This position is advertised from the minimum to the mid- point hourly rate. Salary will be determined based on education and experience at the time offer.

Nature of Work 

Under limited supervision, performs work of significant difficulty in developing, maintaining, and administering the roadway asset management and pavement preservation programs throughout the County; this position has department specific responsibility.
(Illustrative Only) Documents task time on asset management work orders, work order estimates, flags repeats/returns, on-call orders, and projects for introduction of data into dash boards and metrics; monitors and prioritizes work orders; provides asset specific data to dashboards and metrics on a weekly, monthly, and quarterly basis; executes assigned tasks to manage and monitor the asset management database and functionality; performs data analysis to verify integrity and accuracy and correct errors; identifies trends in data inaccuracies and provides input on correcting through interface and application constraints; builds Excel upload sheets using knowledge and established practices; develops reports using Excel documents exported from various software programs; collaborates, coordinate, receives, reviews, and analyzes assessment data from field staff and assessment teams; maintains baselines and updates for all identified assets to be cataloged and tracked; provides data and analysis for work orders, projects, and estimates by reviewing and analyzing work requests; researching past requests; comparing cost estimates by trade as they pertain to an asset; identifies areas for process improvements and enhanced operational efficiencies and establishes plans for implementation; compiles, evaluates, analyzes, illustrates, and prepares descriptive materials and illustrations for presentations;ceates maps, charts, and graphics as required for reports, presentations, and display purposes; prepares reports and estimates for quantities of materials needed for public works maintenance projects; prepares reports and estimates for quantities of materials needed for public works maintenance projects; maintains road inventory and road inspection database; responsible for the implementation and maintenance of software database and Geographic Information Systems (GIS) components related to the use and operation of the roadway asset management program; develops and manages a training and software budget; verifies and reports on compliance with HURF report, GASB34, culvert inspections, bridge inspections, guardrail inspections, pavement inspections, overlays, chip seals, slurry seals and other roadway maintenance activities; evaluates Public Road Maintenance petitions for compliance and submits a report to Department management for consideration; collects field inventory of asset information, condition, and topographical data; records field information into a personal computer; generates maps and compiles and organizes GIS data from maps, databases and other sources; interprets field notes, legal descriptions, and civil engineering symbols; conducts road right-of-way research, verification and analysis; and prepares drawings; provides reports and inventories for supervisors and staff; conducts training and mentoring for staff;;conduct research, gather data and perform analysis for cost efficiency and product durability for all highway maintenance materials and equipment; develops asset maintenance strategies designed to reduce variability, improve performance, and drive overall asset reliability improvements; provides budget preparation support to Department management by assisting with the development of long- and short-term asset preservation strategies, prioritizing, cost estimates, life-cycle cost analyses, and return on investment calculations; administers all phases of contract management in relation to asset preservation and maintenance; prepares and develops bid documents, works with staff in the preparation of bid documents, works with the County’s procurement division and legal division in the preparation of bid documents and understand the County’s procurement practices; resolves project issues such as coordination, scheduling, or technical concerns; regular and reliable attendance is required; performs other duties as assigned.
High School Diploma or GED equivalent; AND twenty-four semester hours of post high school course work in engineering technology, CADD and civil drafting, geographic information systems, or a closely related field; AND two (years of experience utilizing computerized maintenance management or asset management systems; OR an equivalent combination of education and experience. Must possess and maintain a valid Arizona driver’s license. Requires successful completion of a background check.
Knowledge ofCounty policies and procedures; County procurement policies; in all phases of contract management; nomenclature, symbols, methods, practices, and instruments used in civil design; principles of algebra, geometry, trigonometry and mathematical calculations; applicable statutes rules, ordinances, codes and regulations; legal documents, maps, and construction drawings; computer hardware and specialized GIS and asset management software applications; creating, organizing, and analyzing project data; interpreting technical information.

Skill in: reading, developing, manipulating, and analyzing asset information in a variety of data formats; developing and maintaining asset reports for analysis and compliance; technical writing and making technical mathematical computations assessing and prioritizing multiple tasks, projects and demands; establishing effective working relationships with employees, other agencies, and the public; following and giving written and verbal instructions; communicating effectively verbally and in writing.

Ability to: analyze processes and identify improvements; manage multiple time-sensitive requests; communicate effectively verbally and in writing; maintain effective working relationships with co-workers and the public; follow written and verbal instructions; assigning and leading the work of others; planning and organizing work;lift 10 pounds, bend, stoop, kneel, stand and walk; perform the essential functions of the job specifications with or without a reasonable accommodation.  

Work Environment: The usual and customary methods of performing the job’s functions require the following physical demands: occasional lifting, carrying, pushing, and/or pulling; some stooping, kneeling, crouching, and/or crawling; generally the job requires 60% sitting, 20% walking and 20% standing; working at a computer monitor for extended periods required. The job is performed under extreme temperature variations.
