mass violence.
Description of Work
The North Carolina State Bureau of Investigation (SBI) is seeking 2 skilled Intelligence Analysts that will work under the North Carolina Information Sharing and Analysis (ISAAC) and will be assigned to the Human Trafficking Unit (HTU). These are intermediate-level position and are expected to apply basic analytic techniques and methods, develop intelligence products, and provide investigative support to human trafficking investigations. These positions will be assigned to one (1) of the eight (8) regionally located district offices closest to their residence and report to that work location Monday-Friday. A district office map can be located at www.NCSBI.gov.Key responsibilities include but are not limited to:
- Provides direct tactical and operational intelligence support to SBI agents, the ISAAC, and other federal, state, local, tribal, and territorial law enforcement partners by making analytical inferences and deductions from a vast array of intelligence sources.
- Creates professional products to support the investigations of the Human Trafficking Unit, including identifying potential victims and suspects involved in human trafficking cases and linking subjects to criminal organizations or events to determine activities and interrelationships.
- Serves as a liaison from the HTU, ISAAC, and SBI to other internal and external partner agencies.
- Presents professionally on the Human Trafficking Unit and topics related to that field.
- Utilizes multiple databases, open sources, and computer software applications in support of human trafficking and other criminal investigations.
Position/Physical Requirements:
- Must be able to work Monday - Friday, 8:00AM - 5:00PM.
- Must be a U.S. citizen due to security requirements for accessing SBI applications to which the persons in these positions must have access.
- Obtaining Division of Criminal Information (DCI) Network certification within 6 months of hire is required for these positions.
- These positions are required to perform on-call duties on a rotating basis.
Knowledge Skills and Abilities/Management Preferences
Salary Range: $47,703 - $60,500
These are time-limited position, subject to funding availability, which may last up to 27 months. Time limited employees are eligible for State Benefits. Although the length of time these positions will be active cannot be determined, it has the potential to extend up to 3 years (36 months). Salary will be based on relevant qualifications, internal equity, and budgetary considerations for the advertised position.

The Minimum Education and Experience (E&E) is REQUIRED to qualify for this position. Management also prefers:
- Professional training and/or experience in the areas of open-source intelligence or human trafficking investigations.
- Advanced Abilities in:
- Trend Analysis
- Usage of geospatial tools
- Usage of structured analytical tools
- Facilitation and coordination with homeland security and anti-human trafficking partners
- Compiling data and summarizing information in written form

Minimum Education and Experience

Bachelor’s degree from an appropriately accredited institution and two years of administrative and/or technical experience in criminal justice or law enforcement as it relates to the area of assignment; OR equivalent combination of education and experience.
