About the role
ECR Engineering is seeking a Project Engineer to support multiple projects in the Pre-Construction phase (Planning–Design–Bid–Award) under CIP (Capital Improvement Plan) for PRASA (Puerto Rico Aqueduct and Sewer Authority). The ideal candidate will possess strong organizational skills, attention to detail, and the ability to collaborate across departments. Responsibilities include providing technical and administrative support to Project Managers, Bid Package Specialists, and the Permitting Manager. Primary Responsibilities
• Coordinate with ECRE’s project coordinators to collect all necessary project documentation, maintaining an organized and up-to-date checklist of required documents for each project.
• Review and refine conceptual design documents, including but not limited to project descriptions, DBMs, Design-Build requirements (when applicable), design criteria, alternative forms, and allowance documentation.
• Review and revise all technical specifications, including standard and supplementary technical specification indexes.
• Perform comprehensive QA/QC reviews of all bid package volumes, ensuring accuracy and completeness of documentation related to the assigned engineering discipline.
• Meet project deadlines as established by project coordinators or ECRE’s management for the preparation and submission of deliverables.
• Maintain strict confidentiality of all project-related information at all times.
Essential Functions
• Prepare technical reports, designs, and drawings for environmental and civil engineering structures, depending on the employee's specialty.
• Develop structural(civil) or environmental models using CAD software. • Conduct engineering calculations related to structural loads, stresses, environmental
impacts, etc. • Recommend suitable construction materials based on engineering requirements and
environmental conditions. • Provide interdisciplinary technical advice and coordination with other engineering teams. • Assist in obtaining permits and approvals from planning and regulatory authorities. • Liaise effectively with architects, engineers, and other project stakeholders.
• Monitor and inspect construction activities to ensure compliance with specifications and standards.
• Administer contracts and track compliance with project terms and conditions. • Support project planning and execution, including timeline and budget management. • Conduct field inspections to assess site conditions and foundation adequacy. • Review preliminary cost estimates and schedules during the planning phase. • Coordinate and assess planning studies, such as water sampling, feasibility assessments,
archaeological reviews, geotechnical surveys, and land surveying. • Schedule and lead Preliminary Engineering Report (PER) presentations with clients, and
document meeting minutes in English when needed. • Prepare Requests for Proposals (RFPs) for design consultants, evaluate technical
proposals based on ECRE’s criteria, and provide selection recommendations. • Coordinate required site visits with design consultants and client stakeholders. • Ensure coordination among all engineering disciplines involved in the project. • Perform QA/QC on all deliverables (construction drawings, specifications, cost estimates,
schedules, etc.), and provide documented feedback in English. All documents must comply with PRASA standards.
• Organize and participate in design workshops throughout project phases and generate detailed meeting minutes in English.
• Maintain confidentiality of all project communications. • Coordinate responses to proponents' inquiries. All responses must be written in English.
Additional Responsibilities
• Prepare comprehensive construction documentation, including design drawings, technical specifications, and cost estimates.
• Facilitate general and technical coordination with clients, BIM modelers, team members, contractors, subcontractors, consultants, and regulatory agencies.
• Develop Preliminary Engineering Reports (PERs) and other planning documentation. • Perform engineering analyses, including calculations and preparation of technical reports. • Provide support with ECRE’s management on any task required to ensure successful
project execution. • Carry out any additional duties assigned by ECRE’s management.
Requirements
• Bachelor’s degree in engineering from an accredited university. Civil Engineering or Environmental Engineering preferred.
• 5-10 years of experience.
• PR Professional Engineer (P.E.)
• Experience in Engineering water resources (preferred).
• Must be fluent in Spanish and English
• Strong knowledge in Microsoft Office (Word, Excel, Teams, SharePoint)
• Must have excellent interpersonal skills with coworkers and clients
