JOB SUMMARY


The purpose of this position is to coordinate projects associated with the City’s capital improvements and infrastructure; and to ensure project goals and objectives are attained with respect to specifications, schedules, and budget constraints. 


ESSENTIAL JOB FUNCTIONS

  • Manages capital construction projects for the various divisions; develops project plans; evaluates project scope and priorities; organizes and schedules for cost and time efficiencies; identifies and manages critical path tasks; sets and meets interim project goals and manages project contingencies; identifies state and federal funding resources or grant obligations and provides assurance for all field requirements; and ensures that project schedule budgets are met.  
  • Reviews specifications, construction plans, cost estimates, and technical reports. 
  • Coordinates and participates in the programming phase of the project, including planning and preliminary design and concepts; identifies user needs and requirements; confers with all appropriate parties to solicit input and feedback; develops cost projections; engineering specifications; project budgets; and schedules; participates in preparing request for proposal; receives, reviews and recommends bids, proposals and quotes; facilitates approval of project; conducts pre-bid and pre-construction meetings; issues addendum to clarify questionable issues; participates in negotiations of scope of services and fees for professional service agreements and change orders; and makes recommendations to management regarding selection of vendors and awarding of contracts.  
  • Examines consultant, contractor, and supplier qualifications and performance to identify and select project teams; provides information and assistance to consultants, contractors, engineers, and other City officials, and the public regarding applicable procedures, regulations and standards; manages projects during design and construction phases; attends regular project progress meetings; works with consultants, contractors, and work crews to resolve problems and to initiate the appropriate solutions; and assists with field decisions. 
  • Updates project schedules; monitors progress of project in meeting established schedule; reviews project progress reports submitted by contractors; coordinates acquisition and/or maintenance of required permitting, equipment and other details; schedules inspections to ensure compliance with all regulatory requirements; facilitates adherence to all reporting and documentation requirements; and evaluates and monitors progress against performance and quality measurements.  
  • Supervises, directs, and assists consultants, contractors and work crews; organizes, prioritize, and coordinates work activities; monitors status of work in progress; inspects completed work to ensure compliance with contracts in regards to cost, schedule, specifications, and quality of work; provides technical expertise and assistance with complex/problem situation.  
  • Serves as the project liaison to the public, property owners, other government agencies, and other department/officials regarding project planning, design and construction progress; solicits input and feedback; coordinates public relations and education activities; responds to inquiries; and makes presentations to neighborhood, City Council and civic Groups.  
  • Prepares, coordinates, and reviews construction and engineering plans, designs and specifications pertaining to the project; performs or requests the consultant to provide modeling, testing, planning and engineering studies in support of project analysis and design; reviews and verifies compliance of consultant recommendations to City policy; and makes recommendations concerning improvements, modifications, design strategies, structural systems, or other aspect of the project development.  
  • Communicates with supervisor, City officials and employees, vendors, engineers, developers, contractors, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, give/receive advice/direction. 
  • Contacts property owners for acquisition of land, easements, rights of entry; researches property records for ownership and title of targeted acquisitions; prepares documents for recordation and conveyance.  
  • Supervises contractor and subcontractor performance in accordance with project specifications; performs field visits to monitor construction; resolves conflicts between plan and field discrepancies; works with City staff to identify needed capital improvements; participates in meetings and conferences with consultants, contractors, and staff; and responds to resident and visitor’s inquiries regarding City projects, schedules, and status. 
  • Maintains an awareness of new applications, technologies, technical methods, trends, and advances in the profession; reviews professional publications, technical manuals, and web sites to increase knowledge; and attends conferences, workshops, and training sessions as appropriate.  
  • Operates a personal computer, calculator, or other equipment as necessary to complete essential functions, including the use of word processing, spreadsheet, database, or other system software.

ADDITIONAL FUNCTIONS

  • Copies and faxes documents. 
  • Assists with storm or hurricane recovery and clean-up. 
  • Performs other related duties as required, requested and assigned. 

QUALIFICATIONS

Education and Experience:

Requires an Associate’s degree with course work emphasis in planning, construction science, engineering, finance or related fields; five (5) years of experience in construction management, estimating, budgeting, planning, real estate development, and public interaction. 


Licenses or Certifications:

Must possess and maintain a valid driver’s license.
