Looking for a career that combines public service, problem-solving, and community engagement? We're seeking a motivated Code Enforcement Officer to help maintain the standards that make our community a great place to live, work, and visit.

Under supervision, performs office and field work associated with the enforcement of municipal codes, ordinances and resolutions in such areas as, property maintenance, housing, signs and related areas, weeds, and other public nuisance code provisions. Performs general and routine code enforcement.. Exercises no supervision.

Distinguishing Characteristics
Code Enforcement Officer I:

This is the entry level in the class series. Positions at this level usually perform most of the duties required of the positions at the II level, but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. Since this class is often used as a training class, employees may have only limited or no directly related work experience.

Code Enforcement Officer II:
This is the full journey level in the class series. Positions at this level are distinguished from the I level by the performance of the full range of duties as assigned, working independently and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit.  Positions in this class series are flexibly staffed and positions at the II level are normally filled by advancement from the I level requiring two years of experience at the I level, successful performance, budget availability, and management recommendation. When filled from the outside, the employee is required to have prior related experience which allows the employee to meet the qualification standards for the II level.
Examples of duties may include, but are not limited to, the following:
  • Receives and respond to complaints from the public and staff regarding substandard dwellings or structures, zoning violations, unsanitary conditions, abandoned or inoperative vehicles, overgrown vegetation, noise and other zoning and municipal code violations; 
  • Informs the public regarding code regulations and violations;
  • Initiates investigations as necessary for observed violations; prepare notices and citations that outline remedial work required;
  • Prepares investigative reports and collect evidence; prepares legal documents, including abatement and inspection warrants, correspondences and post legal documents; 
  • Collects and safeguards evidence of violations to be presented in court; testifies in court as required;
  • Makes contact with property owners and schedules on-site inspections; interpret codes and regulations and explains inspections;
  • Coordinates enforcement activities with City department and other organizations, groups, or agencies having jurisdiction within the City;
  • Assists with developing and implementing effective public education strategies on City codes and ordinances;
  • Monitors compliance activities and conduct follow-up inspections;
  • Maintains files and records; and
  • Performs related duties and responsibilities as assigned.
Code Enforcement Officer I
Experience:
  • One year of experience in code enforcement/compliance, investigation, inspection, planning, or closely related experience. 
Education:
  • High school diploma or equivalent.
Licenses and Certificates:
  • Possession and maintenance of a valid California driver's license is required at time of appointment; and
  • Possession of a Level 3 POST 832 Powers of Arrest issued by the State of California within one year of appointment.
Code Enforcement Officer II
Experience:
  • Two years of experience in code enforcement and investigation.
Education: 
  • High school diploma or equivalent.
  • College-level coursework in planning, public or business administration, criminal justice, or a related field.
Licenses and Certificates:
  • Possession and maintenance of a valid California driver's license is required at time of appointment;
  • Possession of a POST 832 Powers of Arrest issued by the State of California; and
  • California Association of Code Enforcement Officer (CACEO) Certificate or American Association of Code Enforcement (AACE) training module 1 certificate.
Special Requirements:
Essential functions and duties require the following physical abilities and work environment:
  • Ability to work in a standard office environment; 
  • Ability to travel to different sites and locations;
  • Ability to sit, stand, walk, kneel, stoop, crawl, twist, and climb;
  • Regularly required to talk or hear; 
  • Regularly required to stand, walk, use hands to finger, handle or feel, and reach with hands and arms;
  • Regularly exposed to heat, noise, outdoors, confining workspace, chemicals, explosive materials, mechanical hazards, and electrical hazards;
  • Frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 35 pounds; and
  • Must be able to communicate with others and to exchange information accurately.
